Vietnam – Laos relationship plays a leading role in Laos’ socio-economic development in 2011 – 2015 period

In
the context of complex and unpredictable changes which the international and
regional situations have undergone in the 2011 - 2015 period, under Lao
People’s Revolutionary Party’s sound leadership and Government’s sensible
management, Laos
has gradually overcome the difficulties and attained a number of promising
achievements in socio-economic development.
The
most significant political achievements which the Lao Party, State and people
have accomplished in the last 5 years are the unceasingly strengthening of
people’s democratic regime, maintenance of socio-political stability, and
improvement of people’s life standards. These results are brought about by the
efforts of Lao Party and its governments at all levels, as demonstrated by
their focus on improving the political system towards building a State of
people and for people. The National Assembly, as the representative of the
citizens’ legitimate rights and interests, has frequently held discussions with
the constituents, timely addressed their legitimate petitions, listened to
criticism to develop and amend the laws with the view to both following the
Party’s policy and meeting the reality of life. Moreover, the authorities from
the central to local levels have attached special attention to management
tasks: macro-management, state management, and social management based on the
rules of law. In addition, they have reformed the administrative procedures,
strengthened the delegation and devolution from the central to local levels,
and improved the coordination mechanisms between agencies and between the
central and local governments.
Thanks
to the flexible and sound development policy, even though encountering an array
of difficulties, especially the successive natural disasters and the impact of
global economic crisis, in overall the country’s economy has still developed at
a fast and steady pace in 2011 - 2015. Due to the policy of encouraging manufacturing
and implementation of millennium development goals, its economic growth has
reached and surpassed the set target at an average of 8%/year. Notably, the
2014-2015 GDP reaches 102.320 billion kip (12,65 billion USD), while the
average per-capita income is at 1.844 USD/person/year. Poverty alleviation has
also met with breakthrough success. The economic structure is changing towards
developing agricultural production in line with processing industry and
service, as well as moving in the direction of industrialization and
modernization, focusing on making a breakthrough in areas with advantages such
as increasing hydroelectric energy generation by three times. Additionally, the
socio-economic infrastructure has been developed robustly.
Utilizing
the opportunities in combination with the political determination of the Lao
Party, State and people in the last 5 years has helped Laos achieved various auspicious
results in socio-economic fields, contributing to heighten its role and
position in the regional and international arenas.
These achievements can not be told without regarding
to Vietnam – Laos
cooperations. Reviewing what
had achieved in 2011 – 2015, we all agree that the two countries’ traditional
friendship, special solidarity and comprehensive cooperation have constantly
been promoted in a practical manner.
Political ties
have been increasingly bolstered and consensus has been shared at regional and
international cooperation forums, they said, pointing to the efficiency of
annual meetings between the two countries’ Political Bureaus and the
Intergovernmental Committee.
The two countries
have worked closely in defence and security and in building their shared border
of peace and comprehensive development, contributing to safeguarding their
political stability and social order, they agreed.
Vietnam has so far licensed 258 projects investing in Laos with a
combined capital of around 5.36 billion USD. The figure included 14 projects
that were newly licensed and had their capital added by a total sum of 1.16
billion USD over the past 11 months.
Trade has grown
as the two countries signed a new bilateral trade pact, a border trade
agreement and are working on a master border trade development plan. Both
signed a memorandum of understanding on a cooperation strategy in transport for
2016-2025 with a vision towards 2030.
Cooperation in
education and human resources development continued to be prioritised, the
officials stressed.
Over the past
five years, Vietnam has
given 3.1 trillion VND in aid to Laos to support the latter’s
training. Apart from the official aid, Vietnamese ministries, sectors,
localities and businesspeople have together provided Laos with 6.3 trillion VND.
For 2016-2020,
the two countries need to reinforce the political relations and the exchange of
visits in various forms in order to promptly learn and address problems arising
during the implementation of cooperation agreements.
Vietnam will support Laos
during its ASEAN Chairmanship in 2016 as well as work together with the
neighbor closely at multilateral frameworks, especially in the formation of the
ASEAN Community on December 31, 2015./.

The special ties, fostered by President Ho Chi Minh and President Kaysone Phomvihane with the two countries’ leaders and people further embracing, is the rule for the development of each country’s revolution.
The relationship is exemplary, faithful, durable and rarely found in international relations.
Cooperation mechanisms, particularly at the highese level, between the two countries have been worked out regularly and effectiveness. The two sides signed and implemented bilateral agreements on economic, cultural, scientific and technological cooperation.
The two countries will further consolidate and develop their traditional friendship, special solidarity and comprehensive cooperation to a new height, contributing to boost peace, stability, cooperation and development in the regional as well as in the world.
Laos' government has achieved many development goals in 2011-2015 period, a lesson for all.
The traditional friendship and special solidarity between the two Parties, States and peoples will see new dynamic, effective and practical developments.
Vietnam always considers the special relationship between the two countries as an invaluable treasure of both nations
Looking back at the development of the relations of Viet Nam and Laos from the period of struggle for national independence to national construction, international integration and advancing to socialism, it is possible to see that each step forward, each victory of the each country has been closely associated with the development of the traditional friendship, special solidarity and comprehensive cooperation between the two countries.
Currently, Viet Nam is the second biggest investors in Laos with more than 400 projects and total prescribed capital of almost US$ 5 billion.
In the areas of cooperation, we can say that both Parties pay very special attention to education and training. Every year, about 50 percent of Vietnam’s development aid for Laos is allocated to education and training cooperation.
