The revolution was the successful transformation of Marxism’s theory into Russia’s reality under Vladimir. I. Lenin’s leadership. It also initiated the global movement of revolutions, setting a foundation for the establishment of the system of the socialist countries, Thang reiterated.

100 years have passed by, but the lessons of the revolution are still valuable in this age, he went on, quoting President Ho Chi Minh’s words saying that the revolution is as bright as sunlight over all continents, waking up millions of the oppressed on earth and there has not been any revolutions in the humankind’s history that had such a significant meaning.

Lightening up the age and the future

The birth of the Soviet Union, the child of the October Revolution, and the Socialist regime with their great contributions to the miracles of the 20th century were mentioned by Professor Vu Van Hien, former member of the Party Central Committee, former Deputy-General Director of the Radio ‘the Voice of Vietnam’, Chairman of the Central Theoretical Council and many other participants as an undeniable value of the revolution.

According to Professor Ha My Huong from the Ho Chi Minh National Academy of Politics, the humane and humanitarian value is one of the true values of the revolution, the most humane revolution in history. Meanwhile, in his paper to the seminar, Ho Quang Loi, Permanent Deputy-President of the Vietnamese Journalists’ Association, stressed that the greatest outcome of the revolution is that it basically eradicated “man exploiting man” and helped laborers take their working tools from the exploiters.

Concurring with that approach, Associate Professor Bui Thi Kim Hau from the AJC highlighted that the revolution changed the position of Russian workers from slaves of the Tsar to masters of the country, making Socialism become real, not merely theoretical.

In his opinion, Associate Professor Pham Huu Tien, former Director of the Institute of Science Information under the Ho Chi Minh National Academy of Politics, held that the existence and development of the Soviet Union provides a realistic foundation to realize fundamental values of the October Revolution – the values that not only show the preeminent characteristics of the revolution a driving force of the existence and development of mankind. He explained that though the Soviet Union does not exist any more, fundamental values of the revolution are still meaningful in our age.

One of the values of the October Revolution is the lesson of self-defense revolution. Obviously, the revolution proves that Socialism does not only gather strengths to defeat armed attacks of the external hostile imperial forces but also aware of and foil all of their poisonous plots of peaceful infiltration from inside. On the other hand, the revolution defends itself by not only proletarian tools and measures, but also by the best way of promoting internal strengths and being proactive in renovating creatively and comprehensively both in theory and practice to gain status and force which are strong enough to successfully implement the Socialist cause.

Valuable lessons for Vietnam

Participants at the seminar agreed that the October Revolution directly influenced different aspects of the establishment of the Communist Party of Vietnam, the resistance wars against the French colonialists and American aggressors, the cause of national independence, liberation, national unification, and the building of a socialist country. The revolution profoundly influenced Nguyen Ai Quoc, who then became the great leader of the Vietnamese revolution, nation, and people.

Associate Professor Nguyen Manh Huong, former Chief of the Research Department of the Military Institute of Humanitarian and Social Science under the Ministry of National Defense, highlighted that during his quest for national salvation, Nguyen Ai Quoc found in Marxism-Leninism the only right way to save his country. The October Revolution was one of the decisive factors that influenced President Ho Chi Minh’s choice to liberate the country: proletarian revolution and national independence together with Socialism.

In his paper to the seminar, Professor Nguyen Duc Binh, former member of the Politburo, former Chairman of the Central Theoretical Council and former Director of the Ho Chi Minh National Academy of Politics, affirmed that the victory of the Vietnamese revolution is, first of all, that of the Communist Party of Vietnam in creatively applying the revolutionary nature of Marxism-Leninism, popular experiences of the October Revolution, and experiences of the international Communists’ and workers’ movements in the Vietnam’s situation in order to work out a political guideline and correct revolution measures to solve practical issues of the country’s revolution.

