Don’t be incited by malefactors who sabotage political security and economy

In recent years, hostile forces,
which plot attacks against the Party and State, have always made use of
shortcomings in socio-economic management in localities to incite people to
create “hot spots” to sabotage political security, economy, and social order.
To prevent and foil those treacherous plots, it is essential to work out and
implement effective measures.
Sabotaging economic security
Several cases have emerged in recent years, including the
case when evildoers seduced people to illegally demonstrate to protest China’s
illegal placement of the Haiyang Shiyou 981 oil drilling rig on Vietnam’s
exclusive economic zone in 2014. Accordingly, hostile forces took use of
people’s patriotism to create riots in tens of provinces and cities nationwide,
inciting malefactors to vandalize, raid, kill people, and cause damages to
hundreds of businesses. Right after that, the police investigated and
apprehended many individuals who are involved in the reactionary Viet Tan
organization. These people confessed that they had been instructed and
financially assisted by Viet Tan to incite people to illegally demonstrate…
According to the Ministry of Finance, 480 businesses were damaged with the
initial indemnity of over VND 1 trillion.
In Nghe An and Ha Tinh provinces, since 2016, some locals
have been incited to demonstrate, file a law-suit, and block National Road
No.1. In Ky Anh (Ha Tinh) alone, just in a short period of time, some Catholic
followers used rocks, bricks, fishing nets, and other materials to block the
National Road No.1 five times, claiming that Formosa was polluting the
environment. The case reached its peak when reactionists incited over 50
Catholic followers, armed with sticks, knives, axes, hammers, etc., to block
the National Road No.1 with rocks, bricks, and fishing nets, at Doc Con on
April 2, 2017. These Catholic followers threatened and were ready to attack
passers-by, causing tens of kilometers of traffic jam, stopping all vehicles
and people, including vehicles that were transporting patients to hospitals for
emergency services, or carrying remains of martyrs who had fallen down in wars.
No sooner had the case of road blockage been mollified, on
the evening of April 3, 2017, stemming from a clash that had happened earlier
among the locals in Thach Bang commune, Loc Ha district, Ha Tinh province, did
reactionists incite more than 2,000 locals to occupy the compound of Loc Ha
People’s Committee, beating and causing injuries to cadres, and damaging
property.
Later on, functional agencies proved that both cases had
been incited by reactionists who belong to “Hội anh em dân chủ” (Brotherhood
for Democracy), “Con đường Việt Nam” (Vietnam Road), and Viet Tan.
In a separate incident, malefactors have recently incited
local people to block the National Road No.1 in Binh Thuan after a thermo-power
plant was said to pollute the air.
The above-mentioned cases seriously threaten economic
security, causing huge damages to businesses and ordinary people. Thousands of
drivers, business-people, and people nationwide were concerned and angry with
these. If cases like these prolonged or repeated in other areas, they will
create dangerous antecedents that not only delay transports or production, but
also make regulations and laws become disregarded.
Seriously threatening political
security and social order
On April 9, 2017, in Ky Ha commune, Ky Anh district, Ha Tinh
province, resulting from a complaint for compensation for a salt production
piece of land and due to incitement of wrongdoers, flags of the former Saigon
Government appeared at the event. From an economic issue, evildoers roused the
masses to a political action. It is unacceptable to fly the flag of a regime
that conducted many brutal crimes in the revolutionary countryside. This
affronts sacrifices of millions of Vietnamese people who fell down for the
country’s independence and freedom.
The plots and ruses, that aim to sabotage while making use
of economic “hot spots”, become more dangerous and malevolent as the hostile
forces incite and exaggerate to lead the government and people to
confrontation. On the one hand, they focus on criticizing shortcomings and
mistakes of the local governments, especially their corruption, bureaucracy,
and isolation from the populace, to “pour more oil” to the “angry fire” of the
people. On the other hand, they assault internally and externally by publishing
arguments and banners to stimulate or praise spontaneous or unconscious actions
of the people, extolling them to the skies as “bravery”, “maturity”, or
“victory over the government”…
Those plots can be crystally exposed while spotting on some
recent cases. While the authorities have tried their best to reasonably settle
the cases and the people were aware of the issue, believing in the leadership
of the Party and State, not accepting intervention or assistance from
reactionists, the malefactors deliberately isolate the authorities from the
people by disseminating distorted information such as “police beating people to
death” or “people are willing to fight to death”… on the Internet.
