Vietnam Government supports farmers in developing production

The Prime Minister has approved the Project on Agricultural Restructuring
towards enhancing value and sustainable development. Some regions in the Mekong
River Delta has built its own Agricultural Restructuring Project (ARP) aiming
at reviving agriculture and improving
farmers’ lives.
Actively establish
project
Currently, Dong Thap province is urgently implementing the goals and
tasks of “the ARP in Dong Thap province till 2020 with vision extending to
2030”. Under the project, Dong Thap province will reorganize production
according to market-oriented, developing value chain for each product
associated with reorganization of the agricultural sector. Building material
area is focused on models such as large sample fields, linked fields, linked
orchards…, linking between enterprises and farmers in each material area
through industry associations. To focus on building infrastructure for
production such as ovens, warehouse storage and post-harvest storage. In
addition, Dong Thap province also allocates the labor force in rural associated
with training, developing services and exporting labor...
Mr. Le Minh Hoan, the Chairman of People’s Committee of Dong Thap
province said that Dong Thap is urgently replanning agricultural areas,
converting the ineffective areas of rice production to other crops that
needed in market. However, it needs strengthening links and cooperation in
production and consumption between enterprises and farmers in order to be
successful. This is a long process so all levels of government must cooperate
to handle difficulties for agriculture, contributing to sustainable development
of economy and society in the province”.
Some provinces of Vinh Long, Bac Lieu, Tra Vinh... also actively develop
projects to restructure the agricultural sector towards improving the added value
and sustainable development. Most localities are offering solutions to open new
avenues for the agricultural economy including planning of production region,
cattle-breeding, infrastructural investment, scientific and technical
applications, enhancing the management of state, implementing training programs
for farmers...
Besides the above localities, the Southwest Steering Committee, the
Mekong Delta Rice Institute, Institute for Southern Fruits, Can Tho University
and many agencies and other relevant units have coordinated and proposed to
ministries and agencies to plan and identify production areas, specific
markets, build projects, mechanisms, linking policies on developing production nd
consumption of rice, seafood, fruits, shrimp, catfish...
Toward the
interests of farmers
Every year, the Mekong Delta produces more than 50% of rice , 90% of rice
exports, providing 70% of fruits, 52% fish production, especially supply 80% of
shrimp exports, contributing approximately 60% to seafood export turnover of
the country. Despite the potentiality in the Mekong Delta, economic benefits and
the value of agricultural products are limited. Farmers are often at risk of
pests, drought, salinity intrusion, flood, adverse effects of climate change
and bumper but debased crops. 2013 Final Report of the Southwest Steering Committee
evaluated that the agricultural products exports in key areas such as rice, catfish,
shrimp, fruits... lack of sustainability, weak competitiveness and difficulties
of the market price. The link between the localities is not tight and into
depth that makes the lives of people in rural and ethnic minority areas
difficult. The poor households are still high and potential into poverty.
Mr. Le Van Banh, Director of the Mekong Delta Rice Institute said: “It is
essential to restructure agriculture but we must focus on promoting the
advantages of each region, suitably converting weak areas, strengthening
linkage between enterprices and farmers in order to improve the quality of farmers’
lives and create the basis for building a new countryside. However, it needs to
avoid too small manufacturing division and scattering because it will affect the
productivity and quality”.
According to Mr Tran Huu Hiep, Director of the Department of Economics, member
of Southwest Steering Committee, agricultural restructuring in the Mekong Delta
is the process of modernization rice, seafood, fruit, helping tens of millions
of farmers in the region become “businessmen in agriculture” and, enriched by
agriculture. The shift must be based on reviewing plan, assignment of roles in
regional links , making new competitive breeds and organizing production.
Especially the authority must ensure consumer market and repair shortcomings
such as bumper but debased crops, lack of linkage between agricultural
production and consumption.
According to Mr Hiep, the farmers must be trained to impact positively on agriculture and rural
areas. They need equip themselves with the business knowledge. The
implementation ARP in each locality needs to pay attention to regional cohesion.
All the localities need to link essentially according to value chain of
commodities rather than a general commitment. The issues such as epidemics,
water, markets... should be resolved at provincial level in every localities.
Regarding the agricultural restructuring in the Mekong Delta, Mr Nguyen
Van Luat, former Director of Mekong Delta Rice Institute said that in the
relationship of “four sides”, the farmer stands in the position of main subject
so the starting point would be to improve the level of farmers’ socio-economic
lives, aiming at the interests of farmers. It will be the motivation to impulse
farmers to produce actively and learn proactively. In the ARP includes contents
of what to plant and to raise but it is more important that how to cultivate
highly and effectively and suitable starting point with steady steps...

It needs to adjust strongly the policies for agricultural and rural development in Vietnam aiming at supporting farmers , creating high productivity and improving their lives .
Farmers are facing a lot of difficulties in production such as natural disasters and epidemics . Therefore, scientists have sought to overcome by science and technology to solve these problems for farmers .
If there is no procurement and storage policy for agricultural products, farmers will have difficulty in commodity market.
The value of a ton of rice in Vietnam is not enough to buy a smart phone , so how the farmers can improve their life ?
I agree with the policies to support farmers by Vietnam government . The relavant agencies need practical measures to support farmers .
Mekong Delta is at risk of climate change that will significantly reduce the agricultural turnover of the region . To repair this situation, agricultural production should be based on science and technology .
Agricultural restructuring must be implemented across the country , not only in the Mekong Delta .
The agricultural model to be replicated efficiently .
There are many great examples in agriculture , we need to learn for replication .
Why do we focus on applying science and technology in agriculture? In the technicial century, science and technology will be key factors to develop productivity.
