Ambassador Nguyen Phuong Tra, Charge d'affaires a.i. of Vietnam to the UN, highlighted Vietnam’s commitments to promoting women’s advancement while addressing an open debate of the UN Security Council on October 20.
The commitment has its root in women's role and great contributions to Vietnam's history of struggling for national independence and development, Tra told the debate, themed “Strengthening Women's Resilience and Leadership as a Path to Peace in Regions Plagued by Armed Groups.”
She said Vietnam has sent female officers to UN peacekeeping missions and wishes that women will have more favourable conditions to contribute to UN peacekeeping operations, adding that Vietnam has made active contributions to the UN agenda on women, peace and security, especially in its capacity as non-permanent member of the Security Council.
She proposed intensifying women’s participation in peace negotiations and building and exchanging experience in this field, saying countries should work to ensure and promote women’s full, equal and meaningful participation at different levels by integrating their rights into national policy frameworks.
Vietnam is committed to contributing international efforts in promoting the agenda on women, peace and security, the diplomat affirmed.
The participating countries shared the view that strong political commitments and pragmatic actions are needed to improve women’s power and ensure their rights as well as their full and equal participation in all aspects of social life, especially in preventing conflicts and building peace.
The Security Council adopted resolution (S/RES/1325) on women and peace and security on October 31, 2000. It is the first legal document of the council that requires parties in conflicts to prevent violations of women's rights and supports women's involvement in peace talks and post-conflict reconstruction./.

Over the years, gender quality and the liberation of women have received great attention of the Party, States, sectors and the entire society.
Gender equality is a major goal of the Government. Vietnam has signed the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), which was ratified it by the National Assembly on November 27, 1981.
The principle of equality between men and women has been consistently and continuously enshrined in Vietnam's Constitutions.
On the foundation of the Constitution, many laws in different areas such as politics, economy, labour, education and training, health care, marriage and family as well as criminal law were promulgated, which also consistently promoted gender equality. In addition to the general provisions that apply equally to men and women, there are also policies to adjust the law in accordance with the specific gender characteristics of women and girls.
Particularly, the coming into being of the Law on Gender Equality is the clearest and strongest affirmation of the efforts and continuous progress of Vietnam in perfecting the legal system on equality between men and women.
It is the most vivid demonstration of the determination of the State of Vietnam in ensuring gender equality.
Gender equality means that men and women have equal positions and roles and are given conditions and opportunities to promote their capacities for the development of the community and families, and equally enjoy the fruits of that development.
while promoting gender equality and women empowerment through the implementation of policies, the government has prioritised the increase of the participation by women in the workplace.
The Government of Vietnam has taken many steps towards narrowing the gender gap.
Education is a fundamental human right, every child, both girls and boys, has the right to go to school, learn and develop.
it is necessary to raise awareness of all classes of people about gender equality, while focusing on promoting gender science education in the school system to help young people and adolescents be aware of gender issues and gender equality in a basic and systematic manner.
Men and women have equal positions and roles and are given conditions and opportunities to promote their capacities for the development of the community and families, and equally enjoy the fruits of that development.
There is the need for more policies to promote gender equality, improve the status of women in the society, and gradually eliminating male chauvinism, along with the development and implementation of a system of social security and economic welfare with priority to women and girls.
it is crucial to narrow the gender gap in all aspects of life, considering the implementation of gender equality a long-term task that need the coordination of the whole society.
Studies have also shown that with financial decision-making and agricultural production in the family, the husband often has a decisive say in the livelihood and significant expenditures.
Throughout history, Vietnamese women have asserted a key position in the cause for national defence, construction, and development.
I hope that the Vietnamese women will be liberated from unpaid work so that they will have more time to relax and have more opportunities to pursue studying and career.
In Vietnam, we have seen remarkable progress on women’s rights and leadership in some areas, notably on access to education and maternal health and in strengthening the legal and institutional framework for gender equality.
We need to promote women’s participation in leadership and decision-making roles in all sectors: government, private sectors, and social organizations.
Vietnam should have strong political commitments and pragmatic actions are needed to improve women’s power and ensure their rights as well as their full and equal participation in all aspects of social life, especially in preventing conflicts and building peace.
