Law on Cyber Security is needed to protect the people’s rights and national security

The
National Assembly reviewed reports on the draft Law on Cyber Security during
its fourth session in Hanoi on October 25. There was an urgent need for network
security in national security protection.
Vietnam's
cybersecurity has been ranked 101st out of 195 countries in the Global Security
Index 2017 compiled by the U.N. International Telecommunication Union, while
regional peers Singapore, Malaysia and Thailand made it into the top 20.
More
than half of Vietnam's population of nearly 92 million have access to the
internet. Given the strong development of science and technology, network
security was important for all areas of activity covered by cyberspace. The
situation of network security in our country is increasingly complicated. Many
information systems have been targeted by hackers. Every year, there are
thousands of attacks aimed at government agencies, financial systems, banking,
key information infrastructure, websites of organisations and enterprises in Việt
Nam. In 2016, Việt Nam detected 135,190 cyberattacks, three times more than in
2015. Last August, Vietnam was the victim of cyber attacks on its two main
airports.
The
Vietnamese government has vowed to fight against any form of cyber attacks
on organizations or individuals. All cyber attacks or threats to
cybersecurity must be condemned and severely punished in accordance with
regulations and laws. That’s why Vietnam needs a strong Law on Cyber Security.
The
law on cybersecurity is expected to build a sound cyberspace and protect
national defense and security as well as lawful rights and interests of
organizations and individuals operating in cyberspace.
The
decree will provide for principles, measures and contents of cybersecurity
work, activities to ensure performance of this work, and responsibilities of
agencies, organizations and individuals involved in the management, provision
and use of cyberspace and cybersecurity protection of the country.
According
to the law, cybersecurity protection measures include measures to protect
national security, cybersecurity operation measures, operational measures in
cyberspace, and others. The Government would be responsible for making clear
the contents, conditions, competence, order, procedures, and responsibilities
for application of these measures.
It
also lists five prohibited acts, namely: using cyberspace to infringe upon
national sovereignty, interests and security or social safety and order;
posting information that goes against the Vietnamese State or infringes upon
the lawful rights and interests of organizations and individuals or is contrary
to the nation’s fine moral traditions; illegally acceding or appropriating
information and documents; cyberattack; and cyberterrorism.
Worthy
of note, the law devotes a separate chapter to cybersecurity protection
activities, such as preventing and fighting the use of cyberspace to infringe
upon national security; protecting important information on national security;
forecasting and responding to cybersecurity incidents; formulating standards
and technical regulations on cybersecurity; and licensing of the provision of
cybersecurity assurance services.
The
fourth industrial revolution and global integration, cyber space has become an
ideal environment for plotters to attempt to sabotage the country’s political
regime. There is urgent need to issue the Law on Cyber Security to protect
national security and reflect Vietnam’s responsibility in joining global
efforts to counter terrorism. Vietnam should ratify regulations on
fighting cyber espionage and specifying responsibilities of ministries and
agencies in the work./.

social network users can be fined between VNĐ20 million and VNĐ30 million for disclosing private information of individuals or organisations without prior approval; provide false information or offend the prestige of State agencies, organisations and individual.
Vietnam should have law to punish those violate people's rights and undermine the national security.
Posting materials online, including photos, videos and articles, of a sexual or violent nature would also result in punishment.