Meanwhile, former Prime Minister Vu Khoan analyzed lessons learnt in developing Socialism in the Soviet Union in economic and political fields, as well as the reasons for the collapse of the union. These lessons are valuable for the Vietnam’s revolution and its way to Socialism, such as flexible thought that is suitable for each period; considering people’s interests as roots, ensuring real democracy by promoting mastership of the people, considering Party building and cadres training as key and ensuring equality of interests in international relations…

Resonating with Khoan, Associate Professor Nguyen Trong Phuc, former Director of the Institute of Party History under the Ho Chi Minh National Academy of Politics, held that the Soviet Union’s perestroika and reform in Eastern Europe was not successful together with the collapse of Socialist regimes in those countries was a great loss of the world revolutionary movement. However, Vietnam is still consistent with Socialism and has achieved great achievements, thanks to creatively applying and developing theory of Marxism-Leninism and Ho Chi Minh’s ideology on Socialism and transition to Socialism in the reality of the country.

October Revolution, root of the close relations between Vietnam and the Soviet Union

Together with valuable lessons and experiences shared for the Vietnamese revolution, the October Revolution also brought for Vietnam, the Soviet Union, a reliable friend that has been side-by-side with the country in its struggle for national defense and development. Many Vietnamese generations consider the Soviet Union their second motherland.

Vu Khoan revealed that, despite hardship in the early 1950s, Soviet friends really “shared their meals” to provide the best conditions for Vietnamese students to study in the country. He said that the Soviet Union assisted Vietnam greatly in military equipment and weapons. Moreover, during his assignment in the Vietnamese Embassy in Moscow, he witnessed many Soviet war veterans coming to the embassy to voluntarily go to Vietnam to fight side by side with the Vietnamese against invaders.

“With the tradition of ‘when eating the fruit, remember who planted the tree’, our people will never forget that noble virtue of the Russian and other ethnic groups in the Soviet Union,” Vu Khoan stressed.

As a person who studied in the Soviet Union for years, Senior Lieutenant General Vo Van Tuan, former Deputy-Chief-of-the-General Staff of the Vietnam People’s Army, confirmed that the assistance from the Soviet Union and other socialist countries played an important role in the victory of the Vietnamese revolution. He expressed gratitude for this support and hoped that the relationship with the countries’ peoples would last forever.

Everlasting values of the time

A century has gone by but the quintessence and values of the revolution is still a driving force to urge and inspire the revolutionary spirit of the world revolution, including Vietnamese people and the Communist Party of Vietnam in their cause of renewing the country, promoting industrialization and modernization and international integration.

Nguyen Hong Vinh, former member of the Party Central Committee, former Permanent Deputy-Chief of the Central Commission for Ideology and Culture, former Editor-in-Chief of the Nhan Dan newspaper, reminded the participants of the immortal landmarks and achievements of the revolution in streets and political and social life in some Eastern European countries that he has been to. He said that those are materials and fundamental values of the Socialist realism that the revolution and the Soviet Union have produced. He also informed the participants about issues relating to good relationship between Vietnam and Russia today.

Concluding the seminar, Major General Pham Van Huan, Editor-in-Chief of the People’s Army Newspaper, confirmed that the seminar achieved its set goals. He said that comments at the seminar help clarify historical, theoretical and realistic meanings of the revolution. These comments, he stressed, reaffirmed that Marxism-Leninism, with realistic victory of the October Revolution, is an advanced scientific ideology that has a guiding value for mankind. The revolution gave birth to the Soviet Union and the socialist system. Good goals of the revolution are the goals that mankind is thriving for.

Ideologies and values of the revolution will take everlasting impacts on present issues because the revolution bears a profound humanitarian value, he concluded.

The October Revolution is of great significance and comprehensive and profound influences in various aspects of the Vietnamese revolution, both in the past, at present, an in the future. Experiences learnt from the revolution should continuously be researched and applied in the reality of the Vietnamese revolution, building a Vietnam of a prosperous people, strong country, democracy, equality, and civilization.

October 21, 2017. Russian President Vladimir Putin speaks at the panel discussion 'Youth 2030: The Image of the Future' at the 19th World Festival of Youth and Students

Humanity is entering a new stage in its development when abandoning moral and ethical values may cause a larger catastrophe than a nuclear war, Russian President Vladimir Putin told the guests of the 19th World Festival of Youth and Students in Sochi.

