Vietnam assumes UNSC Presidency for second time in 2020-2021 tenure

Vietnam on April 1 began activities in its capacity as President of the United Nations Security Council (UNSC) for April, the second and last time the country has assumed the post during its 2020-2021 tenure as a non-permanent member.

On April 1 morning (US time), the UNSC adopted the April Program of Work proposed by Vietnam, under which the council will hold 15 open debates and 10 closed meetings discussing various peace and security matters in the world, including situations in the Middle East, Syria, Libya, Yemen, Sudan, South Sudan, Mali, West Sahara, Colombia, and Kosovo.
Vietnam will chair four video-teleconferencing (VTC) open debates this month, with the first taking place on April 8 addressing the “Maintenance of international peace and security: Mine action.” There will also be debates on “Women and peace and security: Sexual violence in conflict” on April 14, “Cooperation between the UN and regional and sub-regional organizations” on April 19, and “Protection of civilians in armed conflict: Indispensable civilian objects” on April 27.
On the afternoon, to implement its commitment to transparency and promote broader participation of UN members in UN activities, Vietnam introduced the program of work to UN member states.
The UN member states congratulated Vietnam on its month-long UNSC presidency and thanked the country for its contributions to the UNSC as well as its effort in seeking solutions to international peace and security issues.
They welcomed topics for discussion initiated by Vietnam in April which reflect its efforts in seeking solutions to conflicts and promoting sustainable peace.

In 2020, Vietnam secured breakthrough success in diplomacy despite adverse impacts of the COVID-19 pandemic
2020 was a successful year for Vietnam with numerous important activities carried out in a proactive, flexible, and creative manner in all channels and pillars, thus bringing about impressive results.
In particular, Vietnam performed well and made many active and responsible contributions as a non-permanent member of the UNSC, helping maintain and promote a peaceful and stable environment for socio-economic development and its stature and power enhancement.
Vietnam skillfully and properly dealt with many complex issues and those with contradictory viewpoints among countries in the spirit of concurrently affirming its principled stance of independence, upholding common efforts towards consensus, and preventing the politicisation of issues or confrontation and division among parties.
It also actively contributed to or proposed initiatives, strived to act as an intermediary in some complicated issues, and played a leading role via chairing a number of events, thus leaving imprints on the issues, matching the concern and interest of the country, the region, and the international community
The country fulfilled the dual roles of a non-permanent UNSC member and the Chair of ASEAN in 2020, thereby helping to promote and uphold ASEAN’s solidarity and role, connect the bloc with the UN and the UNSC, and realise some of ASEAN’s global-level commitments to maintaining regional and international peace and stability.
Vietnam fulfilled well the duties of a non-permanent UNSC member in the first year of its membership and achieved the set targets
In the spirit of “partnership for sustainable peace”, Vietnam will persist the foreign policy of independence and self-reliance and making efforts to promote dialogue, ease tensions and confrontation, and look for fair and reasonable solutions to regional and global peace and security issues on the basis of international law and the UN Charter
The second month of Vietnam’s UNSC presidency this April will be a highlight of the country’s participation in the council in 2021 with many more meaningful and substantive contributions.
The achievements of the 35 years of “Doi moi” (Renewal), the country’s growing stature and power, along with the encouraging outcomes in 2020 provide a solid foundation for Vietnam to bolster its proactive and active engagement in the UNSC.
Vietnam has well performed its missions while serving as a non-permanent member of the United Nations Security Council (UNSC) in the first year of the 2020-2021 tenure, contributing to maintaining regional and global peace and stability as well as improving the country’s prestige in the international arena
Vietnam has done a good job and made proactive contributions at the UNSC, helping build a favourable climate for the nation’s development and integration process, as well as promote bilateral relations with foreign countries.
Vietnam has been praised by foreign media, and scholars for its contributions, which ignite pride and consolidate the people’s trust in the Party and State’s guidelines and policies
Competent ministries and sectors will enhance cooperation, make good forecasts, and outline rational policies to help Vietnam fulfill its missions at the council in 2021.
Realising the consistent foreign policy of independence and self-reliance, and being active and responsible member of the international community, Vietnam has completed its missions, and attained remarkable achievements at the UNSC.
In its capacity as the UNSC President in January, Vietnam organised an open discussion on promoting compliance of the UN Charter in maintaining international peace and security, and the UNSC meeting on the role of ASEAN in enhancing cooperation between the US and regional organisations.
The events raised the international community’s awareness of the significance of the UN Charter and international laws amidst formidable challenges.
Vietnam also proved its leadership capacity when organising a meeting with ten incumbent non-permanent members and five newly-elected non-permanent members, discussing efforts to develop an effective UNSC, and an international conference on promoting women’s role in building and consolidating peace.
Additionally, Vietnam proactively handled issues raised at the UNSC based on its independent, self-reliant and responsible spirit, and support for compliance with the UN Charter and international laws’ principles, including respect for independence, sovereignty and territorial integrity, and settlement of disputes via peaceful means.
Leaders of the UN and countries, and the international community spoke highly of Vietnam’s position, role and contributions at the UNSC.
