Ambassador Nguyen Phuong Nga, Head of the Vietnamese Mission at the
United Nations (UN), on October 31st delivered a national speech on promoting
and ensuring human rights at the Committee for Social, Humanitarian and
Cultural Affairs of the UN General Assembly.
According to Vietnam News
Agency, Ambassador Phuong Nga stressed that promoting and ensuring human rights
was one of the key targets set in the UN Charter. The efforts were oriented on
a firm international legal framework, including the Covenant on Economic,
Social and Cultural Rights (ICESCR), the Covenant on Civil and Political Rights
(CCPR), and the Declaration on the Right to Development.
The Ambassador confirmed
Vietnam’s consistent viewpoint that human rights, including economic, cultural,
social, political, civil and development rights, are universal; and that the
promotion and ensuring of human rights needs to be based on the respect for
national sovereignty, and historical, social and cultural circumstances, as
well as development standard of each country, increasing mutual trust and
understanding, dialogue and cooperation.
During three years of
membership of the Human Rights Council (2014-2016), Vietnam has heightened the
principles of objectivity, openness, construction and equal treatment.
She asserted that the nation
had been doing its utmost to ensure peace, stability and promote sustainable
development, protecting and promoting human rights, and gaining important achievements.
According to the ambassador,
Vietnam focuses firmly on human-centred development, and continues to increase
the legal system, policies and institutions by combining the realization of
CESCR, CCPR and human rights conventions that Vietnam is a member in.
Like other countries, it is
facing challenges, especially climate change and natural disasters, which limit
food, health, educational and housing rights of the people.
Apart from that, she confirmed
that Vietnam would continue to strictly work with countries and partners in
promoting and ensuring human rights globally./.
