Political stability - Basis of peace and prosperity in Vietnam (Part 1)

Conspiracy and sabotage the Communist Party of Vietnam, against the State of the Socialist Republic of Vietnam by the hostile forces through a strategy of “peaceful evolution” is an attempt to make instabile political situation in Vietnam. This is the “lesson” that the hostile forces, political opportunism have spent a lot of time and effort to study and conclude from the political conflict occurred in a number of countries and territories around the world in recent years. However, in fact, it does not cost much time of researching, analyzing to see that political instability occurring in a number of countries and territories around the world over time were “originated” from the political power struggle; conflicts of interest between the parties, or even internal ruling party. Consequences of political instability are not only the direct causes to impact on the economic development of each country, but also made a lot of pain, misery for the people. In countries or territories does not maintain political stability, the people who suffer the most severe consequences, are the labors in society.
To mention a few outline above to see clearly the severe consequences, terrible influences caused by political instability to every nation, ethnic group. It is also to understand the reason why the sabotage of hostile forces, political opportunitism focus on the aim of eliminating the leadership of the Communist Party of Vietnam, state of Vietnam and Vietnamese society. The modes to eliminate the leadership of the Communist Party of Vietnam are focusing on the implementation of psychological warfare attacks, distorting the policy of the Party, policies and laws of the State; taking advantage of the limitations and shortcomings of social management and the pressing issues in people’s lives to entice, provoke instability in the facility. They impact on perceptions, thoughts and feelings on a part of the people with many guise such as “
financial support to carry out the complaint”, “humanitarian assistance together with the mandatory conditions such as participating in festivals, participating in seminars, workshops...”, “incite people with social discontent post articles to slander and attack committees, local authorities with high levels of remuneration”... In short, the hostile forces, political opportunitism centralized taking advantage of the limited awareness on the part of the people to agitate and upset or taking advantage of the urgency in the lives of a number of cadres and Party members; using tricks to impact on the immediate interests for buying off the greed of man in order to reach the target of causing political instability, causing doubts about the position, role and social leadership Congress of the Communist Party of Vietnam, gradually lowering the role of the Party, denying history towards eliminating the leadership of the Communist Party of Vietnam to society, thereby changing the political regime, creating political opportunities and benefits for themselves without benefiting for even the smallest absolute majority of strata in society.
Referring to the position and role of political stability for the development of the country, recently, while answering the media at the 5th Asia Development Forum  held in Hanoi, Chairman of Asian Development Bank (ADB) Takehiko Nakao has appreciated the political stability and the stability of the macro economy in Vietnam. He said that it is a condition, solid basis for Vietnam to achieve economic growth and high growth uniformity. From the achievements in economic development in which foundation rooted in political stability, President Asian Development Bank hoped Vietnam would grow at 5.6% in 2014 while encouraging to return 7-8% growth in the coming years. Four major factors affecting the South China Sea

It is not debatable that peace and stability in the South China Sea plays an important role for the security and prosperity of the region in particular and globalization in general. However, in 2014 the South China Sea has had the most complicated developments during the past decades. Security and safety of navigation and aviation in the South China Sea were seriously threatened. It is also the first time some incidents have occurred but they are very serious, prolonged time, a deluge of evolution and attracted attention in the region and beyond. There are incidents that occurred but were repeated with greater intensity and pace than before. Particularly this year, there has been a changing nature and natural mutation status was not intact anymore. The big drawback of this situation is that the trust between stakeholders declined, the hope of the people in the region on a peace South China Sea, cooperation and developmentwere eroded by concerns.
In the South China Sea, environment is increasingly degraded, the marine resources are declining and status quo is slowly being changed.
Scholars have identified four major factors affecting the South China Sea: The first is the change in the calculation of some countries on the strategic interests of the parties and the balance of power between the country. The second is the rise of nationalism in all parties, including the nationalist extremists in some countries. The third is the impact of competition and forces gathering between the major powers; The fourth is a disagreement in the interpretation and application of international law in the South China Sea. The increase in the number and intensity of the military operations and paramilitaries in the South China Sea also led to tensions in the South China Sea.
The situation in the South China Sea next year would be even more complicated. Inevitably will certainly occur if stakeholders unrestrain and lack of collaborative effort. Therefore, the international community has been increasingly concerned over the situation in the South China Sea and wished to handle disputes satisfactorily. We can say that the principle of settling disputes through peaceful means on the basis of international law, particularly the 1982 UNCLOS, respect the Declaration on the Conduct of Parties in the East Sea (DOC ) and proceed to the Code of conduct (COC), do not conduct operations to further complicate the situation. That all has become a common language and require of the international community to the parties involved in the disputes in the South China Sea.
Mr. Myint Thu, Deputy Director of ASEAN Department, Ministry of Foreign Affairs of Myanmar, the incumbent chairman of ASEAN also confirmed that maintaining peace, stability and prosperity in the South China Sea is a commom concern. According to Myint Thu, in the role of ASEAN chairman, South China Sea issue has always been a top priority. ASEAN leaders have issued many statements emphasizing the importance of peace, stability and maritime security in the region as well as the importance of complying with the DOC, Declaration of six Principles on the South China Sea issue. Mr. Myint Thu reiterated request of the ASEAN Foreign Ministers on relevant parties to refrain, not threats and use of force in settling disputes and accelerate negotiations towards COC. Declaration of the ASEAN Summit continued to assert on ASEAN’s desire and agreed to promote measures for “early harvest” in order to better control the situation in the South China Sea.
According to scholars, there are two factors that help promoting cooperation in the South China Sea which are the demand for natural resources to develop economy including energy security, management and development of marine resources and protect the security, safety and freedom of navigation on the international maritime route. The field is thought to be promising cooperation as fisheries, marine environmental protection, security, maritime safety and search and rescue at sea.


