Don’t let Dong Tam incident be abused by hostile forces

After more than one year, while authorities in the capital city has striving to restore security and order in Đồng Tâm Commune after a controversial land reclamation led to several officials and police officers being held hostage by residents, some hostile elements are trying to incite villiagers and aim to spark instability among the society.
Last year, a court in Vietnam’s capital Hanoi sentenced 14 officials to between one and a half and six and a half years in prison for abusing their authority to manage land deals in My Duc district’s Dong Tam commune. Accordingly, 10 faced charges of abusing their positions and power while on duty in pursuant to Article 281 of the Penal Code. They included three former chairmen of the Đồng Tâm communal People’s Committee, Nguyễn Văn Sơn, Lê ĐìnhThuần and Nguyễn Văn Bột, who received 36-month and 42-month sentences and a 18-month suspended sentence, respectively. Others were sentenced to between 24-78 months in jail.
The violations made by the officials were uncovered and investigated following complaints from residents. And, clearly those did wrong things had been strictly punished in accordance with the law.
But, the incident does not end. With engagement of several self-claimed activists, Dong Tam case has been abused and steered to a dangerous direction by hostile elements at home and abroad.
Alongside measures being taken to guarantee security and social order in Đồng Tâm Commune, those engaged in violating the law since the beginning of the incident need to be strictly punished in line with law.
The Hà Nội Police and Crime Investigation Agency under the Ministry of Defence and other relevant agencies have gathered documents and evidence relating to the organised violations. It said authorities saw these violations as serious breaches, negatively affecting local security and social order, and disrupting normal operation of local agencies, enterprises and schools.
On March 30, 2017, the Hà Nội Police started legal proceedings in the case, charging some people with “causing public disorder” under Article 245 of the 1999 Criminal Code. Meanwhile, the Crime Investigation Agency under the Ministry of Defence launched proceedings for “resisting on-duty officials” and “violating regulations on land use” in line with Article 257 and Article 173, respectively, of the Criminal Code. The Hà Nội Police Department summoned the defendants three times, but they did not show up and continued their protests.
Dong Tam case is a specific case occurred in a commune, related to the issue of land where people do not agree with the decision and the previous inspection conclusion of Hanoi. From this incident as well as the recent complexities occurring in Hai Phong, Hung Yen, Dak Nong ..., there are still many shortcomings in the settlement of complaints and land disputes between the people and the local authorities. The main problem is that the source of the land, the land allocation and the purpose of land use should be clearly identified, especially the problem of people's life if land is recovered for legal reasons.
However, it is not possible to sequester land disputes and conflicts between people and local authorities to conclude that it is an intrinsic matter of the regime, stemming from the property rights set forth in the Constitution. Many "cyber-democrats" deliberately misinterpret Marx's conception of land ownership as a "material asset", so it is indispensable to own property, thereby criticizing local regulations. The land of the whole people is stipulated in the Constitution of our country.

Conflicts, disputes and land disputes are largely due to the process of land management and use, particularly because of the former land policy of the former landowners, from collective land cooperatives. more households to produce. The incident at Dong Tam once again shows the intentions and behaviors of puppets under the hands of Viet Tan seeking to "stir up" water to incite people to pressure and oppose the government. Dong Tam people said that there were some people who claimed to be "democracy activists", in fact, were sent by the terrorist organization Viet Tan, seeking to incite people to oppose and promise money. and other material benefits.
Even more than this year, the Fomorsa event was used to dispose of waste from the Central to Dong Tam to "earn food". However, their plot soon became bankrupt by the Dong Tam people, not because of land issues, but because of the political problem, not because of the urge to oppose the government.
Many slogans of the people were displayed on the road leading to the village as "Dong Tam people absolutely trust the leadership of the Party, the State"; "Dong Tam people absolutely do not oppose the government," and at the same time they seek to push the puppets under the hands of Viet Tan out of the village. An elderly person in Dong Tam told the press: "I swore at them, do not bring money here in Viet Tan, do not foolishly bring dirty silver coins".
The local residents should cooperate with the inspection process, in order to gather sufficient evidence to handle the case.  The municipal authorities are persistently persuading the residents to calm down and adopt a more appropriate attitude and behaviour./.
