The Ministry of Information and Communications is compiling an e-government development strategy, with services a pillar in Việt Nam’s socio-economic development model.
Under the draft strategy which has been made public for comments, the development of e-government will be associated with the process of digital transformation and smart urban development and ensuring network safety and security.
Accordingly, all operations of State management will be digitalised to lead the national digitalisation process.
Citizens and enterprises will be centre of the digitalisation process which will aim at improving transparency, simplifying administrative procedures and creating convenience when accessing public services.
The most important thing was developing a database system and data sharing mechanism between State management agencies, according to the ministry’s Authority of Information Technology Application.
The strategy aims to link the development of e-government with Vietnamese digital technology enterprises which have core technologies and open platforms to serve digital government services.
Notably, enterprises could participate in providing public administrative services.
By 2025, 100 per cent of national databases to serve e-government, including the database about population, land, business registration, finance and insurance, are hoped to be completed, connected and shared on a nationwide scale.
A representative from Vietnam Posts and Telecommunications Group said it was important to develop databases and data sharing to launch the digital government services.
It was also necessary to carry out reviews on the process of transition from paper-based to digital and develop procedures for digital government services.
Prime Minister Nguyễn Xuân Phúc has approved the list of members of the National Committee on e-government, in effect from July 31. The PM chaired the committee.
The committee is in charge of studying and proposing policies, strategies and mechanisms to create a legal framework for the development of e-government towards a digital Government, digital economy and digital society to create favourable conditions for implementing Industry 4.0 in Việt Nam.
According to the United Nations’ recent report themed 'Digital Government in the Decade of Action for Sustainable Development', Việt Nam ranked 86 out of 193 countries in the e-Government Development Index, moving up two spots from 2018./.

The approved program has the dual goal of developing a digital government, economy and society while establishing Vietnamese digital technology enterprises that can go global.
In order to achieve the set goal, by 2025, it is required to have 80 percent of level-4 online public services provided via different accessibility devices, including also mobile phones, and 90 percent of working files in ministerial and provincial-level offices, 80 percent of those in district-level offices, and 60 percent in commune-level offices to be processed in the cyber environment, except those classified as containing state secrets.
Building an e-government is good for people's interests!
Vietnam holds tremendous potential for information technology (IT) development thanks to its young and talented human resources and attractive investment climate.
All national databases serving as the foundation for e-government, including databases on population, land, business registration, finance and insurance will be completely developed, inter-connected and shared nationwide.
With an open economy and favourable business climate, Vietnam boasts potential to become of the nations with the fastest economic growth in the world in the post-pandemic period.
The digital economy is expected to make up 20 percent of the country’s GDP, with its proportion in each economic sector accounting for at least 10 percent, and annual labor productivity is expected to increase by at least 7 percent.
Vietnam is expected to enter the world’s top 50 countries in the Information and Communication Technology (ICT) Development Index (IDI) and the Global Competitiveness Index (GCI), and top 35 regarding the Global Innovation Index (GII).
By 2030, it is expected that all level-4 online public services will be available via different network access devices, including also mobile devices, and all working files in ministerial and provincial-level offices, 90 percent of those in district-level offices, and 70 percent in commune-level offices will be processed via the network.

At the same time, broadband Internet services and 5G mobile network services will be universalized, and over 80 percent of the population will have e-payment accounts.
The country also plans to become one of the 30 leading countries in the Global Cybersecurity Index.
Vietnam has made progress in its campaign to build an e-government. As a result, the performance of state agencies in providing services to the public and bsinesse enterprises has improved.
Building an e-government means building an electronic system connecting all government e-documents and data from the central to the provincial and communal level, providing all public services online, and developing a single public service portal on the internet.
One of the aims of building an e-government is to improve public services. Ministries and sectors have brought 78 of 83 public services online, which has facilitated administrative procedures, modernized transaction, ensured transparency, and contributed to administrative reform.
Many ministries, sectors and localities have developed software to connect documents from the central to the local level. This is the first time Vietnam has had an e-document management system, a prerequisite for accelerating administrative reform.
The Vietnamese Party and State have always attached importance to the application of information technology (IT) in the operation of state agencies, considering it a driving force for accelerating the renewal process and creating shortcuts so as to attain success in the national industrialization and modernization.
The Government also set to raise the country’s ranking in the annual e-government surveys of the United Nations and publicize and transparentize the operation of state agencies in the cyber environment.
To achieve a breakthrough in e-government building and development, according to Dung, the Government Office is now working on a draft resolution on a number of tasks and solutions for e-government development in the 2018-2020 period, with orientations toward 2025.
Additionally, the effectiveness of public information about e-government, digital economy and digital infrastructure must be improved through implementation of propagation programs aiming to raise awareness, change behaviors and habits, and create social consensus about the development of the e-government.
