29/1/19

The Universal Periodic Review (UPR) working group of the UN Human Rights Council adopted a preliminary report on the third review of Vietnam at a session at the UN headquarters in Geneva on January 25.

The report included 291 recommendations made by 122 countries, covering a wide range of scopes such as building a law-governed State, completing the legal system, continuing to promote basic rights and freedom, and enhancing cooperation with human rights mechanisms of the UN.

Countries also called on Vietnam to share its experiences in ensuring the rights of disadvantaged groups, eliminating hunger and reducing poverty, universalizing education, ensuring social welfare and creating employment.

Most recommendations are in accordance with Vietnam’s priorities and commitments in protecting and promoting human rights.

Addressing the session, Deputy Foreign Minister Le Hoai Trung appreciated the cooperative and constructive spirit of countries and their positive assessment on Vietnam’s national construction and human rights protection and promotion.

Trung affirmed that Vietnam will carefully study the recommendations in order to decide on the acceptance or acknowledgement of received recommendations, in line with the HRC’s regulations, procedures and practices, so as to ensure the full and effective implementation of those recommendations in the future.

The report on the third UPR of Vietnam will be considered for official approval at the 41st regular session of the HCR scheduled for June this year.

The 32nd meeting of the UN Human Rights Council’s UPR Working Group is taking place from January 21 to February 1, looking into human right performance at 14 UN member countries, including Vietnam. The Vietnamese delegation to the session was led by Deputy Foreign Minister Le Hoai Trung./.

The UPR is a unique process which involves a periodic review of the human rights records of all 193 UN Member States. Since its first meeting was held in April 2008, all 193 UN member States have been reviewed twice within the first and second UPR cycles.

With the policy of taking people as the goal and momentum for the country’s inclusive reform and development, since the previous review in 2014, Viet Nam has gained remarkable accomplishments in promoting and protecting human rights in building a law-ruled State, fine-tuning the legal system on human rights, building a facilitating government, promoting socio-economic development, improving the efficiency of judicial agencies, promoting the role of socio-political organisations and the press, and increasing international integration.
