Forth new gender equality targets

The Prime Minister on July 2 issued a decision revising some contents of the national strategy for gender equality during 2011-2020.

Under Decision 800/QD-TTg, the strategy sets forth the target of making the literacy rate for women aged 15-60 equal to that of men (98 percent) by 2020 while the literacy rate is lowered to 94 percent for 14 provinces with socio-economic difficulties and 90 percent among the ethnic minority communities.

Under the strategy, there will be at least two propaganda categories on gender equality in the grassroots mass media in communes, wards and townships by 2020.

By 2020, at least half of identified victims of domestic violence will be provided with psychological and legal advices, support and healthcare services at establishments rendering support for domestic violence victims. In addition, three quarters of detected domestic violence abusers who have not yet been examined for penal liability will be held for counseling at counseling centers for domestic violence prevention and control.

The decision also revises and add some new major solutions to materialize the strategy, including building, approving and implementing the planning work in association with the appointment, employment, evaluation, training and retraining of female cadres, public employees and civil servants for management positions in state agencies and organizations at all levels.

It also suggests building the capacity for female personnel, aiming to facilitate their involvement in the management and leaderships and people-elected agencies, particularly young and ethnic minority female leaders. 

Under the decision, the gender issues will be incorporated in policies, programs and plans on education, training and vocational education, while communications on gender and gender equality will be intensified in the mass media as well as the grassroots information networks
