The issue of Party building in the Draft Political Report to the 12th National Congress

The issue of party building is not only manifested in the content but also shown in the title of the draft political report. It reflects the importance of this matter of concern in the new situation. Accordingly, the Party must be strong and clear-minded politically, ideologically, organizationally and morally. The stress on moral issue manifests the new thinking of the Party on the ground of reviewing the 4th Central Resolution (XI tenure) of the Party and the current situation.
In the coming years, the world and region will experience rapid-changing, complicated and unpredictable evolutions. Domestically, though the socio-political situation remains stable, the economy is recovering from depression, there remain a number of challenges: the rich – poor gap is widening, and the society is being divided. The four threats pointed out by the Party still exist, even with increasing severity in some aspects. Especially, hostile forces are pushing up their sabotages against our country with their “Peaceful evolution” strategy and facilitating “self-evolution”, “self-transformation” aiming at  removing the Party’s leadership and socialism in Vietnam. Besides, there appear very complicated and unpredictable evolutions in the East Sea. The cause of national construction and the protection of national  independence, sovereignty, unification  and territorial integrity are getting harder with the mixture of opportunities favorability and challenges. For this reason, in the time to come, the task of Party building should be strengthened. Consensus opinion has been seen among the public on the matter of Party building written in the Draft Political Report to the 12th National Congress of the Party. Following are analyses on several basic issues.
Firstly, continuing to build the Party politically strong. This is the fundamental issue. Political spirit, capability, knowledge and combativeness of the Party and the vanguard, exemplary role of cadres and party members, especially in challenging situations and milestone of the revolution require good will, high determination and intense leadership. This is also the basis for building the Party strong and pure, enhancing leadership ability and combativeness to meet the requirements of revolutionary missions in the new situation. Beside issues on guidelines for the Party building mentioned in the Article XV, another content should be included in the matter of party building. It is that we must be steadfast, vigilant and wise in dealing with situations given the schemes of sabotage of hostile forces. At the same time, sound methods, reasonable arguments, solid and scientific practical and theoretical basis should be drawn out to effectively combat with and refute  false and hostile views distorting and denying scientific values of Marxism – Leninism and Ho Chi Minh thought – the ideological foundation of the Party; the leadership of the Party over the State, society and the road to socialism of our nation.
Secondly, continuing to implement the Central Resolution 4 and the Decree 03 of the Politburo with high political will, and non-stop, thorough direction; mobilizing the participation of the whole political system and strengthening the task of management, supervision and application of the Party disciplines. At the same time, it is necessary to have mechanism to clarify the responsibility, exemplary and vanguard role of the leaders; building mechanism and regulations for leading in critical fields and democracy exercising in Party meetings and activities. Training revolutionary moral, countering individualism, opportunism among cadres and party members, particularly leaders should be attached importance; building must be associated with countering; there should be no exemption in managing and disciplining cadres and party members.
Thirdly, attention should be paid to the renovation of personnel work in accordance with the Personnel Strategy in the industrialization and modernization period; institutionalizing and concretizing principles in personnel work to ensure unification and synchronization between stages and connectivity between levels.
Fourthly, paying attention to mass mobilization work, considering it a matter of paramount importance in party building. In the coming tenure, it is necessary to included in the guideline for mass mobilization work the content: “together with paying attention to meeting the desire and justifiable benefits of the people, it is necessary to promote their role in creating and planning guidelines, policies, involving them in party building and giving advice to cadres and party members”.

Vietnam actively contributes to ASCC development

Vietnam will continue to carry out its obligations fully and responsibly to contribute to the development of the ASEAN Socio-Cultural Community (ASCC) in particular and the ASEAN Community in general.

The statement was made by Deputy Minister of Labour, War Invalids and Social Affairs Dao Hong Lan at the 14th meeting of the ASCC Council held in Kuala Lumpur, Malaysia on October 7.

Along with joining in building the region’s orientation documents, Vietnam is actively implementing regional initiatives and the blueprint on the ASCC while integrating the region’s priorities and orientations in its national programmes and projects, Lan said.

The deputy minister reported that on September 21, the country launched the ASEAN-Vietnam portal, which is expected to serve as a bridge to bring ASEAN to Vietnam and vice versa, helping intensify post-2015 communications on the value and benefits of the ASEAN Community – including the ASCC – to the public.

At the meeting, participating ministers discussed and approved important priority documents of the ASCC regarding environmental protection, climate change and disaster response, social welfare, eliminating violence against women and children and food safety.

