Enhancing comprehensive leadership capacity of operational and strategic PECs in the new situation

The party executive committee (PEC) of an operational and
strategic level organ is the focus group of will, competence and knowledge to
lead the unit to fulfil its functions and tasks. Thus, enhancing the
operational and strategic PEC’s leadership capacity and combat strength is
now a frequent, important and urgent need.
The comprehensive leadership capacity of the operational and
strategic PECs results from various components, namely political
qualities, scientific thinking, professional competence, and working style of
the whole PEC and its members, which is manifested in its efficiency of
leadership over the tasks. First and foremost, it is the capacity to grasp,
concretize and make policy and guideline of the Party, the State and the
military relevant to the unit; give advice to the Central Military Commission
(CMC), the Ministry of National Defence, the Party and the State to work out
military and defence guidelines and policies; lead and direct the
implementation of the unit’s political tasks, resolve contingencies at
operational and strategic level and build strong, pure operational and
strategic party organizations. It is also the capacity to inspect, supplement
and complete leadership guidelines and measures; bring into play political,
ideological and organizational strength of the unit, purify the unit and fight
against wrongful and hostile viewpoints.
Fully aware of this, over the past years, the CMC has
adopted measures to enhance the comprehensive leadership capacity
of operational and strategic PECs and associate the building of
pure, strong party organization with that of comprehensively strong unit. The
CMC has demanded that the PEC members be absolutely loyal to the
Party, the Homeland and the people; possess pure morals and lifestyle, a sense
of discipline and responsibility, broad knowledge and sound leadership
competence. Resolutions of PECs must be comprehensive and relevant to the
tasks, and focus on the central tasks. The principles concerning the Party’s
organization, leadership and assembly should be observed strictly and
effectively. PECs must attach great importance to leading and directing
the ideological and theoretical struggle against wrongful and hostile
viewpoints.
However, operational and strategic PEC’s comprehensive
leadership capacity and combat strength are still weak, particularly in
grasping and concretizing the Party’s guideline, the State’s policy and law; in
giving military and defence advice and strategic anticipation to the Party and
the State. Several PECs have not yet been clear-headed in politics, being
inactive in ideological work.
To overcome the above-mentioned weaknesses, first and foremost, it
is necessary to attach great importance to the work of personnel planning and
associate the building of key cadres with that of PECs. This is an
important task that aims to meet the requirements set by the cadre work in both
short and long term. Therefore, there is a need for closely combining the work
of personnel planning and the work of PEC planning. In this regard, PECs should
continue to grasp and successfully implement the CMC’s Resolution
No.769-NQ/ĐUTW, dated December 21st 2012, on “Building military cadres in the
2013-2020 period and beyond”; strictly abide by the process, steps and rules of
the cadre work. The appointment of key cadres must be in line with the
consolidation of the PECs. To select cadres objectively and correctly, PECs
should establish and concretize criteria and procedures for assessing the
quality of cadres. Assessment and selection of cadres and party members are now
founded on their qualities, comprehensive competence, and mainly task
performance; however, it is necessary to pay special attention to their
political qualities, ethics and lifestyle.
One of the most fundamental characteristics of operational and
strategic cadres and PEC members is that they study, analyze, assess and
anticipate the situation to give advice to the Party, the State and the
military about the military and defence tasks, and draw up guidelines and
leadership measures for their units. Therefore, it is necessary to
enhance operational and strategic PEC members’ comprehensive competence,
particularly their scientific thinking and knowledge. This measure should
be carried out by plans and various channels. Moreover, operational and
strategic PECs should draw up a plan for rotating and deploying cadres to
grass-roots level units in order that they could gain practical experience and
improve their working style and capacity to analyze and settle the issues from
reality.
Seriously implementing the Party’s principle of organization,
assembly and leadership as well as steps in the PEC’s leadership procedure is
also an important measure to promote democracy and collective knowledge and
make all the PEC's decisions and resolutions really practical and
feasible. Thus, to enhance the PEC’s comprehensive leadership capacity, it is
important to maintain the Party’s principles of organization and assembly,
first and foremost the principle of democratic centralism, collective
leadership - individual accountability, self-criticism and criticism. In this
regard, all the issues under the PEC’s authority must be discussed
democratically by all of their members and decided by a margin. PECs
should frequently supplement and complete regulations on leadership and work;
clearly indentify their functions, tasks and authority, promote individual
role and accountability; resolutely remove manifestations of democracy
violation, arbitrariness, individualism, and internal disunity. Once a
resolution is released, they must assign task to their member appropriately,
while bringing into play at highest level individual responsibility, activeness
and creativeness.
Improving political will, ethics and lifestyle of operational
and strategic PEC members is an important measure to make them pure and strong,
deserve to be the unit’s core of leadership and unity. In short term, PECs
should grasp and seriously implement the 4th Party Central Resolution (12th
tenure) on Party building and rectification. Their members should heighten
a sense of self-criticism and criticism, while building up plan for overcoming
weaknesses and implementing the 12th Politburo’s Directive No.5-CT/TW, dated
May 15th 2016 on “Acceleration of studying and following Ho Chi Minh’s thought,
ethics and lifestyle”. Besides, operational and strategic PECs should
step up the work of educating Marxism-Leninism, Ho Chi Minh’s thought, and the
Party’s viewpoints and guidelines, while building and making their members
politically strong and steadfast in the goal of national independence and
socialism.
Things mentioned are the measures to enhance the comprehensive
leadership capacity and the combat strength of operational and strategic PECs,
in order to meet the requirements set by the task in the new situation.
