Strict management of social networks proposed

Social networks with one million or more active users or 10,000 or more permanent users per month would have to apply for an establishment license.

This is highlighted in a draft decree compiled by the Ministry of Information and Communications (MIC) to revise Decree 72 of 2013.

Meanwhile, social networks with less than one million active users per month would only have to notify their operation to the MIC and obtain acceptance from this ministry.

A measurement instrument would be appended on social networks by the MIC to keep a close watch on the number of permanent active users.

Also under the draft, only licensed social networks would be allowed to collect service charges and provide live streaming services.

For provision of public information across the border which is used in Vietnam or accessed from Vietnam, the draft requires foreign organizations, businesses and individuals to comply with Vietnam’s relevant laws. Competent state management agencies would have the right to take necessary measures to ensure that policies on development and management of online information are implemented in accordance with law.
