National Assembly has adopted Resolution on 2018 socio-economic development plan and committed to ensure gender equality
11/11/17
The National Assembly passed a Resolution on socio-economic
development plan for 2018 at the ongoing fourth session in Hanoi on November 10.
With 84.93 percent of approval, the Resolution targets a
gross domestic product (GDP) growth of 6.5-6.7 percent; total export revenue
rise of 7-8 percent; a trade deficit of below 3 percent of the total export
revenue; and total investments for social development accounting for 33-34
percent of the GDP.
The rate of poor households will be reduced by 1-3 percent
while the unemployment rate will be less than 4 percent. The ratio of trained
workers is expected to reach 58-60 percent of the workforce. As much as 85.2
percent of the population will be covered by health insurance. The forest
coverage is projected to be 41.6 percent.
To realise the aforesaid goals, the National Assembly asked
the Government, the Supreme People’s Court, the People’s Supreme Procuracy, and
the State Audit Office to implement measures to ensure macro-economic
stability, encourage and support enterprises to start business, restructure
agriculture, develop the processing and manufacturing industries, and address
production and accommodation land for the ethnic minority groups.
These efforts are coupled with promoting sales of domestic
products, preventing smuggling, tightening management of natural resources and
environmental protection, tackling climate change, and reforming education and
training.
It is necessary to step up efforts to prevent corruption and
wastefulness, improve the State management efficiency of the press, firmly
safeguarding national sovereignty, defense, security and social order and
safety, implement effectively external affairs and proactively integrate into
the world.
Before that, during their November 9 sitting as part of their
ongoing fourth session, deputies gave opinions on a report on the
implementation of national targets on gender equality during
They acknowledged the Party and State’s efforts in designing
policies in gender equality, along with the completion of many legal documents
in the field as well as endeavors of the Government, ministries and sectors in
implementing Law on Gender Equality.
In addition to completing legal framework in the field,
gender equality has been integrated into law-making process, they said, adding
that communications and personnel for the work have been strengthened.
The deputies recognised positive results in
improving gender equality in some sectors and areas.
However, they pointed out that the report has yet to clarify
full and accurate data of outcomes of conducting some targets, and poor
performance in implementing other goals such as equality in employment
opportunity, education and health care access, eliminating violence and abuse
against women and women trafficking, and legal support for women./.

Promoting gender equality is an important part of Vietnam’s socio-economic development strategy. Vietnam has a strong record of promoting gender equality and women’s empowerment in line with its implementation of the Millennium Development Goals.
This year, Vietnam ranks 69th of 144 governments in the World Economic Forum Global Gender Gap report.
Out of 26 working days, 11 will be broadcast live on VTV, including the debate on the State budget, the handling of citizens’ complaints and the national report on gender equality.
Vietnam's National Assembly has increasingly played an important role in the country's development agenda. This helps boost the people's rights in contributing for the country's development plan.
NA deputies recommended that the government review and revise national targets for gender equality in the 2015-2020 period, boost gender equality resources, and resolve issues related to labor, employment, violence against woman, and maternity care.
I applaud the National Assembly’s decision to put the prevention of domestic violence and child abuse in the draft resolution on next year’s national socio-economic development plan. We should focus more on communications and education to gradually eliminate discrimination against women.
National Assembly is a representative body of the people's rights and democracy.
The government intends to create more jobs, particularly for those in rural areas taking part in new rural development and sustainable poverty reduction programs. Resource plan should enhance the participation of women in politics. We also need to develop a policy to support vulnerable groups including the elderly and disadvantaged single women.
