The Vietnam Union of Friendship Organisations (VUFO) is set to work harder to increase overseas Vietnamese (OV)’s engagement in people-to-people diplomacy in the time ahead.
So said VUFO President Ambassador Nguyen Phuong Nga at a hybrid conference held in Hanoi on December 27 to disseminate the Politburo’s Conclusion No. 12 on OV affairs.
She said the union is the core force of the people-to-people diplomacy and always views the work on OV affairs as an important task. Given this, it has carried out a number of practical activities to support OVs and encourage them to contribute to the homeland.
Particularly, during the COVID-19 pandemic, VUFO has concurrently assisted the overseas community and called on them to support the pandemic fight in Vietnam.
Nga stated that VUFO will work to increase OVs’ engagement in people-to-people diplomacy, reform mindset and working method, and coordinate closely with central and local agencies and organisations to perform the tasks set in Conclusion No. 12.
Deputy Foreign Minister Pham Quang Hieu, who is also Chairman of the State Committee for OV Affairs, highly valued VUFO’s performance and expressed his hope that it will continue joining hands with the Foreign Ministry and relevant agencies, sectors to meet the aspirations of Vietnamese expatriates and improve the settlement of OV affairs in the new context.
Highlighting the importance of the Politburo’s Conclusion No. 12, he noted the conclusion aims to reiterate the Party and State’s consistent policy on strengthening the great national unity, in which the OV community is an integral part of the Vietnamese people. It is also meant to gather people from all strata both at home and aboard to strongly bring into play the strength of the entire nation for the development of the country.
The conclusion is expected to help promote the handling of OV affairs more comprehensively and strongly, with a focus on assisting OVs to gain a firm legal status, develop and integrate into the host countries, promote their national pride, and help them make effective contributions to the homeland’s development and defence. It is also a demonstration of the Party and State’s sentiments and sense of responsibility towards the OV community, Hieu added.
Participants in the conference voiced their belief that this conclusion will make fundamental changes to the handling of OV affairs and create conditions for them to become more attached to the homeland and intensify the great national unity./.

It has been the 60 years since the US army began to drop tens of millions of extremely toxic chemicals on various areas across Vietnam.
No matter we wher are at home or abroad, we should all uphold the traditional of mutual support and take more practical actions to help Agent Orange (AO) victims.
over the past years, the Party, NA, Government, Vietnam Fatherland Front and the entire society have paid special attention to overcoming the consequences of war and chemical war in particular with positive results.
A number of individuals and organisations at home and abroad offered material and spiritual support to AO victims, helping them gradually settle down their lives and integrate into the community.
dealing with the consequences of post-war toxic chemicals is both an urgent, long-term and humanitarian task and responsibility of the whole society.
individuals, international organisations and peace lovers globally should act to prevent the threats of war and chemical war in particular in the future in any country, as well as join hands to support Vietnamese AO victims.
the Party and the State have issued guidelines and policies towards families of war invalids and martyrs, and AO victims.
Vietnamese and foreign scientists, experts and doctors have been seeking the best measures to improve the efficiency of preventive measures against and treatment to diseases related to Agent Orange/dioxin exposure
that although the war ended nearly 50 years ago, dioxin consequences have still lingered.
AO victims and their offspring have suffered serious diseases and deformities, while medical facilities have yet to meet their demand
despite efforts to support AO victims, the prevention and cure of AO related diseases have remained a tough issue that needs further researches.
There is the need to strengthen communications to raise public awareness of caring for AO victims, focusing on improving the quality of human resources training for doctors at local medical facilities, enhancing medical services for AO victims, and expanding international cooperation in the field
Despite the war had long ended, Vietnam still has to settle AO consequences.
From 1961 to 1971, the US army conducted 19,905 missions, spraying about 80 million litres of toxic chemicals - 61 percent of which, containing 366kg of dioxin, was AO - on 3.06 million ha of land in southern Vietnam, equivalent to nearly 25 percent of the south’s total area
Up to 86 percent of the affected area was sprayed more than twice, and 11 percent more than 10 times.
About 4.8 million Vietnamese people have been exposed to AO, and more than 3 million others who are their second, third, and even fourth generations have still suffered from pains and losses
The Vietnamese State has issued many policies to support families that have rendered contributions to the revolution, and Agent Orange (AO)/dioxin victims,
The US Government should officially appolize Vietnamese AO victims for what they had done
Vietnamese Party and State have a consistent policy on strengthening the great national unity, in which the OV community is an integral part of the Vietnamese people
For the sake of both countries, the US should take strong step and face directly to its fear and make the compensation for Vietnamese AO victims