The moral and ethical component is an “important circumstance” for any type of activity in modern society, Putin told the young scientists at the festival.
In the nearest future, humanity may enter and will, most likely, enter a very difficult and important period in its development and existence,” he said, referring to recent scientific breakthroughs.
“What I’ve said now may be more dangerous than a nuclear bomb. Therefore, no matter what we’re doing, we must never forget about the moral and ethical basis of our business,” the president reiterated.
“Everything that we’ll be doing must benefit the people and empower humanity, not destroy it,” he said.
Putin used genetic engineering as an example to illustrate his words, saying that this discipline can bring both positive and negative results.
“It’s great” that it can provide the possibility to change the genetic code of people suffering from serious diseases, he said.
“But there’s another component to this process. Humanity also receives an opportunity to meddle with the genetic code, which was created either by nature or, as people with religious views say, God,” the president added.
The possibility of “creating a human with predesigned characteristics” is already around the corner, he said.
“It may be a genius mathematician or musician, but also a soldier, who will fight without fear, compassion and regret, without pain,” Putin warned.
The head of state expressed hope that the young scientists who were presenting their projects in Sochi would take his words to heart in their future work.
The 19th World Festival of Youth and Students runs until Sunday at the Russian Black Sea resort of Sochi.
Earlier, President Putin said that the 2017 event was expected to bring 30,000 people together, becoming the most representative in history.

The festival, organized by the World Federation of Democratic Youth (WFDY) along with the International Union of Students since 1947, is being held in Russia for the third time after being staged in Moscow in 1957 and 1985.

The tour of Vietnam's famous ancient town is part of the three-day APEC Finance Ministers' Meeting

Delegations from 12 economies attending the APEC Finance Ministers' Meeting in Hoi An got to tour the streets of the ancient town on Friday afternoon. Hundreds of locals were already waiting to greet them as the delegates start their cyclo tour from Phan Chau Trinh Street.

 

 

Many delegates excitedly took pictures as they sat in the unfamiliar vehicles.

Their first stop was Phuc Kien (Fujian) Assembly Hall. Originally built around 1690, the structure was later upgraded by Chinese traders to be a meeting place for those from China's Fujian Province. The hall also includes a temple dedicated to Thien Hau (Mazu), a Chinese sea goddess who protects sailors at sea and other patron deities for seafarers.

The delegates then continued the tour around Hoi An's tree-lined street on foot.

Many of them stopped to browse through the shops along the street, or just to chat with local shopkeepers

Their next stop was the Hoi An Traditional Art Performance Theater, where the delegates watched dance performances and participated in a traditional singing game.

As the sun started to set, the delegates continued their journey under Hoi An's iconic lanterns

They then visited Tan Ky, an ancient house built over 200 years ago that connects the shop-lined Nguyen Thai Hoc Street with Bach Dang Street, which runs along the Hoai River.

Many delegates stopped to take pictures of the sunset on the Hoai River.

 

The delegations then briefly visited Hoi An's iconic 400-year-old Japanese Bridge before leaving the ancient town for Da Nang.

There is more room for Vietnamese women in engineering and technology, which used to be a traditionally male industry. In fact, female engineers and technicians carry a distinct advantage to pursue a viable career.

Nguyen Hoai Thu is the production manager of electric cabinets at GE Energy Haiphong. Thu is always busy with work and phone calls without fixed working hours.

She said, “Sometimes I don’t have time for my children. It is said that engineering is a challenging career for women. However, it is even more difficult for us to fulfill the different roles of engineer, mother, and wife.”

Indeed, the engineering industry is challenging for both genders. In today’s dynamically changing business environment and stiffly competitive global market, clients’ demands become more sophisticated and volatile.

At GE, the company standing in the forefront of digital transformation with exports to markets around the world, investments are being made in continuous learning in order to streamline processes, improve productivity, and apply cutting-edge technology.