They also deliberated several other issues, such as clarifying the functions and tasks of the ASCC and the role of the ASCC Senior Officials Coordinating Conference Meeting (SOC-COM), welcoming an idea to send ASCC officials to the Committee of Permanent Representatives (CPR) to intensify the community’s operations.

Concluding the event, the delegates adopted the ASCC Master Plan 2025 with the commitment to raising the quality of life in the region through people-centred cooperation activities.

APEC Dialogue discusses food security, blue economy

Philippine Environment Secretary Ramon Paje has called for closer cooperation among member economies of the Asia Pacific Economic Cooperation (APEC) to ensure food security and blue economy in the region.
During the APEC High Level Policy Dialogue on Food Security and Blue Economy held in central Philippine city of Iloilo on October 4th, which brought together ministers from 21 APEC member economies, Ramon Paje underlined the need to narrow the gap in economic development of the forum’s member economies.
The two-day event offered ministers from APEC member economics a chance to discuss concrete and feasible actions to enhance management and conservation of ecosystems and the coastal and marine environment, and ensure sustainable food supply chain as well, he said.
The minister expressed his belief that the proposed Plan of Action of the Dialogue will be adopted at the end of the meeting./.


Socialist democracy according to Vietnamese culture

Ideological issues, particularly those of socialist democracy, have become hot topics on online forums and websites in the buildup to Vietnam’s 12th National Party Congress. Political dissidents and reactionaries, who boldly consider themselves “patriots,” are ebulliently discussing and criticizing the socialist democracy in Vietnam, and giving reactionary “suggestions” and “proposals” to the Party.
According to them, the Vietnam Communist Party “should change its political creed, give up the wrong direction on building socialism in Vietnam and eliminate the current political system to build a western national democratic model.” They, indeed, want Vietnam to follow a “pluralist and multi-party political system,” alien to the Vietnamese.

To reach their target, they have provided wrong, irrational and impractical arguments. They have even distorted the Party’s political creed and policies, and Vietnam’s 2013 Constitution.
However, they have shown themselves to be ignorant about basic theories and practices of democracy, particularly socialist democracy. First, democracy is understood as a political institution of a state and society, which is based on the fundamental principle: people generating power via elections. Democracy is seen as the main driver for social development. Thus, the ruling classes, in the socio-economic forms, usually use the rhetoric of democracy to mobilize the concerted strength of a community, society and nation.
The Russian Revolution in 1917 opened the country up to a new-style of democracy, a socialist democracy. In that democracy, the working class took power and led the country, but served the interests of the entire people. Today, there exist various democracy models in the world. Generally speaking, where democracy models differ from each other lies in the answers to the following questions: What political force holds power and who does it serve? Is the political system a multi-party model or single-party one? Does the political system follow the power separation pattern or power cooperation one?
Vietnam’s democracy originated from the August Revolution, which was in fact a revolution of people struggling for national freedom, independence and democracy. The national democracy was severely tested in the wars against foreign invaders. In peacetime, when the whole nation entered into the building of socialism, that democracy followed the old socialist model with the following easily-identifiable characteristics: In politics, it was a proletarian dictatorship; in economics, it was a centralized, subsidized and bureaucratic economy with only two economic sectors: state-run and collective.
In 1986, the Party decided at the 6th National Party Congress to build socialism in the country on a new model. Learning valuable lessons from reality, the Party continuously revised and perfected the new model from the 7th National Party Congress until now. The current model has the following main components: a rule-of-law State led by the Party, society mastered by people and socialist-oriented market economy.
Although Vietnam has attained numerous great achievements over 30 years of doimoi (renewal), there still exist socio-economic issues that need resolving. It is fair to say that the gap between the rich and poor is widening; corruption, groups’ interests and “term-of-office” (short-run) thinking and planning tends to prevail; and people’s rights as the master of the society are violated in some areas and sectors. What is more, the Resolution of the 4th Meeting of the Party Central Committee of the 11th tenure publically pointed out the principal causes of the situation, saying that a “not-small” number of cadres and Party members at various levels degraded in thought, political stance, ethics and life-style. Against this backdrop, the Party and State have focused their work on ensuring and promoting socialist democracy, particularly people’s rights to master the State and society.
To bring democracy to life, the 2013 Constitution concretized the people’s rights to master the State and society. At the same time, a series of laws, including Law on the Organization of Government, Law on the Organization of the People’s Court and Law on the Organization of People’s Procuracy, have been revised and amended. The revised and amended laws aim to increase people’s rights and ensure a socialist democracy. The rights of internees, indictees and inmates are even protected, and legal procedures and the role of lawyers in legal proceedings and prosecution processes are also highlighted in laws.
The Standing Committee of the National Assembly passed the UN Convention Against Torture at its session in the beginning of October 2014. Vietnam’s adoption of this convention demonstrates the Party’s and State’s high resolve to improve the practice of human rights and democracy in the country.
Meanwhile, the Vietnam Fatherland Front, the organization of the entire people, is actively implementing the Resolution of the 11th National Party Congress and 2013 Constitution. Under the banner “Unity-Democracy-Renovation,” it is improving its main role and function of supervising and criticizing authorities of all levels. It is noted that capitalism does not have such an institution to ensure democracy and people’s rights.
In our socialist democracy, the leadership of the Party over every State and social activity is the immutable principle. Yet, the Party’s leadership does not mean that the Party participates in the business of the Government or reduces the people’s rights to master the State and society. Rather, the leadership of the Party is clearly defined in Article 4 of the 2013 Constitution.
In our socialist democracy, people’s rights of speech and freedom of the press are also guaranteed and increasingly improved. In fact, many political issues that used to be viewed as “sensitive” are now made public. Generally, there is almost no limit to the press in our socialist democracy; in other words, the press has the right to access any information sources, except for national secrets.
In short, although it is not practical when comparing democracy models, it must be noted that our socialist democracy has its own advanced and good characteristics. The model provides opportunities for people to fully practice their political and socio-economic rights and other rights, including people’s right to master the State and society, on one hand; and guarantees and improves all human rights for the citizens on the other hand. And more importantly, that model agrees with the Vietnamese national culture, traditions and moral values; as a result, a great majority of the Vietnamese people is happy with it.

