Vietnam begins presidency of UN Security Council

Vietnam began activities in its capacity as
President of the United
Nations Security Council (UNSC) at the UN headquarters in New York on January 2,
marking the start of the country’s UNSC non-permanent
membership for a
two-year term.
A flag ceremony was
held for Vietnam and other four new non-permanent members of the UNSC for the
2020-2021 tenure, comprising Estonia, Niger, and Saint and Grenadines.
Ambassador Dang
Dinh Quy, head of the Vietnamese
Permanent Mission to the UN, said it is Vietnam’s great honour to serve
as a non-permanent member of the UNSC and holds the body’s rotating presidency
in January.
Vietnam will make
all-out efforts to contribute to joint activities of the council in order to
ensure the observance of the UN Charter and promote multilateralism, he said.
Quy called on
countries to back Vietnam’s efforts, not only during the month-long presidency
but also in the time ahead.
The same day, the
UNSC approved January’s work programme proposed by Vietnam.
Accordingly, the
body will convene 12 open debates and 15 closed-door meetings to look into
various regional and international issues such as the situation in the Middle
East, Syria, Yemen, West Africa, Sahel, Mali, Libya, Central Asia and Cyprus.
UNSC agencies will
also hold many meetings in the month to discuss issues regarding sanctions,
anti-terrorism, courts, children, armed conflicts and procedures.
Stepping up the
observance of the UN Charter and boosting cooperation between the Association of
Southeast Asian Nations (ASEAN) and the UN will be two major activities of the
council in January.
On this occasion,
Vietnam received the high approval of all UNSC member countries for the
organisation of an open debate on pushing ahead with the observance of UN
Charter on January 9, and a meeting on ASEAN-UN cooperation in maintaining
international peace and security on January 23.
Vietnam’s proposals
aim to carry forward the role of multilateral, the UN Charter and basic
principles of international law, for a better world.
Vietnam also wants
to raise the efficiency of cooperation and comprehensive partnership between
the ASEAN and the UN, for the sake of ASEAN member countries and the
international community.

This reaffirms the country’s determination in the implementation of foreign policy of peace, independence, cooperation and development, and it is the highest manifestation of the country’s foreign policy of multilateralisation, diversification, and active and responsible participation in international forums and organisations
Vietnam will have more opportunities to prove its ability and play an important role in regional and global events.
Vietnam has implemented a foreign policy of peace and made contributions to addressing world conflicts and crisis while backing peaceful negotiations and restriction of sanctions, based on international law and principles of the UN Charter.
Vietnam has actively got involved in all matters and in all stages of work in the council, through making speeches, joining in negotiations, contributing to the drafting of resolutions and documents, and serving as chair and vice chair of some subcommittees of the council. It chaired the negotiations and compilation of the council’s resolution on women and security peace.
At the same time, the country was able to flexibly handle its relations with powerful countries and those with common interests and traditional relations based on respecting and protecting the legitimate interests of stakeholders.
We aims to strive to play a leading or mediatory role in multilateral organisations and forums having strategic importance to the country.
Vietnam wants to contribute more to international efforts to promote international law, the UN Charter, and multilateral mechanisms for maintaining global peace and security.
It will also need to study the issues it will have to deal with in the next 2 years, particularly in the 2 months Vietnam will be President of the UNSC.
Vietnam’s primary task will be to strengthen its delegation to the UN and domestic agencies and establish cooperative mechanisms.
The world has acknowledged Vietnam’s achievements in healing the pains of war and resolving war’s aftermath. Its achievements in the national renewal process and its increasingly important role in the international arena position Vietnam to do an outstanding job on the Security Council.
It proves that other countries and territories have recognized Vietnam’s achievements in its rebuilding and foreign policy, focused on peace, independence and cooperation.
This is the international community’s recognition and appreciation of Vietnam's role and contributions to international and regional work, expressing Vietnam's increasingly important position and prestige in the international arena.