Thu went on to say that, “It is crucial that you have aspiration, determination, and perseverance to acquire knowledge. Unless you keep learning, you will be left behind whether you are male or female. I have had the chance to work with several female engineers possessing these characteristics. They are eager to learn and quick to catch up with market trends.” 

Working at GE for eight years now and five years in the engineering industry, Thu believes that feminine traits help women to tackle problems smoothly.

According to her, there are a number of favourable incentives for female employees at GE as well as in Vietnam with the on-going push for gender equality. As GE places high values on integrity, honesty, and transparency, female employees are empowered to make the most of their abilities.

This has encouraged Thu and her female colleagues to believe in their abilities. In addition, GE also holds training courses and foreign exchange programmes around the world to help female employees sharpen up their skills and expertise.

Female engineers have competitive traits like meticulousness and attention to detail compared to male engineers. In addition to ensuring the technical quality and customer requirements, GE also puts high importance on price and delivery time to stay competitive in the market.

"The key factor is to strike up long-term contracts at a reasonable price and with timely delivery. Thus, I need to be very careful with every single word and number. Tracking daily data helps me to identify the most competitive price to maximise profit," she shared with VIR.

Moreover, women at the management level can comprehend others’ feelings better than male leaders. “Vietnamese people value the skills of listening, sharing, encouraging, and trusting others. At the GE factory, I manage both office and factory workers who are responsible for different tasks. Therefore, it is important to understand their job and characteristics to achieve a better balanced working environment,” she said.

Thu often spends time on the factory site to learn about her work and engage in regular exchange with her colleagues about the group’s development strategy, which consequently improves their productivity.

However, there is heavy pressure on women to care for their families and children. "I am still a woman. Being raised in a family with an engineering tradition, I was married to an engineer, so I receive much support from my family and my husband."

“Despite being this lucky, I always encourage young women to develop careers in engineering with passion and bravery. When you are enthusiastic about engineering, you will feel more driven in your career. The engineering industry is teeming with bright prospects for employment, learning, and development. You will always find success by making constant efforts," she stated./.

'Horror stories' have surfaced from other sectors, as more than three-quarters of women said they never lodged a complaint.

The Weinstein revelations have once again shone a light on Hollywood's seedy underbelly -- but rampant sexual harassment in the workplace is hardly confined to the glamorous world of show business.

From the cleaning industry to the corporate world, a common thread is bosses or colleagues who abuse positions of authority to coerce their victims, often safe in the knowledge their behavior can remain hidden.

Show business is particularly vulnerable because of its highly competitive nature and a traditional reliance on personal relations and networking, says Ann Fromholz, a lawyer who specializes in harassment.

"The standards for entry and promotion aren't strictly on merit, it can be your looks, it may be who you know," she says, adding: "People who are already in the industry often put up with behavior they hate because, at least until now, it was the price of admission."

The Harvey Weinstein scandal illustrates the problem at its most extreme: the disgraced Hollywood producer stands accused by around 40 actresses of sexual misconduct ranging from harassment to assault to rape.

But Fromholz says she has encountered "horror stories" from janitors, farm laborers and restaurant workers too -- sectors that in the US are heavily-filled by undocumented workers who fear not only losing their jobs but being deported.

"There is sort of a black humor joke among the employment lawyers, we say that workplaces with beds are really a terrible idea, so that's talking about hotels and hospitals at the very least," she adds.

Other typical scenarios revolve around powerful men whose misconduct can go unchecked: high-flying lawyers; Silicon Valley investors who can make or break a business; or celebrated TV personalities like Bill O'Reilly, whose long reign at Fox News was recently brought to a close by an avalanche of harassment claims.

A survey of 2,200 women carried out in 2015 by Cosmopolitan magazine found that one in every three had experienced some form of sexual harassment at work, including unwanted physical or verbal advances and demands for sexual favors.

More than three-quarters said they did not lodge a complaint.

'Enough'

The corridors of government are no exception, with female aides and even legislators subjected to unwanted innuendo and touching.