A glimpse of hybrid warfare

In spite of being new, hybrid warfare, up to now, has been used in many parts the world. However, as hybrid warfare uses a combination of various methods, not conforming to certain rules and being concealed by many tricks, it is not always easy to be recognized. Moreover, this type of war is manifested in different ways in each country and region; thus, its conception is not yet the same.
The identification of hybrid warfare
According to the Wikipedia, hybrid warfare is a type of warfare that blends various forms of warfare, such as conventional warfare, irregular warfare, low intensity conflict, chemical, biological, nuclear, information, and cyber attacks. However, US military experts, in another aspect, think that there is now a form of hybrid warfare that is occurring in the world; in which conflicts aim to cause the so-called “controlled chaos”. According to David Kilcullen, the English author of “Accidental Guerrilla”, hybrid warfare is the most correct to name modern conflicts that have a popular variation of guerrilla warfare and riot, civil warfare and terrorism. To conclude, not coming to an agreement yet, most people think that hybrid warfare is a combined war in all areas, waged by one or many countries against another or other countries; in which psychological and cyber warfare, riot, and terrorism play an important role.
In reality, one of the most typical hybrid warfare is the war in Lebanon between Israel and Hezbollah (2006). In this conflict, Hezbollah succeeded in adopting various guerrilla tactics to disable Israeli powerful military forces. From its secret tunnels, Hezbollah used anti-tank weapons to stop Israeli attacks from obtaining none of villages along Lebanon border line. Particularly, Hezbollah “cracked” Israel’s coded media network, for instance, mobile phone network to grasp the enemy’s situation. This is the reason why Israel’s modern weapons system, including aircraft, missiles, tanks, could not promote its efficiency. As for Middle East, recently, being backed by forces outside the region, wars and riots have continuously broken out in countries such as Iraq, Libya, Egypt. Not aiming at territory, these conflicts mainly destroyed the region’s existing collective security system. It was clearly manifested in the objective of the invasion of Libya, (carried out by the U.S. and NATO in 2011). It was the overthrow of Gaddafi’s government for a new pro-Western one; also bringing the country into “controlled chaos”. Accordingly, Libya, which once played an important role in the Middle East’s collective security system, was changed into “haven” for terrorism. That created conditions to conduct riots in Syria and other countries that did not follow their orbit. It was more strongly confirmed in Senator John McCain’s statement: “after Libya, the Arab Spring will spread over Syria and Iran”.
At present, it seems that the U.S. and NATO are conducting a hybrid war against Russia. Accusing Russia of being engaged in Ukraine’s turmoil, the U.S. and NATO increase the imposition of economic sanctions while strengthening acts of veiled sabotage to separate and weaken Russia. This is the reason why hundreds of Ukrainian citizens took part in notorious terrorist organization “Islamic State of Iraq and the Levant” when the country’s political crisis began to break out. The organization immediately came back to Ukraine and played a leadership role in riots in Kiev, causing the overthrow of President Yanukovych’s political regime. It did not surprise people that right after that, the terrorist militants together with foreign mercenaries directly engaged in the campaign against “terrorists” launched by Kiev. According to international analysts, in fact, the above-mentioned forces have received command and support from outside which were out of Kiev’s control in order to sabotage and weaken Russia as Western geopolitical objective. All of the issues above show that hybrid warfare is diversified and complex with the combination of factors, unpredictable to be realized in its beginning, and it could happen in any country worldwide.

