India - Vietnam Relations for peace and prosperity in the region

13/9/14
Towards the visit to Vietnam from September 14 to 17, Indian President Pranab Mukherjee highlighted the fine traditional friendship relationshipis growing stronger between Vietnam and India.
Strategic Partnership between the two countries were established in 2007 and has entered into the 8th year of implementation. In recent years, bilateral relations has continually deepened in all areas and marked by trust, understanding, mutual support in many regional and international issues.
Underpinning of the relationship between Vietnam and India created by Prime Minister Pranab Mukherjee and President Ho Chi Minh City strongly grows in recent years and take us to heights today. We admire the spirit of excavation strength, courage and determination to defeat the enemies of the people of Vietnam. With our goodwill, we could push more strongly mutually beneficial cooperation between the two countries, because there are still vast potentials for bilateral cooperation in the future. Moreover, Vietnam-India Partnership is also beneficial to ASEAN and beyond.
In 2007, we decided to upgrade bilateral relations to strategic partnership through close cooperation on politics, defense and security; economic cooperation; cooperation in science and technology; cultural and technical cooperation; regional cooperation and multilateralism. We have made tremendous progress in all the areas since 2007.
Political cooperation, defense and security are the major pillars of relations between the two countries. We believe that there are still potential can be exploited in this field and both sides along with partners in the region are moving towards.
In economic cooperation, we have achieved much progress. Two-way trade turnover between Vietnam and India has increased by 3.5 times since 2007. We have achieved the commercial objectives; prospect for investment cooperation is bright with more and more Indian companies to do business in Vietnam. Currently there is great interest among enterprises of the two countries on cooperation in the future. With the efforts of both sides, we can increase trade and investment many times over in the coming years.
Although scientific cooperation and technology have made progress, but we believe that much can still be even achieved more success. We have active cooperation in the field of agriculture, healthcare, pharmaceuticals and many other fields. We are cooperating in the field of advanced civilian nuclear and space. I believe, these areas will be strengthened in the coming years.
In collaborative culture and technology, Vietnam is one of the largest receiving support from “Indian technical and economic cooperation” (ITEC). We're expanding educational links through connection with “The Indian program”. The historical relationships between our civilization are very strong and Buddhism closely linked the two peoples.
However, the younger generations of the two countries still lack information about each other. Both parties are trying to strengthen cultural exchanges and youth, including the exchange of films and television programs to be able to narrow this gap. Nonstop flights between the two countries will soon be started. That will create a great motivation to enhance cooperation in trade, tourism and people exchange.
India and Vietnam have similar views, strong cooperation in all regional and international forums; there is strong support and mutual understanding.
Vietnam is a very important pillar of the India’s Look East policy. Vietnam is a strategic partner of India in ASEAN and the wider region. We appreciate the support of Vietnam to India in the international and regional fora. The ASEAN association is creating impetus, we have to promote regional connectivity, enhance connectivity initiatives and expand people exchanges in order to raise our role in the new era. Vietnam and India are the partners for peace, stability and prosperity in the region.

What was new, however, was New Delhi’s newfound aggression in taking on China. It immediately decided to support Hanoi’s claims.

This display of backbone helped India to strengthen its relationship with Vietnam. If China wants to expand its presence in South Asia and the Indian Ocean region, New Delhi’s thinking goes, India can do the same thing in East Asia.

That’s not to say good India-Vietnam relations wouldn’t exist otherwise. Vietnamese have traditionally held India in high regard because of the latter’s support for Vietnamese independence

The two nations also have stakes in ensuring sea-lane security, as well as shared concerns about Chinese access to the Indian Ocean and the South China Sea. Hence, India is helping Vietnam to build capacity for repair and maintenance of its defence platforms.

The two countries potentially share a common friend — the United States.

if both India and Vietnam stand firm, they could force Beijing to moderate its expansionist claims on the South China Sea and adopt a more conciliatory stance on other regional matters.
