Steady progress on human rights in Vietnam

Office of the High Commissioner for
Human Rights (OHCHR) has issued a statement that welcomes the decision
of the National Assembly of
Vietnam ratifies the Convention Against
Torture (CAT). The adoption and
implementation of the Convention Against
Torture, after 30 years since
its birth, is
an important step to ensure the prevention and prohibition of torture as well as ensuring
medical treatment for victims of torture.
In the statement sent to the BBC, the OHCHR
also refers to the
adoption and implementation of
the Convention on the Rights of Persons
with Disabilities is an important
step in the development of
a society that includes everyone, promote and
ensure the rights of Persons with Disabilities.
Ms. Matilda Bogner, Head of OHCHR’s regional representative in Bangkok,
said this step helped
carry out one of the commitments that Vietnam launched before the election
to the Human Rights Council of
the United Nations.
With the adoption of
the CAT, Vietnam is
among the nations that have ratified the most of UN’s basic Conventions in the region with

Human rights is
one of the goals, ideals of the Party
and State. In the Communist Manifesto, Karl
Marx and Friedrick Engel wrote: "Replacing
the old society, with its classes
and the class confrontation, will
appears a combination,
in which the free development of each
person is the condition for
the free development of everyone". But in the age of imperialism,
human rights in the
colonies were deprived by the regime of oppression,
exploitation of imperialism.
Therefore, President Ho Chi Minh and the Communist
Party of Vietnam has chosen to
follow the path of the Leninism,
made revolutions for national liberation as premise to build
a socialist society with the goal of wealthy people; strong country; democratic, fair and civilized
society. In Constitution of 1946,
the first Constitution of Vietnam,
for the first time the civil
rights and human rights are respected and protected.
The Party has chosen and selectively
inherited the values of human civilization,
as market economy, rule of law, democracy and human
rights. However, our Party
has thoroughly understood the principle: Innovation should be based on Marxism
– Leninism, follow socialist-oriented direction and ensure
the leadership of the Party and the
people's sovereignty. Vietnam does not accept the
model of the Western democracy and human rights, we do not copy
model of "democracy, transparency", "pluralism, multi-party"
for the reform. The strong and wise leadership of the Communist Party of Vietnam has
help the nation overcome the economic-social crises, and gradually
achieved great achievements in many aspects. With the
great achievements, the UN has elected
Vietnam
as a member of the
Human Rights Council of the United Nations for 2014 to 2016 course.
Based on the Party’s
platform and guidelines, so far, Vietnam has
signed or ratified most of the basic international
conventions on human rights, and applied to national law.
In the Constitution 2013, the human rights, the
rights and obligations of citizens are specified
fully, directly and separately.
Generally, this important
document has acquired the universal values of human rights and also inherited and
expanded citizens' rights that have
been recorded in the previous Constitution of
the State.
Just as the laws
of other countries, the rights and freedoms of the people
in general and citizen’ rights in particular in the
Constitution of 2013, in certain cases, the
enjoyment of the rights of individuals must be
attached with the obligations of citizens. Among this obligation, there is an obligation to comply with
the law. This is the content of the clause
"prescribed by law" or "as prescription of the law", after the contents of some of laws.
Unfortunately, in recent years, especially since the Congress passed the Constitution 2013, some people, who do
not understand or deliberately "do not understand", has been acting legally and violated the law. In celebration of International Human Rights Day this year, some social networks issued
a distorted
"message", falsely accused the regime of "depriving all rights of the people" that has
been set forth in the Universal
Declaration of Human Rights.
At this time, Vietnam is facing many problems
of human rights, such as the gap between the rich and the poor, corruption, bureaucracy,
people cannot enjoy fully range of goods, proper services... However, with
the proper awareness about the path to socialism
and socialism, improving
socialist democracy; building the rule of law, of the people, by the people and for the people..., the rights and fundamental freedoms of the people in our country will
definitely be secured better. Human rights
in Vietnam have
made steady progress as closely tied to
the Constitution and legal system of our
country. That means, human rights
will remain firm and long in our society./.

Vietnam was elected by the UN General Assembly at its 68th session one of 14 new members of the UN Human Rights Council for the 2014-2016 term, this is clear and strong evidence for the steady progress in human rights in Vietnam

Vietnam got 184 votes out of 192, the most among the candidates
Viet Nam supports a comprehensive approach to make improvement in the people's life.
The National Assembly has made a big deal, Vietnam is one of the countries that made a big step to spread the values of human rights and ensure life of the people.
Despite the hardship in daily life, Vietnamese is always happy because they believe in the leadership of the Party and State.
The Party and State understand that there are a lot of work to do to protect the country and bring harmony to the people, they need the effort and unity of the whole nation.