Environmental protection decisive to sustainable development

Environmental protection is both the target and basic content of sustainable development, Prime Minister Nguyen Tan Dung said at the fourth National Conference on the Environment in Hanoi on September 30.

Climate change, environmental pollution and energy and water resource security have become global issues that cannot be addressed by a single country, the leader said.

Aware of the need for environmental protection, the Vietnamese Party and State have issued a string of relevant policies and guidelines, he stated.

The leader expounded the country’s achievements in protecting the environment over the past five years with improved policies and laws, revamped management apparatuses from central to grassroots levels, greater investments and enhanced international cooperation that helped update technology and increase resources for the work.

However, he said, limitations still remain such as increasing environmental degradation in many areas, overexploitation of natural resources, overlapping and unfeasible policies and laws, the lack of skilled managers and the limited involvement of the community in environmental protection.

PM Dung quoted a report presented at the conference which warned that without adequate attention given to the issue, environmental pollution can increase three-fold in the next 10 years, and for every 1 percent growth in the country’s GDP, environmental pollution will cause a 3 percent loss to the GDP.

As such, the leader underlined the need to complete documents guiding the implementation of the Law on Environmental Protection and amend the Law on Biodiversity and relevant laws.

Essential action points include increasing communications work to raise public awareness of the matter; heightening management capacity of officials at all levels, especially at the grassroots level; and diversifying investment resources for the environment by promoting investment from all economic sectors, encouraging public-private cooperation models and the establishment of environment funds run by businesses, he noted.

Other tasks include accelerating the research and application of scientific and technological advancements in coping with climate change, natural resource management and environmental protection, the PM said.

Apart from tightening environmental inspections, it is necessary for Vietnam to boost international cooperation and integration in a bid to mobilise resources, he said, stressing efforts to fulfil the UN post-2015 Sustainable Development Goals.

The leader took the occasion to thank UN agencies, the World Bank, international organisations and friends for their support while expressing his hope to continue receiving assistance in addressing the especially important issue.

Vietnam stands ready to cooperate with the international community to preserve the global environment, he affirmed.

The National Conference on Environment, which takes place every five years, drew 1,000 delegates from ministries, agencies, localities and international organisations.

Besides a plenary session, the conference included workshops on state management of and the application of science-technology in the environment sector. An international exhibition was also held on the occasion.-VNA

Vietnam joins global effort to prevent violent extremism

Vietnam is willing to cooperate with law enforcement agencies from other countries and international organisations to prevent radicalisation and violent extremism.

Deputy Director of the General Directorate of Security Lieutenant General Duong Minh Hung made the statement while presenting the speech of Minister of Public Security Tran Dai Quang at the Special ASEAN Ministerial Meeting on the Rise of Radicalisation and Violent Extremism (SAMMRRVE) in Kuala Lumpur, Malaysia on October 2.

The speech underlined challenges in the fight against radicalisation and violent extremism, which are posed by differing opinions on this issue and the negative impact of globalisation on economic, cultural and social affairs.

It also mentioned obstacles in human and financial resources to fight extremists and terrorists who take advantage of the rapid growth of science and technology, especially information technology, to expand their reach.

Vietnam proposed ASEAN law enforcement agencies increase cooperation to curb and prevent financial resources and online websites propagating violent extremism and terrorism.

The involved parties should work together closely in immigration management and settlement of migrant issues, along with ensuring security for foreigner communities and completing bilateral and multilateral collaboration mechanisms in the field.

Holding regional and international forums to share information and put forth measures to cope with terrorism and extremism is essential.

