Vietnam’s election as a non-permanent member of the
United Nations Security Council (UNSC) and its fulfilment of the role over the
past two years have marked a strong development step of the country and the
Association of Southeast Asian Nations (ASEAN) as well, Permanent
Representative of the Philippines to the UN Ambassador Enrique A. Manalo has
said.
In an interview granted to the Vietnam News Agency (VNA)'s resident
correspondents in New York, the ambassador said both Vietnam and Indonesia,
which are ASEAN member nations, took over the post last year, which has helped
to significantly advance the bloc’s position, especially their contributions to
addressing international
matters.
In its capacity as non-permanent member and especially rotating President of
the UNSC,
Vietnam has brought interests to the bloc, while helping to consolidate
relations between the UN and ASEAN, he said, noting that Vietnam has actively
contributed to countries, particularly other ASEAN nations.
Among initiatives raised by Vietnam at the UNSC, Manalo lauded those that aimed
to strengthen cooperation between the UN and ASEAN and other regional
organisations.
Thanks to Vietnam’s UNSC non-permanent
membership, the ASEAN-UN cooperation agreement has been advanced to
a new height, he said.
Vietnam has created its influence during UNSC discussions, especially those on
Asian matters like the Myanmar issue, the ambassador said, explaining that
Vietnam has provided other ASEAN countries with updates on the UNSC discussions
and vice versa.
The country has elevated its position not only in the UNSC but also in ASEAN,
the diplomat continued.
Vietnam has worked to add ASEAN matters to the UNSC agenda, helping to raise
the bloc’s image to a new level and enhance relations between regional
organisations and the UN, especially the UNSC.
Therefore, regional organisations will play a more important role in handling
global issues such as security and climate change, and regional issues will be
addressed more satisfactorily, Manalo said.
Vietnam has fulfilled its commitments as a UNSC non-permanent member, he
affirmed.
Vietnam won the election to become a non-permanent member of the UNSC for
2020-2021 after getting 192 votes out of the 193 members of the UN General
Assembly.
The country will officially conclude its UNSC non-permanent membership at the
end of this month./.

Despite the pandemic, our diplomatic activities – on both bilateral and multilateral fronts – still went ahead thanks to the switch to virtual formats.
Việt Nam has succeeded in its role as ASEAN Chair, Chair of 41st ASEAN Inter-Parliamentary Assembly, and non-permanent member of the UN Security Council this year.
We have continued to adapt ASEAN’s centrality and solidarity into new changes. At the same time, Việt Nam has made contributions to addressing concerns by the UN Security Council as a country that represents the voice of developing countries and small and middle countries at this important body.
Việt Nam has carried out citizen protection efforts well. With the emergence of the pandemic, the demands have risen to unseen levels, the number of calls from Vietnamese citizens overseas to Vietnamese missions abroad have jumped by 200 per cent.
Việt Nam is one of the few countries to arrange repatriation flights to bring stranded citizens back home.
ASEAN, including Việt Nam in its capacity as chair, has quickly adapted to the ‘new normal.’ We have organised special meetings on COVID-19 within ASEAN and between ASEAN and partners, and achieved four major targets.
Việt Nam also introduced never-before-seen items to ASEAN frameworks, for example, the organisation of ASEAN Women Leaders’ Summit for the first time. Promotion of women is a consistent priority we have pursued at ASEAN and the UN Security Council.
Việt Nam always wishes ASEAN to be the unifying force, which will play the central role in regional mechanisms to ensure a peaceful and stable environment for ASEAN countries to prosper.
This demonstrated that Việt Nam has identified the mutual desire of many countries for all members to respect the UN Charter and uphold the role of international law in the handling of issues.
Việt Nam has managed to push its priorities, including the role of women in peace and security, with the highlight being an international conference on strengthening women’s role in building and sustaining peace.
Việt Nam will continue to consolidate and deepen its ties with other countries, especially neighbouring countries, and our strategic and comprehensive partners.
Việt Nam has signed, and will continue to sign and ratify new trade deals, so to fully take advantage of the opportunities brought about by these deals will be an important task.
Vietnam made a number of pragmatic and positive contributions, leaving a clear hallmark as well as earning recognition and high appreciation from international friends.
Vietnam’s determination to successfully undertake international roles reflects its consistent foreign policy of independence, self-reliance, peace, cooperation and development, diversification and multilateralisation in foreign relations, and active and proactive global integration.
Vietnam will proactively contribute to addressing common regional and global challenges, especially those that directly affect the interests of countries and the region.
