Party Politburo continues carrying out resolution on ethnic affairs

The Politburo of the Communist
Party of Vietnam will continue implementing the 9th Party Central
Committee’s Resolution
24-NQ/TW on ethnic
affairs to boost development of minorities and mountainous areas.
While progress has
been made in the implementation of the resolution, there’s still room for
improvement, according to the Politburo’s conclusion issued recently.
The execution of
the resolution has resulted in positive changes in the local socio-economic
situation and the lives of local people.
The income of
ethnic minority people has been improved and the health and education sector in
remote areas has been enhanced at the same time. Strong efforts have been made
by locals preserving their culture and national identity.
However, the
Politburo also pointed out shortcomings in the implementation. Ethnic people
still faced huge difficulties in their daily life. The rate of poor and near
poor households remained high and the gap between the rich and the poor was
increasing.
The Politburo
blamed it on the fact that some policies enacted have failed to give priority
to the socio-economic development of people in ethnic minority and mountainous areas.
Due attention has
not been paid to promote the potential and advantages of each region.
The lack of
coordination between agencies in the implementation of some projects was also a
problem.
To boost
sustainable development, the Politburo emphasised the need to determine that
ethnic tasks are important in the strategy of developing society and the
economy of Vietnam.
Local authorities
and agencies were urged to complete the legal system relating to ethnic
minority people.
They were asked to
shift economic structure in line with market demand and mobilise resources to
fully tap the potential of the relevant localities to reduce the gap with other
regions.
It was necessary to
enhance the quality of education in these areas.
Access to
healthcare services for ethnic minority people should also be improved. A
strategy on malnutrition prevention and combating should be set up as well as
the one on enhancing health and stature among ethnic minority youth.
Attention should be
paid to strengthen human resource quality with a view to boosting the
proportion of officials and employees who are from ethnic minority families in
public administrative agencies./.

Ensuring the rights of ethnic minorities along with combating the making use of ethnic issues in our country at present are theoretical, practical, fundamental and urgent issues, which need to be fully understood and synchronously, comprehensively, and persistently implemented.
Promoting the rapid and sustainable development of ethnic minority groups and mountainous areas is the consistent policy of the Party, State and Government of Việt Nam in the cause of socio-economic development.

This is an organic component of the cause of comprehensive development of all ethnic groups, protection and development of legitimate human rights, contributing to build all people's defense posture in connection with building all people's security posture in ethnic minority areas.
The rights of ethnic minorities are generally classified into two catagories: one of common rights of each member of each ethnic group and the other of collective rights applied to ethnic minority community.
Effective ensuring human rights in the area of ethnic minorities is a vividly practical and legal evidence that refutes distortion, allegations and sabotage of hostile forces.
For many years, the system of mountainous ethnic policy has been continuously improved, in line with the general development orientation, including support for education, health, sustainable poverty reduction, progress and social justice.
Ministries and State agencies have tried their best to reduce poverty, achieving the national target programme on sustainable reduction.
The Vietnamese State has worked to ensure that all ethnic groups in Vietnam are equal and this right is stipulated by laws.
All the ethnicities are equal and united and respect and assist one another for mutual development; all acts of discrimination against and division of the ethnicities are prohibited.
Ensuring the rights of ethnic minorities and fighting against schemes to take advantage of ethnic issues are unanimous in the common goals, leadership and management, in unified national and ethnic interests and use of forces.
It is necessary to allocate adequate budget for ethnic minority people in disadvantaged and extremely disadvantaged groups.
Ensuring the rights of ethnic minorities is of special importance to the stability and development of the country.
Priority should be focused on investment attraction, forest economy, tourism, rural transport, raising cattle, investment in vocational, educational and medical establishments, creating high quality human resources and increasing preferential loans.
n Vietnam, ethnic minority citizens enjoy the right to participate in the political system, state management, candidacy to the National Assembly, and the People’s Councils.
Numerous incentives have been adopted to help ethnic people exercise their rights, improve their living standard, and narrow their development gap.
The Government will integrate ethnic minority policies into a national development programme on the development of ethnic minority and economically disadvantaged areas.
The government has helped poor families obtain housing and prioritized the training of ethnic cadres. These incentives have paid off.
The issue of the rights of ethnic minorities in the modern world is no longer confined to national borders, but transnational, including in international political-legal documents.
Every ethnic group has the right to use its own spoken and written language to preserve its own identity and to promote its fine customs, practices, traditions and culture.
