Increasing threat of cyber crimes
Using social networks to sabotage Vietnam is regarded as a favourite manner, of which our enemy, hostile and reactionary forces have attempted to take advantage. This requires new strategic actions in our mission of ensuring the national security and maintaining the social order and safety in the current circumstances.
The 4th industrial revolution with the rapid advancement of the cyber network and digital technology has brought great changes. Along with tremendous benefits, countries now have cyber war, cyber spying, cyber attacks, cyber criminals, and many other complex new issues. Vietnam, said to be among the 5 countries most at risk for cyber attacks, is taking steps to protect itself. For several years now, political subversives and cyber criminals have stepped up network attacks to collect State secrets and other information or to hijack or sabotage the information network. Subversives have leveraged the Internet, especially social networking sites, using sophisticated methods and tricks to create internal dissension, harm national interests and undermine national security.
The Vietnamese Party and State have set great store by boosting application and development of information technology in socio-economic management and development. Along with the promotion of information technology, the Internet, e-government, e-commerce, social networks and other traditional communication platforms on the Internet have strongly developed, contributing to enhance quality and effectiveness of information, communication, people’s knowledge and meeting people’s increasing demands for information and cultural enjoyment.
However, after a period of development, the Internet drawbacks have made obvious impacts on several aspects of social life in Vietnam including negative effects such as fraud webs, fabricated information, images and texts which do not conform to Vietnamese customs and habits, virus, and harmful software. Not only people but organizations, agencies, and businesses providing online services on the Internet have also affected in terms of economy, credibility and reliability.
Seriously still, national digital interests and sovereignty have also been threatened. Hostile and reactionary forces have taken advantage of the Internet to besmear individuals, incite public opinion, conduct espionage and intelligence in an attempt to sabotage national defense and security.
To address these “non-traditional” challenges, many countries in the world have studied and implemented two versions of policy with two different thinking of governance, one for the real life and the other for the cyber information society. However, cyber governance is not a simple issue and there is no precedence. In the history of social development, thousands of years are needed to complete governance institution while the cyber information society has just operated for recent decades.
Ngo Tuan Anh, BKAV Vice Chairman in charge of Cyber Security, said, “There are a growing number of cyber criminals, social network members, online services, and virtual societies. Bad people have steadily increased their malicious and harmful penetration. Not only Vietnam, but all countries have to face such threats.”
To ensure cyber safety and security, agencies have adopted new IT regulations and policies in areas affecting national defense, security, and sovereignty. 
Vietnam intends to manage of telecommunications services, the Internet, and technological infrastructure to ensure safety and security. 
Laws, Party guidelines, and State policies on cyber safety and security are being been fine-tuned. Vietnam has cooperated with other countries to update its technology.
Nguyen Trong Duong, Director of the Vietnam Computer Emergency Response Team, said, “We can consult laws and regulations of other counties to comprehend our legal environment. We’ll learn from them how to cope with cyber incidents and the role of the state and organizations in ensuring cyber security.”./. (to be continued)
