Ambassador
Pham Sanh Chau, head of the Foreign Ministry's Culture and UNESCO Department,
has been nominated for the director-general position of the United Nations
Educational, Scientific and Cultural Organization (UNESCO) for the 2017-2021
tenure.
This
is the first time a Vietnam diplomat has run for an important position at the
UN agency. Pham Sanh Chau was the Vietnamese ambassador to Belgium and the EU
from 2011 to 2014. He had engaged in many UNESCO education, culture and
heritage activities. In 1999, as Ambassador and Permanent Delegate of Viet Nam
to UNESCO, he contributed remarkably for UNESCO recognizing and giving title
“City of Peace” for Hanoi – the capital. He also took part in campaigning for
Phong Nha – Ke Bang (famous site of Vietnam) to be recognized by UNESCO as
Worldwide Nature Heritage.
Ambassador Chau is proficient in English and French, and used to be translator
for numerous high-ranking leaders of Vietnam during 1986-1996.
The
nominees are Polad Bulbuloglu (Azerbaijan), Pham Sanh Chau (Vietnam), Moushira
Khattab (Egypt), Hamad bin Abdulaziz Al Kawari (Qatar), Qian Tang (China), Juan
Alfonso Fuentes Soria (Guatemala), Saleh Al-Hasnawi (Iraq), Vera El Khoury
Lacoeuilh (Lebanon) and Audrey Azoulay (France) are among the official
candidates.
On
27th April, Ambassador Pham Sanh Chau, the only candidate of Southeast Asia for
the position of UNESCO Director General, completed his part in election
monitors in this position in the opening plenary session of the Organization of
Education, Science and Culture of the United Nations (UNESCO). After
90-minute-interview in Paris (France), Ambassador Chau revealed he among those
excellent candidates continue to enter Round 3 for the post. During the
interview live broadcasted on UNESCO website, Ambassdor Chau drew out 3
strategic visions in his platform of UNESCO development. Those visions,
according to Chau, include peace promotion, reform demand and especially,
UNESCO should change the approach, communication measures: “UNESCO need to PR
its self”, Chau said.
He
confirmed that if elected, his 1st priority is to ensure UNESCO transparency,
without scandal and graft. “If I become new general director (of UNESCO), with
your support, I will lead UNESCO to a stronger organization, a more united,
worthy and happier general house”, Chau said.
Ending the interview, Ambassador Pham Sanh Chau left sincere sharing: “I come
from Vietnam, a country suffering from decades of war but rise up with
forgiveness and toleration. I come from Vietnam, a country successfully
transformed socio-economic and wish to share our story, a country with desire
to make friends with all countries over the world”.
The
Director-General is nominated by the Executive Board and appointed by the
General Conference for a period of four years. The person to be nominated by
the Executive Board shall be chosen by secret ballot, in a vote that will take
place during the Board's 202nd session in October 2017. Subsequently, the
Chairperson of the Board will inform the General Conference, during its 39th
session in November 2017, of the candidate nominated by the Board. The General
Conference shall consider this nomination and then elect, by secret ballot, the
person proposed by the Executive Board.
UNESCO,
a specialized agency of the U.N., was founded in 1945. In education, it works
to ensure every child, boy or girl, has access to quality education as a
fundamental human right and as a prerequisite for human development. Through
protection of heritage and support for cultural diversity, UNESCO created the
idea of World Heritage to protect sites of outstanding universal value. It
pursues scientific cooperation, such as early warning systems for tsunamis or
trans-boundary water management agreements, to strengthen ties between nations
and societies. It also strives for democracy, development and human dignity,
according to UNESCO.
Its
purpose is to contribute to peace and security by promoting international
collaboration through educational, scientific, and cultural reforms in order to
increase universal respect for justice, the rule of law, and human rights along
with fundamental freedom proclaimed in the United Nations Charter.
We,
Vietnamese, should be proud to have a candidate of UNESCO Chief as Ambassador
Chau, but, unfortunately, there are some hostile forces and extremist
anti-Vietnam individuals abroad have condcuted activities to defame and offend
him in an attempt of ruining the campaign. They should remember that above all
they are Vietnamese, they should think for the country’s common goods and
national interests before lauching their filthy plots. Let’s support for
Ambassador Chau to be elected as UNESCO Chief if you are a patriot./.

Châu said he felt honoured and proud to have been nominated by the party and the state to contend for this position. He was glad to be able to present a strategic vision with reform proposals to help UNESCO adapt and meet challenges, he added.
This is also the first time a Vietnamese diplomat as been put forward to lead a prominent UN agency.
Mr Chau is fluent in English and French and used to be an interpreter for many high-ranking officials in the 1986-1996 period. So briliant!
Hope he'll be elected and contribute for UNESCO's agenda in protecting and promoting human rights and democracy.
All Vietnamese, at home and abroad, should be proud and support for him. Just reactionary and hostile forces who are so stupid to oppose his campaign.

Those who oppose ambassador Chau's campaign are not Vietnamese!
The ambassador also said UNESCO needs better communication activities to show the world that the organisation not only focuses on cultural and education issues but is also strong in natural and social sciences.
National prestige and interests must be put above all hatred and disagreements, if you are Vietnamese!
Chau has introduced Vietnam’s history, socio-economic accomplishments, and foreign policy of independence, autonomy, and persification and multilateralisation of relations.
Lol , so many foreigners never understand those and are always duped .
Those always consider these as foolish and never know this .