One example of the distorted information can be seen through
the case of Vung Ang. Many foreign media outlets like the VOA, BBC, RFA, and
reactionary websites tried to “heat up the scauldron” by wrongly turned an
economic issue into a greater political one. Once the issue was over, some of
the so-called “analysts” announced their “reviews”, such as The case proves
that the Vietnamese peasants were “enlightened” and “have more methods to
encounter the authorities.” By doing so, they want to nurture the rebellious
thoughts among the people, expecting that the people will uprise against the
authorities to “do an exercise” for what they call “color revolution.” More
poisonously, regardless of the factual information, they take advantage of a
case to disinform about another case in other areas to “ignite fires”, trying
to get attention from the public.
Avoiding repetition of dangerous
antecedents
First of all, it is necessary to confirm that there are just
a few “hot spots” that cause negative impacts on political security, economy,
and social order in rural areas. However, despite the fact that those cases are
quite rare, they leave behind unforeseen consequences on political security,
economy as well as the flesh and bone relations between the Party, State and the
people.
Agencies of the Party, State, and authorities have to
strictly analyze, recognize, and settle the issue, before, during, and after it
happens, positively, subtly, legally for the stability and development of each
locality and the country as a whole. Remarkably, it is vital to draw lessons to
improve efficiency and effectiveness of leadership and management, not to let
bad antecedents be repeated.
Vietnam learnt a valuable lesson due to ignorance of
democracy in rural areas while dealing with the case in Thai Binh province in
1997 when many people spontaneously protested against the local government.
After the incident broke out, there were three suppositions of its cause:
hostile sabotage; malefactors; and corruptive local cadres and weaknesses of the
local authorities. Considering the issue thoroughly, the Politburo concluded
that the main cause of the issue was the local authority’s mistakes and
weaknesses. Consequently, over 2,000 cadres and Party members were punished and
70% of the Party committees in the province were replaced.
Meanwhile, there are cases when citizens’ complaints have
been proved to be wrong. For instance, some households in Dai Tu district, Thai
Nguyen province hired a solicitor and gathered to protest in front of the
headquarters of the Vietnam Electricity Corporation (EVN) to ask for indemnity,
claiming that the electricity grid harm their health. However, after reviewing
the case, legal agencies confirmed that supporting the local people was
responsibility of the local authorities and the protest in front of the EVN
office was illegal.
Apart from being vigilant against the hostile forces’ plots
and ruses which falsely create “hot spots”, Party committees and authorities at
all levels, especially grass-root ones, must further promote their roles in
preventing and settling the “hot spots.” To do this, a prerequisite requirement
is that the local authorities must be strong and trusted by the people.
Recently, some complex cases relating to
site clearance have been harmoniously handled as the local leaders held talks
with their citizens. This method shows that being close to the people and talk
with them more is necessary, but if this method is abused by passing the buck
to the higher level, the issue cannot be solved. Therefore, it is essential to
promote local leaders’ role, seriously observe regulations on holding talks
with people, send cadres to the site to grasp the situation and settle emerging
issues, and resolutely replace those cadres who are not trusted by the people
or distance themselves from the people.
However, the authorities should be subtle once a “hot spot”
is backed by malefactors or hostile forces that wait until the authorities use
force to incite the people to confront the authorities, turning an economic
“hot spot” into a political one that leads to social disorder. In this case,
surely confrontation against the people will never be an option, but it is
useful to quickly identify the conspirators and masterminds to foil their
plots. Obviously, handling the issues needs to be done with calm and vigilant
manners, and at a timely pace.
Each citizen should be vigilant, distance themselves from
incitement that leads to unexpected violations of law. Our Party and State are
trying their best to build a socialist legally constituted state that uphold
the law where everyone works and lives their lives under the protection of the
constitution and law. Violations of cadres will be seriously punished by law,
not other means. The Party, State, and true citizens will never advocate
“lawless” or “self-determined” behaviors but expect to build a society where
law is upheld and the law of the land is respected.

Over the past time, hostile forces and opportunists have continued to use wicked tricks to sabotage the Vietnamese revolution.
Taking advantage of patriotism to sabotage the country’s reform is a frequently - used one.
Removing all socialist countries in the world, including Vietnam is the consistent target of imperialism.
Their sabotage against the country has been clearly manifested in other events, drawing a lot of “attention” from online “rags”.
Disrespecting the law, they appeal for a long time to destabilize political security and public order.
Hostile forces are now making best use of wicked tricks to sabotage the Communist Party of Vietnam and our people’s reform cause.
Notably, whenever the country has great political events, or the situation in the world and the country has complex developments, that trick is repeated.
They intentionally made the situation worse and turned the tension into difficulties.
Their actions clarified the truth about the sham patriots who are gaining political benefits from destroying the country.
As for the events which they think they could take advantage of, they would try to gather force and put forward demands towards the Party Committees and authorities at levels.
