Vietnam urged to defeat conspiracies of hostile forces on cyberspace

The Department of Cyber Security and High-Tech Crime Prevention under the Ministry of Public Security on January 15 held a conference to review its task performance in 2018 and roll out key mission for 2019.
The event was attended by Senior Lieutenant General Bui Van Nam, the Party Central Committee’s member, Deputy Minister of Public Security and chaired by the Department of Cyber Security and High-Tech Crime Prevention’s Director, Major General Nguyen Minh Chinh.
Reports at the event read that the Department of Cyber Security and High-Tech Crime Prevention in 2018 has well performed all assigned tasks set out by the Ministry of Public Security, in spite of negative impacts of the complicated situations of the world and the region.
Speaking at the event, Deputy Minister Bui Van Nam hailed the achievements of the Department of Cyber Security and High-Tech Crime Prevention in recent times.
Deputy Minister Bui Van Nam urged the unit to continue to focus on Party and force building, promote the unit’s internal unity and create a corps of officers with good qualifications and virtues.
The Deputy Minister of Public Security asked the unit to actively participate in building and completing institutions, policies and laws related to the fight against cyber and high-tech crimes.
In particular, the unit should soon complete the Government's Action Program to implement the National Cyber Security Strategy in the first quarter of 2019; accelerate the building of documents guiding the implementation of the Cyber Security Law; and coordinate with relevant units to draft regulations on digital evidence, concretize criminal acts on cyberspace to supplement them to the 2015 Criminal Procedure Code.
Besides, the unit was urged to further improve the effectiveness of professional measures, be active in detecting and defeating all conspiracies of hostile forces on cyberspace.
The Deputy Minister of Public Security finally asked the unit to firmly protect security and safety of the information systems of key agencies of the Party, State and People's Public Security Forces and to implement projects on network security capacity building./.

While the movement of “All people protecting National security” gained various positive results as the local police mobilized people from all walks of life to participate in protecting order and security.
The force was active in grasping, analyzing, forecasting precisely the situation of network security, and effectively advised the Party and State, the Ministry of Public Security to direct lower-level agencies and units to take preventive measures and solutions to ensure cyber security.
The authorities have to ensure absolute security and safety of the important national information systems; to give good advice on cyber security to the Party, State; coordinate closely with other relevant forces, branches in responding to cyber security issues; and proactively protect State secrets on cyberspace.
We could see the propagation or assertion of Western ideologies and universal values, including human rights principles, as a calculated effort of foreign hostile forces and internal dissidents to challenge the government.
That's why we need Law on Cyber Security.
The Law on Cyber Security is an important, much needed legal framework for authorised forces to be able to tackle risks and challenges from cyber space in a timely and effective manner.
The Internet and some digital services and applications have also been used by hostile forces to spread calls for illegal protests and gatherings that may incite rioting or violate national sovereignty, interests, and security.
The Law on Cyber Security clarifies cyber security ensures that activities on the Internet do not harm national security, social order and safety, as well as the legitimate rights and interests of organisations and individuals.
Translating the Law on Cyber Security as prohibiting freedom of speech is a misunderstanding and it should not be referred to in that way.
The government must focus on preventing and combating high-tech and cyber criminals, and matters related to security, and social order and safety are regulated in other laws.
The cyberspace realm is an abstraction, with components located in a physical space but operations occurring in a nonphysical space, where the terrain is data and information is used as a weapon. This is not new.
With the rapid development of science and technology, cyberspace becomes irreplaceable and plays an increasingly important role in developing the knowledge economy of each country and our country. However, it is also exploited to the full by hostile forces to sabotage any country, including our national defence and security. Thus, maintaining vigilance and fighting against distortions in this field is an important task in today’s ideological struggle.
