How to prevent IS from recruiting troops through social networks?

Recently,
the US officials have recommended the police force and citizens of this country
improve vigilance in the context of the organization “Islamic State” (IS) are
expanding the operation to recruit rookies on internet who are American
teenagers.
The warning
came by the US Department of Homeland Security (DHS) and the US Federal Bureau
of Investigation (FBI) after US authorities had arrested a 17-year-old citizen
in the state Verginia because of helping another man to find a way to join the
Syrian IS. According to authorities, the objects and the rebels IS primarily in
touch via the internet.
Speaking
to the media, an unnamed official said, DHS and FBI concern about IS strengthen
recruit rookies from the West via the social networks, while the Western youth
more tend to be drawn joining IS and jihad in Syria. Thus, federal officials
encourage people to inform law enforcement agencies about suspicious activity
of US citizens who intend to join IS. Recently, many young people in the West
abandon their normal life to join IS warriors
According to US intelligence officials, there
are at least 3,400 citizens of Western countries in total more than 20,000
fighters join forces IS jihad in Iraq
and Syria.
Among the western gunmen, there are about 150 US citizens have been looking for
ways to enter the Syrian region for combatting with the IS militants. The
number of Western citizens join IS militant groups and other radical Islamic groups around the world are much
higher than those abroad participated in the jihad in Afganistan, Pakistan,
Iraq, Israel, Yemen or Somalia in the last 20 years. Up to now, citizens of 90
countries are now in the force of IS.
According
to experts, the cause of the phenomenon enlisting to IS is largely considered
that this extremist organization uses the Internet and social networks as
effective tools to enhance spreading extremist ideology and recruit more
terrorists. IS deployed more military recruitment campaigns with this method and
aimed at young people or who using the internet and social networking. Many
experts think that the way to propagandize by IS is very dangerous but
extremely effective for young people, especially those who lack information or
misunderstanding of the concept “Islam militant”.
The propaganda
style of IS often use the attractive images and words for aiming at young
Muslims in age from 18 to 29. The video clips are moralized carefully along
with many promises, the camouflaged extreme articles are poison for young
Muslims living with difficulties in life.
US
intelligence officials said the majority of the warriors after being
brainwashed by IS will seek to join the “holy war”. Many people abandon their
homeland and their lives to find way to the “promised land” and engaged themselves
in combat along with the forces of terrorism. The minority will stay home and
become a timer bombs which are triggered at any time by the terrorist
organization.
So, the
question for the authorities is how to prevent the IS from recruiting via the
internet and social networks?
Mr.
Matthew Levitt, director of the Stein Program on Terrorism and Intelligence at
Washington Policy Institute said that the authorities should require service
providers to coordinate in supplying “filters” on their products to completely
block the spread of the contents by terrorist organizations in order to prevent
the spread of extremist ideology. Recently, Twitter was forced to delete the
account credited IS and other extremist organizations.
Meanwhile,
there are many proposals to completely block internet access in places were
occupied by IS. However, with the development of society, the internet and
social media have become indispensable necessities of man. Instead of blocking,
the authorities can take advantage of this to go out traces of IS to eliminate
this terrorist organization. In the last of February 2015, by tracking two
accounts of Twitter, the US
government has uncovered a network consisting of 160,000 members with close
ties to 11 terrorist organizations.
Besides,
many experts say, with the focus on improving the welfare and rights of
citizens, the authorities can strengthen advocacy for young Muslims to equip
them the “antibiotics” to resist the appeal of the terrorist organization.

The Islamic State mixes primitive savagery and high-tech sophistication. Its fighters behead and crucify while they post photos of a child holding a severed head and tweet about cats.
Although the content is abhorrent and helps the Islamic State radicalize and recruit in the West, the group’s massive social media presence is also useful to those fighting terrorism.
Throw in a bit of sectarian hatred and a touch of promise about Islamic government, and the mix helps keep the Islamic State well supplied with impressionable foreign fighters.
On the other hand, the Islamic State’s broadcasting of its brutality over social media makes it easier for people to support the United States and its allies’ war with the militants, and it has sparked calls to block the jihadists from the Internet.
In the United States, sites such as Facebook, Twitter and YouTube remove some offensive comments linked to terrorism, with support from government agencies.
the time has come to be “intolerant of intolerance” and boasting of government efforts to take down thousands of Internet pages.
How can democratic governments, with great concern for civil liberties and free speech, ever hope to impose their will on social media?
Social media is a counterintelligence nightmare for Islamic State militants.
Although tweets and Facebook postings inspired them to fight and helped them get to Syria and Iraq, these technologies are easily monitored.
With data analysis, governments can use social media to trace entire networks of contacts. A constant problem for intelligence services is detecting a terrorist before he acts.
