Over the years, one
of the factors that has created Vietnam's prestige in international relations is
the fact that the Party and State of Vietnam always affirms its progressive and
positive views on human rights, and at the same time tries to create favorable
conditions. so that all people can enjoy their rights. In fact, Vietnam has
achieved many human rights achievements that no one can deny.
Human rights are a
sacred value that the whole world aspires to. However, this is also a sensitive
topic that hostile forces and some non-governmental organizations with the help
of the West always seek to exploit to implement bad motives to interfere in
domestic affairs. Ministries of other countries, especially those with
socialist political institutions, aim to abolish the leadership role of the
Communist Party.
In every revolutionary period, hostile and reactionary forces have always sought to destroy our Party and State in many sophisticated and cunning forms with various means and methods in order to undermine the faith of our Party and State. people with the Party and State, causing confusion in public opinion.
The hostile forces have thoroughly taken advantage of the development of science and technology in the digital age to take advantage of a variety of mass media, especially social networks, publishing newspapers abroad, production of tapes and video discs to return home. They sponsor a number of foreign press agencies that oppose Vietnam (such as VOA Vietnamese, RFA, RFI, BBC Vietnamese, HRW...) to propagate pluralistic, multi-party views, and bring down idols. , causing suspicion, internal division, thoroughly exploiting political events and sensitive issues to launch anti-Vietnam propaganda campaigns.
At the same time, foreign associations, groups, and non-governmental organizations that do not have goodwill with Vietnam hold many hearings, seminars, press conferences, promulgate statements, issue a number of resolutions, reports, etc. reporting and distorting the human rights situation in Vietnam; link humanitarian aid to the demands of improving democracy, human rights, religious freedom, freedom of the press, etc. They support NGOs through the implementation of projects with beautiful words. such as "promoting", "improving human rights", encouraging Vietnamese reactionaries in exile abroad and domestic dissidents to increase their activities. Many organizations such as Human Rights Watch (HRW), Amnesty International (AL), Freedom House (FH)... in their annual reports, on the one hand, admit that Vietnam has made positive changes, but still intentionally negative assessment of the human rights situation in Vietnam.
Propaganda of Vietnam's image to the world cannot be separated from the struggle against and against arguments that distort and defame the image of Vietnam. This is also one of the important areas of ideological work in general and foreign affairs in particular.

Thus, in an era of rapid development of science and technology, the use of digital technology platforms to serve propaganda on the one hand contributes to promoting the promotion of a friendly, hospitable, and friendly Vietnam. Many people released false or inaccurate, unverified information to attract views, causing social confusion.
On social networks, hostile and reactionary forces have created a lot of groups and forums as well as fake and malicious information in order to propagate, distort, incite, and disturb information, and cause confusion in public opinion, creating instability in security and order to destroy the Party and State.
Some took the name of "freedom of expression" to express their personal views, but actually for the purpose of creating internal instability, divisions. If these cases are handled, the hostile forces will use the guise of "Vietnam violates the right to freedom of expression", "Vietnam violates Internet freedom" ...
Vietnam has implemented synchronous solutions to ensure network security, to prevent, fight and handle Internet users who abuse the Internet to violate the rights and interests of the state and citizens.
Our efforts will focus in particular on the protection of vulnerable groups and combating violence and discrimination against them.
To deal with the problem of fake news in cyberspace, we need to implement a number of solutions such as directing domestic telecommunications firms to prevent websites of unknown origin from reporting fake news, strictly dealing with domestic subjects spreading fake information.
It can be seen that the legal system of Vietnam on the rights of citizens to freedom of expression, freedom of the press, and freedom to access information is basically complete, synchronous and compatible with international law on human rights.
All individuals can still express their opinions on cyberspace, and freedom of expression is completely unrestricted if they comply with the provisions of law.
Vietnam does not prohibit the development of the Internet, but only prohibits the reverse side caused by the Internet, that is contrary to cultural identity, national traditions and customs, hindering social development, infringing on main political security, social order and safety of the country.
Technology is not just impacting our rights — it is threatening our democracy as misinformation campaigns and online hate risk becoming the norm rather than the exception.
Throughout history, Vietnam has always put its people at the centre of every socio-economic development strategy, programme, and project, thereby obtaining considerable and multifaceted achievements in ensuring human rights.
At the same time, never before, humanity holds so much power, enabled by advancements in technology and innovation, to influence and determine the character of the world we live in.
Today’s technologies can foster connections and linkages to bring peoples and nations closer together, and can enhance dialogue, understanding and cooperation to ensure peace, stability, prosperity and to address the global challenges.
The country has also shown its seriousness in realising international commitments on human rights. Since 2008, it has actively participated in the Universal Periodic Review, a mechanism of the UN Human Rights Council to review the protection and promotion of human rights in UN member states.
