The role of Ho Chi Minh Communist Youth Union in today’s Party building work

Resolution No.25-NQ/TW adopted on July 25^th, 2008 by the Party Central Committee (the 10^th Tenure) on “Strengthening the Party's leadership over the youth work in the period of accelerating industrialization and modernization” affirmed that “the Party leads the youth work and directly leads the Ho Chi Minh Communist Youth Union. Building a strong Youth Union is an important content and one step ahead in the Party building work.”

Recognizing this important task, in recent years, the Ho Chi Minh Communist Youth Union has well promoted its role in the Party building work. The Youth Union committees at all levels have considered it an important task and then actively, effectively, synchronously deployed solutions and achieved many important results that have been confirmed in practice, specifically :

To concretize and actively propagate the Party's guidelines and policies, especially those related to the youth work; Marxism-Leninism, Ho Chi Minh thoughts, traditions, history of the nation and the Youth Union, etc.

To actively participate in the struggle to protect the Party's ideological foundation, fight the wrong and hostile views against the Party's ideology, political creed, and policies. To promptly address the arising in the thoughts of the youth, especially in the face of changes in the region and the world. Thereby, to fight against, prevent, and repress the recession of political ideology, ethics, and lifestyle and manifestations of “self-evolution” and “self-transformation” within the Party to fail the conspiracies and tricks of “peaceful evolution” of hostile forces, contributing to building a clean and strong Party.

As a socialist school of the youth, in recent years, the Party building work in term of ethics has been effectively implemented by the Youth Union at all levels. Ethical and cultural lifestyle education for the Youth Union cadres, young Party members, Youth Union members, and young people has been actively implemented. The Youth Union at all levels has speeded up the implementation of Directive No.42-CT/TW issued on March 24^th, 2015 by the Secretariat (the 11^th Tenure) on “Strengthening the Party's leadership over the revolutionary ideal, ethical, and cultural lifestyle education for the young generation in the period 2015 - 2030”; Directive No.05-CT/TW of the Politburo (the 12^th Tenure) on “Promoting learning and following Ho Chi Minh thoughts, ethics, and style”; Regulation No.55-QD/TW of the Politburo (the 12^th Tenure) on “Some immediate actions to enhance the role of cadres and Party members”; the 4^th Central Resolution (the 12^th Tenure) on Party building and regulation, ... contributing to shaping the values ​​of humanity, gratitude, sense of responsibility, and sharing with the community among the youth.

To actively participate in building the Party through the effective implementation of Decision No.217-QĐ/TW on “Regulation on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations” and Decision No.218-QĐ/TW issued on December 12^th, 2013 by the Politburo (the 11^th Tenure) on Provisions on the Vietnam Fatherland Front, socio-political organizations, and people’s contribution of comments to the Party building work and building of the government”. To actively supervise the Party's undertakings and resolutions and the State's policies and laws related to the youth and the youth work.

The above results have affirmed that the Ho Chi Minh Communist Youth Union plays a very important role in the Party building work. Building a strong Youth Union is an important content in the Party building work - building the Party one step ahead, a process of building and preparing a reliable reserve team to supplement forces to the Vietnamese Communist Party.

To continue to promote the achieved results and implement the goal of building a “both red and expert” youth class with dreams, ambitions, and aspirations for career start-up and building of the country, contributing to the implementation of the goal of “rich people, a strong, democratic, equal, civilised  country”. At the same time, to promote the important role of the Youth Union organizations in the Party building work today, the Youth Union at all levels should continue to direct and focus on effectively implementing a number of key solutions as follows:

Firstly, to continue to educate and raise the awareness of the Youth Union at all levels, Youth Union officials, young Party members, Youth Union members, and young people in participating in building and protecting the Party and the political system. It should be considered as the political entitlement and responsibility of the Youth Union members, young people, and Youth Union organizations - an important and regular task of the Youth Union at all levels. To promote the propagation, thorough grasping, and implementation of the Party's guidelines and State’s policies and laws; to educate to raise ideological and political awareness for the Youth Union members and young people about the Party; and to struggle to protect the political creed and the Party’s policies. To organize for the officials, Youth Union members, and young people to contribute ideas to build the Party and government; to actively participate in preventing and fighting against corruption, wastefulness, and degradation of political ideology, ethics, lifestyle, and manifestations of “self-evolution” and “self-transformation” within the organizations.

Secondly, to promote the implementation of the Drive entitled “The Youth Union members strive to become members of the Vietnamese Communist Party”. To do that, it is necessary to detect and select elite Youth Union members to foster, create sources, and improve the quality of introducing elite Youth Union members to the Party for consideration and admission. To focus on introducing elite introducing members who are production workers, students, rural young people, armed-force personnel, young intellectuals, ethnic minority youth, and grassroots Youth Union officials. To complete the process and specific standards to select, foster, and introduce elite Youth Union members to the Party for consideration and admission.

Thirdly, to coordinate in advising the review of Resolution No.25-NQ/TW of the Central Executive Committee (the 10^th Tenure) on “Strengthening the Party's leadership over the youth work in the period of accelerating industrialization and modernization” to propose to the Party and the State guidelines and policies for young people in accordance with the national practice and international integration. To proactively introduce qualified and mature cadres to complement to the Party committees, authorities, and socio-political organizations at all levels.

Fourthly, to improve the quality of social supervision and criticism of mass organizations at all levels, especially draft legal documents and policies for young people and supervise the implementation of legal policies for the youth. To proactively perform the duties of a member of the Vietnam Fatherland Front and deploy, implement the coordination program with other socio-political organizations. To select urgent and topical issues in implementing the regulations of social criticism and supervision of the Youth Union for the process of building and implementing the Party's guidelines and policies and the State’s policies and laws, social hot issues, and issues related to the youth work.

Finally, to renovate and improve the effectiveness of revolutionary action movements to promote the pioneering, voluntary, and creative roles of the youth in the construction and protection of the Fatherland. The Youth Union at all levels need to promote the spirit of youthful pioneering in carrying out political tasks of the localities and units and well implement three revolutionary action movements, including “Voluntary Youth”, “Creative Youth”, and “Youth pioneer to defend the Fatherland” in each target group, and continue to maintain the specific movements. To focus on the synchronous implementation of three youth-accompanying programs: “Accompanying with the youth in learning”, “Accompanying with the youth in career and business start-up”, and “Accompanying with the youth in training and developing skills in life and improving physical, cultural, and spiritual life”.

Participating in building a clean and strong Party is the political task and responsibility of the Ho Chi Minh Communist Youth Union. Each official, Youth Union member, and Youth Union should promote the active, pioneering, and creative spirit to well fulfill their responsibilities and tasks and build a strong Youth Union organization. Actively cultivating and foster to become a “red and professional” Party member is a practical action to participate in building a truly clean and strong Vietnamese Communist Party and enhance the leadership capacity and combat power to meet the requirements of the task of building and firmly defending the Socialist Republic of Vietnam.