Vladimir Putin – A great and needed leader for Russia

The continuing attacks on Vladimir Putin and Russia by members of the western political, military and journalistic elite tell us one thing – the Russian President is doing a good job both for the people of his country and in the international arena.
For it is a rule which invariably holds true – if the Western elites praise the leader of a foreign country it means he is doing something which is good for those elites and bad for his country. If he’s demonized, as Putin is, it’s the other way round.
Back in 2000, when he was first elected President, Western elites hoped that Putin would continue the path set by his predecessor Boris Yeltsin, a man whose rule was disastrous for ordinary Russians, who saw their living standards plummet and the value of their life savings destroyed, but very good for the Western elites. Yeltsin privatized vast swathes of the economy and acquiesced while NATO destroyed Yugoslavia. Yeltsin was bad news for Russia – but he was hailed as a great ‘democrat’ by the West – and eulogized on his death – which tells us everything we need to know about who benefited most from his rule.
During Putin's first premiership and presidency (1999–2008), real incomes increased by a factor of 2.5, real wages more than tripled; unemployment and poverty more than halved, and the Russians' self-assessed life satisfaction rose significantly. Putin's first presidency was marked by high economic growth: the Russian economy grew for eight straight years, seeing GDP increase by 72% in PPP (as for nominal GDP, 600%). As Russia's president, Putin and the Federal Assembly passed into law a flat income tax of 13%, a reduced profits tax, and new land and legal codes. As Prime Minister, Putin oversaw large-scale military and police reform. His energy policy has affirmed Russia's position as an energy superpower. Putin supported high-tech industries such as the nuclear and defence industries. A rise in foreign investment contributed to a boom in such sectors as the automotive industry.
According to public opinion surveys in June 2007, Putin's approval rating was 81%, and the highest of any leader in the world, in May 2014 his approval rating rose to 85.9%, a six-year high.[274] Observers see Putin's high approval ratings as a consequence of the significant improvements in living standards and Russia's reassertion of itself on the world scene that occurred during his tenure as President. A 2005 survey showed that three times as many Russians felt the country was "more democratic" under Putin than it was during the Yeltsin or Gorbachev years, and the same proportion thought human rights were better under Putin than Yeltsin.
Putin was Time magazine's Person of the Year for 2007. In April 2008, he was put on the Time 100 most influential people in the world list. In 2013 and 2014, he was ranked as the world's most powerful person by Forbes.
The Russian president's successful defence of the top spot puts him above US president Barack Obama, who came second on the list. He has stabilized the economy, controlled the situation after the fall of USSR. his principles and his ideology brought Russia to one of the top economies and super power in the world. Forbes senior editor Caroline Howard described Mr Putin as “the undisputed, unpredictable and unaccountable head of an energy-rich, nuclear-tipped state”.
But, still by western commentators and the Russian opposition, Putin has been described as a dictator. U.S. Presidential candidate Mitt Romney called Putin "a real threat to the stability and peace of the world. After yet another round of EU and U.S. sanctions against Russian officials, President Vladimir Putin's approval rating has reached a record high of 87 percent, according to the results of a survey published on 6 August 2014 by the independent Levada Center pollster.
And about Ukraine’s crisis, the truth is that it was the aggressive neocon faction within the Western elite which did that. They’ve been calling for sanctions on Russia for over a decade now – way before Russia’s non-existent ‘invasion’ of Ukraine. The demonization of President Putin in the West has become ‘mainstream’.
The neocon plan is for the Russian economy to be weakened by sanctions, which they hope will lead to a reduction in support for Putin and make it easier for them to destabilize the country and bring about a ‘regime change’ in Moscow. They want a compliant stooge in the Kremlin who will surrender all of Russia’s natural resources, and allow them to get rid of President Assad and the Baathists in Syria – an essential prerequisite before any attack on Iran.
At the moment one man is getting in the way of those war plans. To repeat: “those on the centre-left who have joined the current wave of Putin-bashing ought to consider whose cause they are serving.”
Because Putin is not the problem – it’s the people attacking him who are./.