More than 140 female politicians and staffers from California were moved this week to sign an open letter that said: "Enough. As women leaders in politics, in a state that postures itself as a leader in justice and equality, you might assume our experience has been different. It has not.

"Each of us has endured, or witnessed or worked with women who have experienced some form of dehumanizing behavior by men with power in our workplaces."

Experts in the field emphasize that clear workplace policies are essential in creating a healthy culture, with punishments for those who cross the line.

The exact opposite of what has been reported about Weinstein's contract with the company he co-founded, which, according to TMZ, prevented the firm from sacking him over sexual harassment claims as long as he reimbursed the studio for any lawsuit payouts.

It was tantamount to giving a green light to harassment, says employment lawyer Genie Harrison.

Workplace romance

In 1986, the US Supreme Court recognized that sexual harassment was a violation of the Civil Rights Act of 1964 that outlawed discrimination based on race, color, religion, sex, or national origin.

Typical legal cases often involve so-called quid pro quo harassment -- the suggestion or demand for sexual favors in return for promotion.

Another frequent complaint is the creation of a hostile work environment through jokes and sexual innuendo, says Harrison.

There is some good news. Over the course of her 23-year career, Fromholz says she has seen positive change, adding: "There certainly is a much larger awareness of what conduct is acceptable or not."

Genuine workplace romance can continue to exist, but "it's a hard thing to know when someone is exploring the possibility of dating someone they work with -- they have to be more careful than towards someone they meet at a dinner party and it might be an awkward conversation," says Fromholz, who emphasizes the power equation is critical.

She adds: "The ultimate question is welcomeness"

I wish to have a number of papers in French notarized in Vietnam. To my knowledge, such papers must be translated into Vietnamese before notarization. At which notary offices may I carry out procedures for notarization of such papers?

Can I translate these documents into Vietnamese by myself and bring them and their translations to a notary office for comparison and carry out notarization procedures or must they be translated at a notary office? How does Vietnamese law prescribe testimonies of translations? Are testimonies required to be bilingual?

Relevant regulations, including the 2014 Law on Notarization and Government Decree 23/2015/ND-CP dated February 16, 2015, on grant of duplicates from master registers, certification of copies from originals, certification of signatures and certification of contracts and transactions, allow you to request the district-level Justice Division to certify the signature(s) of translator(s) of your papers or request a notarial practice organization to notarize the translations of their papers. To guarantee your lawful rights in the future over the notarized papers, Vietnamese law requires public notaries to take responsibility before you (the notarization requester) for the accuracy of the translations.

According to Article 61 of the Law on Notarization regarding notarization of translations and Articles 27 and 28 of Decree 23/2015/ND-CP regarding criteria of, and conditions on, translators and translation collaborators, a translator of your to be-notarized paper must be a collaborator of a notarial practice organization where such papers will be notarized or of district-level Justice Division that may certify the signature of such translator.

The procedures for notarization of translations are as follows:

The translation of papers and documents from Vietnamese into a foreign language for notarization must be done by translators who act as collaborators of notarial practice organizations. These collaborators must be graduates of foreign language universities or other universities who are fluent in the foreign language(s) used and take responsibility before notarial practice organizations for the accuracy and consistency of translations they make.

A notary receives originals of papers and documents required to be translated, checks them before handing to a translator being a collaborator of the notarial practice organization for translation. After completing a translation, a translator signs every page of the translation before the notary writes testimonies and signs every page of the translation.

Every page of a translation must be appended with the “Translation” mark in the top right blank space; a translation must be attached with a copy of the original and have adjoining sheets appended with a seal on their inner edges.

Testimonies by a notary on a translation must clearly state the time and place of notarization, full name of the notary and name of the notarial practice organization; full name of the translator; certify that the signature in the translation is truly that of the translator; and certify that the translation is accurate and lawful and not against social ethics; and such testimonies must bear the signature of the notary and seal of the notarial practice organization.

Testimonies of translations are required by law to be made bilingual according to a form promulgated together with Ministry of Justice Circular 06/2015/TT-BTP dated June 15, 2015, detailing and guiding the implementation of a number of articles of the Law on Notarization.

