The CF will guide the Government of Viet Nam and the United Nations in Viet Nam in collaboration on accelerating progress to achieve the Sustainable Development Goals (SDGs).
It highlights the joint commitment to deliver sustainable development for all.
Speaking at the signing ceremony, Vietnamese Minister of Planning and Investment Nguyen Chi Dung emphasized: "The Cooperation Framework was signed and will be implemented at a time when Viet Nam has been synchronously implementing solutions to strengthen economic recovery after the pandemic, respond to climate change and transition to a green, circular economy. The Government has also been making efforts to improve institutions and policies in order to mobilize resources from all economic sectors to develop the country. Together with other development partners, the UN plays an important role in supporting Viet Nam in its development, integration and strong participation in the global development through policy advise to the Government, sharing Viet Nam's experience with developing countries and introducing international experience to ensure a sustainable, green growth economy that balances economic and social development."
The UN Resident Coordinator in Viet Nam, Ms. Pauline Tamesis, affirmed that "For the UN, the pandemic strengthened our conviction of the primacy of leaving no one behind. The principle of leaving no one behind runs through the CF as the fundamental commitment of the UN in Viet Nam. Ensuring that no one is left behind requires a broad, whole-of-government and whole-of-society approach. I feel confident that we - who are meeting here today - are agents of change, ensuring that Viet Nam can tap into its adaptive, industrious and growing population to spur long-term sustainable development for all, while protecting the planet."
The Government of Viet Nam has together with the United Nations outlined four key development outcomes:
• Inclusive social development, with a focus on inclusive, gender responsive, disability sensitive, equitable, affordable and quality social services and social protection, with the aim of freeing people in Viet Nam from poverty in all its dimensions and empowering people to reach their full potential;
• Climate change response, disaster resilience and environmental sustainability, with a focus on a safer and cleaner environment as a result of Viet Nam's effective mitigation and adaptation to climate change, disaster risk reduction and resilience building, promotion of circular economy, the provision of clean and renewable energy, and the sustainable management of natural resources;
• Shared prosperity through economic transformation, with a focus on sustainable, inclusive and gender-responsive economic transformation based on innovation, entrepreneurship, enhanced productivity, competitiveness and decent work; and
• Governance and access to justice, with a focus on improved governance, more responsive institutions, strengthened rule of law and the protection of and respect for human rights, gender equality, and freedom from all forms of violence and discrimination in line with international standards.
The signing ceremony is taking place at the Ministry of Planning and Investment with the attendance of a wide audience of stakeholders including representatives from Ministries and Agencies, the UN, development partners, private sector, other organizations and the media.

The Sustainable Development Goals (SDGs), also known as the Global Goals, are universal targets designed to end poverty, protect the planet and ensure that all people enjoy peace and prosperity in each UN member state by 2030.
These targets move beyond social development and involve new targets for climate change, economic inequality, innovation, sustainable consumption, peace and justice and more.
With support from UNDP, Vietnam developed a National Action Plan (NAP) toward SDGs to review its existing development strategies, policies, programs with respect to how well that align with the SDGs.
A Fund for Sustainable Development has been set up to mobilize domestic and foreign resources to achieve of SDGs.
Vietnam’s population is expected to peak between 2020 and 2030. As such, young people have been recognized as particularly important for national efforts to achieve the SDGs.
The United Nations Statistics Committee has developed a Code of Statistical Indicators for monitoring and evaluating the implementation of SDGs and their 230 indicators.
The Vietnamese Government considers that reporting on the implementation of SDGs needs to involve broad participation by all stakeholders.
The General Statistics Office of Vietnam has identified a key task to develop an SDG database in Vietnam that enables local citizens to engage in monitoring progress, as well as reporting internationally and comparing outcomes regionally.
Việt Nam has built a National Action Plan towards SDGs which serves as the basis to design its own goals in accordance with the situation of the country, provinces and cities.
Most of the goals have been included in the country's national institutional system, especially the current Constitution, as well as in resolutions and socio-economic development programmes of the Government, ministries, departments, sectors and localities.
Through development assistance programmes, Việt Nam has to date been one of the countries that seriously implements the UN's goals, especially the SDGs until 2030
Among 17 general goals and 169 specific of the 2030 Agenda, Việt Nam has nationalised 17 general and 115 specific ones, suitable to the development conditions and context of the country.
Regarding investment in human lives, the COVID-19 pandemic has adversely affected the achievement of goals
Việt Nam has managed to maintain and continue making some significant progress in the implementation of the SDGs, with many outstanding results such as a sharp reduction in the rate of multidimensional poverty
Việt Nam is also taking the very proactive steps establishing a national steering committee and realigning key climate change strategy documents
Although there are big challenges, the opportunities are large too, Việt Nam is “on the threshold of also planning a future way of growth that has not yet been fully experienced in the world.
Việt Nam and the UN have approved the Strategic Cooperation Framework for 2022-2026 with the focus on inclusive social development; combating climate change and natural disasters, and maintaining environmental sustainability; transformation of economy and governance.
The effective implementation of the SDGs not only brings positive changes to the socio-economic development of Việt Nam, but also is a proof of the country’s active participation and increasing role in multilateral mechanisms
It also affirms cooperation between Việt Nam and the UN as a typical example of development cooperation among UN member countries, and affirms the organisation’s role in promoting international cooperation to solve socio-economic, cultural and humanitarian issues.