A global plan for a regional projec

Twenty one Asian countries signed the Memorandum of Understanding on the establishment of Asia Infrastructure Investment Bank (AIIB) recently which has become hot leitmotiv for international media because the project is not simply assessed at regional level, it is also as an important content of the global plan of China.
There is little information about AIIB excepting AIIB’s headquartered is in Beijing with most of the initial investment capital from China. Reportedly, AIIB will have a charter capital up to 100 billion USD and the initial registered capital is estimated at 50 billion USD. AIIB functionate to provide financing for the construction of roads, railways, power plants and necessary telecommunications networks for the development of the regional economy. Under the plan, AIIB will officially come in to sign in late 2015 after the founding shareholders approve and sign the terms of the agreement.
China has stated clearly the proposal of AIIB’s establishment is to give full play to the potential in terms of building infrastructure in Asia-Pacific, meet the huge demand in terms of raising capital for investment projects in infrastructure of the concerned countries. The initiative of establishing AIIB was made by Chinese President Xi Jinping at the Asia-Pacific Economic Cooperation Forum (APEC) in 2013 which was said to be aim at reducing reliance on the World Bank (WB), International Monetary Fund (IMF) and the Asian Development Bank (ADB) in investment projects in infrastructure development. These are the international financial institutions China joined but only play a limited role in comparison with dominant role of the US and Europe in the World Bank, IMF or Japan in ADB. Previously, China was in open intention to play a more important role in these international financial institutions.
Moreover, with a huge number of capital its functions as stated above, AIIB is quite attractive to the countries in the region which need to invest capital for developing infrastructure to serve economic development projects. Most founding members are developing countries in Asia, only few strong economies was firmly established itself as India, Singapore and China. Meanwhile, AIIB are assessed as able to play a significant role in the development of infrastructure in Asia-Pacific because AIIB chose a relatively new approach in comparison with the WB or ADB which focus on the field of hunger eradication and poverty reduction. In fact, even the World Bank President, Mr. Im Yong Kim also said that AIIB would be good partners for investing in global infrastructure.
According to experts, AIIB have the opportunity to grow because demand for infrastructure development in Asian developing countries is huge. Estimated, the Asia-Pacific region needs about 800 billion USD per year for investment in this sector by 2020.
Potential development of such AIIB with a prominent role of Beijing in this institution is expected to threaten the influential role of Washington to the region in the context of the US government is implementing policy to the Asia-Pacific region.
Besides, the AIIB’s project has been far reaching out of the region and became part of a global plan by China to reshape global financial structure to ensure the power and benefits of this country. Along with establishing AIIB, Beijing also promote the establishment of a Free Trade Area of the Asia-Pacific (FTAAP). If it is formed, the FTAAP would become a free trade area by the world's largest which account for 40% of the total world population, nearly 50% of the volume of trade and over 50% of global GDP. Initiative of forming AIIB was supposed to aim at a new trade route with Europe with the name “New Silk Road”. Among the projects that AIIB will fund including railway links Beijing to Baghdad, Iraq. So, Washington is undesirable appearance of this financial institution which rules the new challenges posed by the United States as AIIB.
However, the US is expected to be unable to stop Beijing’s plan of officially launch AIIB. Australia, Japan, South Korea and Indonesia did not sign in the original memorandum does not mean that these countries will refuse to participate altogether AIIB in the period up to 2015 when the bank is officially established. Meanwhile, China has not stopped its campaign to expand the number of members involved in the project, especially enlist international forums such as the 22nd Asia-Pacific Economic Cooperation (APEC) in Beijing.