Chaired by Malaysian Deputy Prime Minister and Minister of Home Affairs Admad Zahid Hamidi, the event aimed to manifest the solidarity and resolve of ASEAN member states in preventing terrorism and violence.-VNA

Defaming beloved leader – hostile forces’ aim and their inevitable failure

Ho Chi Minh is called by generations of Vietnamese people with such a beloved title “Uncle Ho”! His life and revolutionary cause are the symbol of cultural values and development of our time, the idol of Vietnamese patriot. However, to the hostile forces, he becomes a focal point, a subject of their slam and distortion. Their scheme and action will  inevitably fail.
Bad will leading to bad  intention
Hostile forces resort to almost any quackeries and means to distort and defame our leaders of the proletarian revolution. Defaming Ho Chi Minh is one of those activities. It has been said that: “For those anti-communisms, Ho Chi Minh is the one to dump on”.
Those with bad will and hatred for Vietnamese revolution cause all want to defame Ho Chi Minh. Their aim is to remove his influence on Vietnamese revolution cause and eradicate the socialist regime, driving Vietnam toward capitalist development. They write articles, books distorting Ho Chi Minh’s private life and revolutionary cause, separating him from Vietnamese nation and saying that the Vietnamese adore Ho Chi Minh is because of their personal idolization.
Ho Chi Minh’s life, revolutionary cause and thought have become sustainable cultural values of the whole Vietnam. Thus, defaming him means causing losses to Vietnamese and revolutionary cause. cultural values and . For this reason, the hostile forces exploited  social media, to disperse a number of articles, books, films and photos distorting Ho Chi Minh. They bluntly declare: “resolutely damage Ho Chi Minh symbol and legend by all means”.
Among those, the most ridiculous ones are: “there is no Ho Chi Minh thought; that Ho Chi Minh thought is just something created by the Communist Party of Vietnam; Ho Chi Minh is a dictator, etc. he does not deserve an idol for Vietnamese people”. Of the means employed by hostile forces, the attack into the ideological ground, spiritual factor, cultural values and the leaders of Vietnamese revolution, etc is extremely wicked and scurrilous. They reject no tricks or quackeries, take advantage of all forums to smear and distort Ho Chi Minh’s life, revolutionary cause and thought. They distorted information, using tricks and unreal documents in sophisticated and sly manner either by speaking out or by beating around the bush just because they are dissident with Vietnam’s socialist regime and revolution. They justify for their own mistakes in the past and exaggerate shortcomings of the Communist Party of Vietnam. They write articles using distorted information with the most despicable words about Ho Chi Minh’s life including his private life. For this reason, protecting the Communist Party of Vietnam, president Ho Chi Minh, and Marxism – Leninism is an extremely arduous struggle in order to maintain the country’s development, or in other words the aim and the path of socialism that has been chosen by Ho Chi Minh and our people and decided by the Communist Party of Vietnam since the early days of its inception.
Inevitable failure
Historical facts of Vietnam has proved that not only Marxism – Leninism but also Ho Chi Minh thought have become the ideological ground, the guiding factor for the victory of Vietnamese revolution in general and the renovation cause in particular. In the early days of the renovation cause, the CPV was right to praise Ho Chi Minh thought and reaffirmed that “The Party sets Marxism – Leninism and Ho Chi Minh thought as ideological foundation and the guideline for all of  its activities”.  The Party also clarified that “Ho Chi Minh thought is the result of the creative application of Marxism – Leninism into our conditions and reality, it has become a treasure of the whole Party and nation”.  While praising Ho Chi Minh thought, the Party stated that “President Ho Chi Minh is a bright example of the combination between class and nation, between nation and the world, between national independence and socialism. For each Vietnamese, Ho Chi Minh thought is so familiar and associated with the endless love of them to him regarding his great contribution and bright moral example. For this reason, Ho Chi Minh thought is relevant with the reality of the country’s revolution and the desire of the whole Party and people. The Party confirms that: “The essential condition for our renovation cause to maintain the socialist orientation and gain success is that during the process, the Party must be steadfast with and creatively apply Marxism – Leninism and Ho Chi Minh thought, remains its leadership over the society.
No one can deny that Vietnam has been undergoing this reality. However, hostile forces and those with hatred for Vietnamese revolution do not accept that. Their thinking and action are in contrast to the enthusiasm and desire of Vietnamese people for their beloved Uncle Ho. In fact, after 30 years of renovation people now undoubtedly believe that plots and schemes of hostile forces with the aim to defaming Ho Chi Minh will definitely be a failure because of the following reasons:
