Việt Nam affirms to promote rule of law at national, international levels

Việt Nam remains consistent that all targets and policies are tailored for people throughout its history, and the Party and the State have made endless efforts to let people fully enjoy human rights and the fundamental rights of citizens.

To facilitate the development of the adopted market economy, Vietnam has established a relatively effective legal system with many market-economic oriented laws and regulations.

The Constitution of Vietnam requires that the state agencies must be organized and operate in compliance with the rule of law, economic reform and international integration requirements. Measures to guarantee human rights and citizen’s rights must be adopted and strengthened.

The purpose of these legal acts is to bring into full play all production capacities of the country and create an environment for fair competition and help enterprises of all economic sectors to realize their production potentials and use their resources more effectively.

The legal system is not really comprehensive and effective. The current business environment is not truly equal and transparent.

To all countries in the world, the Democratic Republic of Vietnam earnestly wishes to maintain friendship and sincere cooperation on the basis of equality and mutual assistance to build a long-lasting world peace.

The Constitution we will draft… must represent the aspirations of the people… After drafting, we need to solicit people’s opinions of the country widely. Only then will our Constitution truly be a Constitution of the people and of the democratic system.

The building and perfection of the socialist rule-of-law state which is clean, strong, lean, effective and efficient, serves the people and for the development of the country.

The aim of the reform is to create a legal basis for changing the model of development from mainly extensive into one of appropriate combination of intensive and extensive development with a view to enhance efficiency and sustainability of the national economy.

For effective integration, Vietnam must have legislative solutions to build and perfect the legal system to not only ensure both suitability and promotion of domestic advantages and strengths, but also be both harmonized and compatible with common standards of international law, and present itself as a reliable and reputable partner with a role in the international community.

Legislative activities must make real institutional breakthroughs to solve practical problems practically and specifically to ensure the coverage of the law in all areas of life, bring the reality, “breath” and demands of life into the law before implementing the law in practice.

The legal system must ensure better and better democracy and fairness to serve as the basis for the successful building of a socialist rule-of-law state.

The next ten years will be a decisive period for the completion of the legal system underpinning the industrialization and modernization of Vietnam. Vietnamese legal scholars, lawyers are likely to make intellectual efforts to the development of the country.