The truth about the "loyalty" of group 61

Currently, on the Internet has many ideas debating about the open letter of 61"loyal"  Party members sent to Politburo and Central Committee and the entire membership of the Communist Party of Vietnam. There are a lot of different ideas about the issue, supporting or objecting or even use this issue to do personal purpose.
As the letter was published just ahead of the Twelfth Congress of the Communist Party, "61 loyal Party members" had selected the most "reasonable” moment to represent their concern about social status, the fortunes of the Party, the future of the country’s political system.
I myself pay attention to the story of this letter and have read many articles by different authors, with different orientations. Especially, after reading about the article of Minh Tam about Doan Van Phuong one of 61 people who are supposed to sign the open letter. According to the article, Mr. Phuowng has not Party members, and do not know about this letter. Then, I had tried to learn more about the members of the group calling itself the "61 Party members loyal to the Party", according to information posted is living in Ho Chi Minh City and surprisingly while Mr Phuong is not the only case, and in this group there are many other cases like that. After some investigation, the group have 22 people living in Ho Chi Minh City, some of them have recently been popular online with their viewpoints opposing with the party’s policy and direction, joining many different open letters but having the same goal which is to want to demand the party to abandon the leadership, inciting protesters to destabilize social security as Kha Lương Ngãi, Hà Quang Vinh, Tương Lai, Lê Công Giàu, Hạ Đình Nguyên... More specifically, there is someone who had left the Party for a long time and no longer a party member anymore as Lữ Phương; or someone who have migrated abroad and haven’t engaged in any Party activities as Cao Lập, yet they are still claiming to be party members, as “loyal”party members.
Thus it’s clear that self-identified group has a lot of people who’re no longer the Party members or haven’t participated in the Party activities anymore, so what purpose of the group is to send an open letter? Is there truly for the Party, for the development of the country or there is a powerful force, a organization behind the group using the names of party members, "patriotism" to create a information chaos, sowing poisonous seeds of social unrest in ideology and security, to divide solidarity of the nation. More than 22 people in the group are living in Ho Chi Minh City and the rest of the group, the majority, is in Hanoi, are there any cases like Mr. Phuong in Ho Chi Minh city? It should to be investigated early for people to understand the true face of the self-proclaimed group of 61 “loyal” party members.
During the period that the entire Party and people are preparing for an important political activity, the twelfth Congress of the Party, besides the striving, determination of all party members and the Vietnamese people was an error choir beat of the so-called group 61, group 72, group human rights cafes, meeting democracy group, journalist team, independent writers... In the new name of opposing China, but in fact the real goal of these goup is against the creative, independent and sovereign foreign policy of the Party and State, and to abet the terrorist group “Viet Tan” and organizations in exile against the leadership of the Party, against the development country, to divide and destroy the unity of the party, as well as to undermine the trust of the people in the Party.
Each people have their own way to show patriotism, but the patriotism must be associated with the construction and protection of the country, do not use that sacred sentiments to conduct propaganda against the Party and State, to distort the truth, to create ambiguity, causing ideological distortions and bad public opinion. In the fight to build and protect the country, there are still groups or organizations like group 61, using the name for the nation, for the country or democracy to demand to do and say whatever they want, ignore the discipline of Party and the laws of the State. No matter what they have tried to say, the reality remains true measure of truth, and that the wheel of history will crush every obstacbles in the way of national development./.

Important time for TPP

One of the important issues to be discussed at the 22nd APEC Summit in Beijing, China is that APEC members agreed to promote the liberalization of trade, strengthen the connection for a dynamic and more competitive APEC, to deal effectively with the challenges ahead.
On the occasion of the 22nd APEC Summit in Beijing, China, the leaders of the 12 members of the Trans-Pacific Partnership (TPP) hold the fifth meeting. In comparison with the 4th in Bali, Indonesia at the APEC in framework of the 21st APEC Summit last year, so far the negotiations between TPP members also have achieved many positive results. All leaders of TPP members have said that this moment is a very important time for negotiations and and political decisions to end negotiations in short coming time.
About TPP, a lot of content are unanimous, only some TPP members continue to negotiate. There are also a number of bilateral negotiations between Japan and the US, among several other members, including Vietnam, the United States. However, the amount is not much, the leaders expressed hope these countries will end the negotiations in the near future. They all wish to achieve a high standard agreement with balance of interests which takes into account differences in levels of development of member countries. As for Vietnam, President Truong Tan Sang stressed the need to take into account the reality of country; other leaders all concurred towards handling such problems.
For Vietnam, the issue of the goods’ origin, especially in the field of textiles is content that the US and other countries interested. In the past year, we try our best to persuade and mobilize the business community, including the Association of American Businesses, the US manufacturers, exporters, and particularly made consultation to Vietnam Business Council. Until now, the problem of the goods’s origin, including textile goods, has found the basically standard to meet.
In recent years, our business has been consulted by Government agencies during the negotiation of free trade agreements, especially the TPP. Many businesses also directly proposed to Vietnam’s agencies  attention to the problems we will encounter besides advantages when we negotiate or conclude agreements signed to free trade. Although Vietnam enterprises are given full information about the contents of the free trade agreement, they are still not proactive.
On the other hand, measures to minimize impacts on Vietnam are limited. This is content that the Prime Minister, the ministries, the National Assembly require business community to adapt, seize the contents in the treaty of free trade zones, take the benefits from those agreements.
There are many opportunities for Vietnam but also many difficulties which require bravery of Vietnam now. Our business through a time of integration have more or less experiences. In 7 years as a member of the WTO, many Vietnamese businesses were successful, not only to stand in the domestic market but also reaching out to foreign markets. These ones dare to confront challenges, explore learning, technology innovation, equipment investment, improve their self-management skills and always set higher goals, not content with reality. The succcesful stories of these enterprises should be followed by our ones.