In addition, the above-said collaborators may not use carved-seal signatures and are required to directly sign their names on every page of translations

A roundtable conference themed "APEC 2017 - Towards Vietnam" was organized by the Asia-Europe Idea Research Support Fund and Regnum News Agency in Moscow on October 17th.

The organization of APEC 2017 is an opportunity for Vietnam to affirm to the world the successes achieved over the past time, showing the stability and growth of the economy in the context of today's many emerging threats.

Ms. Tatiana Flegontova, Director of the APEC Research Centre at the Academy of National Economy and Public Administration under the President of the Russian Federation, said that APEC is important because it was a non-political economic dialogue forum. It is a place where companies of many countries seek information to develop their business. Russia is also active in the APEC framework as a key to regional and international integration processes.

Meanwhile, Mr. Igor Bayazov, senior expert from the Department of Asia 3 under the Russia’s Ministry of Foreign Affairs, affirmed that Russia's diplomatic approach in the region hasn’t changed, but continued to expand and strengthen cooperation with Vietnam. He also said that Hanoi is willing to support cooperation with Moscow at the highest level.

At the end of the workshop, the delegates adopted three points: APEC 2017 taking place in November this year in Vietnam will be a new stage in the international integration process, contributing significantly to the enhancement of economic security and global stability; APEC member economies should make the most of this opportunity to achieve the goals set and take into account the current geopolitical context: and the comprehensive strategic relationship between Vietnam and Russia is one of the fundamental components in the framework of APEC and Russia's Eastern Orientation, especially in Southeast Asia.

The conclusion also confirmed that this year's APEC summit was attended by leaders from many countries, notably Russian President Vladimir Putin and US President Donald Trump. This shows Vietnam’s role and status in the context of the significantly changing international situation, and that Vietnam is not only an important factor in the region but also in the international arena./.

The Investigation Agency under the Hanoi Police Department has sent a letter calling on individuals relating to the illegal arrest and detainment of officials and policemen in Dong Tam commune, My Duc district to make a confession.

According to the letter, individuals might break the law or even commit a crime because of mistakes in awareness and action. The unexpected thing negatively affects them, their families and the society.

If they really repent by giving themselves up to the police and sincerely declare to repair the negative consequences they caused for the society, authorized agencies will consider and mitigate their legal responsibilities when solving the case.

The Hanoi Police Department and People’s Procuracy proposed local authorities, families and relatives of the violators to encourage them to cooperate with the investigation and procuracy agencies to ensure their legitimate rights and benefits.

They also called all all classes of residents in the commune to encourage the violators to confess, supply relevant information and documents. The investigation and procuracy agencies will not arrest and detain the confessors to ensure their legal rights and benefits as per regulations.

Those hiding the violators or hindering them from confessing will be strictly handled.

The letter has been sent to Dong Tam commune and broadcast on local loadspeaker system.

In addition, many residents in Hoanh Village have received summons from the police agency to make clear the illegal detainment and property destruction.

At the end of March, the Investigation Agency under Hanoi Police investigated the case of disrupting public order in Dong Tam commune relating to land withdrawal.

On April 15, when the police arrested four residents in Hoanh village including 82 year old Le Dinh Kinh who is former secretary of the commune Party Committee; many people in Dong Tam detained 38 mobile policemen and some officials of My Duc district and the commune at the cultural house of Hoanh village for a long time.

On April 22, chairman of the Hanoi People’s Committee Nguyen Duc Chung held a dialogue with residents and committed not to conducting criminal prosecutions against Hoanh villagers. All of the detained officials were released on the same day.

On June 13, the investigation agency decided to launch criminal investigation over the case for illegally arresting and detaining people as per Article 123 of the Criminal Code and destroying or deliberately damaging properties under Article 143 of the code.

Afterwards, Hanoi conducted an overall inspection over land management and use in the area of Mieu Mon airport in Dong Tam commune and publicly announced the inspection’s conclusions on September 25./.
