The resolution, numbered 19 of 2018, aims to better the business environment indexes in order to be ranked 8 to18 spots higher (from the current 68
th position) in World Bank’s Doing Business Rankings with drastic improvements in the current low-ranked index.

Specifically, the country will try to move up at least 40 spots in the index of Starting a Business, 10 spots in Enforcing Contracts and Resolving Insolvency.
Under the resolution, half of the existing business and investment conditions will be eliminated or simplified, while the number of commodity items subject to specialized inspections will be at least halved.
State management mode will be shifted from pre-inspection to post-inspection. Products will no longer be managed by multiple offices. The rate of import goods subject to specialized customs check will be reduced from the current 25-27 percent to under 10 percent.
The resolution requires hastening the application of information technology in handling administrative procedures, including online public services. By the end of 2018, most of the popular public services related to people and enterprises will be provided online at the 3 or 4 level.
To achieve these targets, the Government asks the ministers and provincial-level People’s Committee chairpersons to work out actions plans to implement the resolution before May 31, and to direct the implementation of measures to improve the business climate and national competiveness.
The Government also requires ministries and sectors to apply information technology advances to accelerate bank payments for public services, such as taxes, electricity, water and school fees, hospital fees, etc., and improve the quality of tourism infrastructure facilities, health care, security and sanitation of tourist sites.

Ministries and sectors are required to tighten discipline, increase integrity and creativeness and raise the efficiency of public duties. Civil servants not willing to quickly complete administrative procedures and facilitate investment and business activities and those showing signs of authority abuse for personal gains will be replaced.
The Ministry of Industry and Trade is tasked to coordinate with related ministries, agencies and localities in supervising the reduction of investment and business conditions.
The Ministry of Natural Resources and Environment is responsible for implementing necessary measures to reduce the time for registration of asset ownership and use rights to 20 days.
The Ministry of Construction will continue speeding up the reform of administrative procedures for construction licensing and grant of building permits online.
The Ministry of Education and Training will focus on quality of education and training institutions and have mechanisms to inspect education quality.