First, Ho Chi Minh is an “outstanding figure” of the nation and the world that no one can deny. He devoted his whole life for the noble cause of liberating the nation, the society, the class and the people. He had an earnest desire and always sought ways to fight for peace and social progress. No one can deny his contribution to the development of Vietnam. The 20th century is called the decolonialization century, progressive people can’t help mentioning Ho Chi Minh who embodies for the thirst for peace, independence and freedom, for uncompromising and ceaseless struggle against old and new-style colonialism; for social progress and the prosperity and happiness of working people. This cause was extremely remarkable in the modern history of Vietnam since the invasion of the French colonialist in the latter half of the 19th century in which Ho Chi Minh was the most distinguished figure.  Speaking of Ho Chi Minh, foreigners often think of Vietnam and mentioning Vietnam, they think of Ho Chi Minh who embodies for the true – the good – and the beauty. Vietnam is one of the vanguard nations in fighting for the values of the humankind. The leading citizen of that vanguard nation is Ho Chi Minh. He deserves to be listed top among the greatest men of the world in the 20th century – the century of the struggle for peace, independence, prosperity and happiness.
Ho Chi Minh was always present in the important events of the world and of Vietnam, positively affected the global development for independence, freedom of his Fatherland and for peace and progress of the world. It is not surprising that almost all of Vietnamese people adore Ho Chi Minh, call him “Uncle Ho”. It is not by chance that in the 24th Plenum (from 20th, October to 20th, November 1987)  in Paris, the UNESCO approved the 24C/18.65 Resolution on the centenary of the birth of President Ho Chi Minh which stated that: “Noting that the year 1990 will mark the centenary of the birth of President Ho Chi Minh, Vietnamese hero of national liberation and great man of culture… President Ho Chi Minh, an outstanding symbol of national affirmation, devoted his whole life to the national liberation of the Vietnamese people, contributing to the common struggle of peoples for peace, national independence, democracy and social progress… The important and many-sided contribution of Chi Minh in the fields of culture, education and the art crystallizes the cultural tradition of the Vietnamese people which stretches back several thousand years, and that his ideals embody the aspirations of peoples in the affirmation of their cultural identity and the promotion of mutual understanding between nations”. This is the visualization of UNESCO proposal in the 18th Session (from 17 October to 23 November 1974) which was mentioned in its framework resolution on “celebrating the anniversary of outstanding figures and special events of member nations with the aim to remind people globally on the figures and evens that have deeply imprinted in the development of human being”.
Second, Ho Chi Minh’s personal life is so pure and magnificent. From his early days to the end of his life, he devoted his whole life to the revolutionary cause. He sacrificed his  life for the nation and working people, and was very exemplary in ethics. He represented full of outstanding characters, such as:
Infinite humanity and kindness. Ho Chi Minh always thought of his people and humankinds who were being oppressed and exploited, and engaged himself in the struggle for independence, freedom and the good things. In this struggle, he didn’t care for himself but the progress of humankind.
He devoted his whole life striving for new   moral standards of and for revolutionary moral of “loyal to the country, pious to the people”. His mind and actions were always for the people. The higher position he held, the more attention he paid to his Fatherland, and the people. He reminded himself that his presidency was elected by people. For this reason, he voluntarily served as a servant for his people. He shared the pains of his people. He confessed that each people and each family had their own sorrows. His is the sum of all of these.
Ho Chi Minh’s life is the brightest example of diligence, thrift, integrity, impartiality. These are the qualities of a righteous man which has reached the height of self-cultivation, pureness in personality and the beauty standards of a human in its nicest meaning. Ho Chi Minh represents the greatness of a great man: noble but simple; great but modest. He forgot himself to care for the people not only in his country but also in other countries globally. His enthusiasm and humanity are as immense as the ocean. His personality is of cultural values and the symbol of beauty.
In conclusion, though hostile forces wish to defame Ho Chi Minh, keep distorting information about him, they will definitely fail. Their efforts are meaningless and useless. Their depreciation and distortion about Ho Chi Minh, a great symbol of Vietnamese revolution, attract no attention of Vietnamese people. Therefore, by doing so they are degrading themselves.
Be kind and respect the truth and try to be  rich-souled, good-moraled and clear-minded people. This is the message of Vietnamese people to those who try to defame Ho Chi Minh.
