National digital transformation will not only
be conducted at State and Government agencies but go far beyond, especially at
enterprises, Deputy Minister of Planning and Investment Tran Quoc Phuong told
a Government
press conference on January 4.
The national
digital transformation programme is a mission put forward
within the upcoming 13th National Party Congress’s draft documents.
Businesses restructuring in line with the application of digital technology is
a crucial requirement for growth and a prerequisite to create a growth
breakthrough in the time to come, he noted, adding that slow digital
transformation could see Vietnam’s economy lag behind.
When there are specific programmes and projects implementing the Party’s
resolution, he said, the National Assembly and Government will set forth measures
suitable for each sector.
The Ministry of Planning and Investment has proposed the Government carry out a
support programme targeting businesses, especially those of small and medium
size, to help them catch up with digital transformation trends right from the
beginning of 2021.
To build e-Government, e-economy, and e-society, Minister and Head of the
Government Office Mai Tien Dung stressed the need for Vietnam to resolve issues
relating to institutions, platforms, and human resources training, and to
handle relations between State administrative agencies, between State
administrative agencies and people and businesses, and between businesses and
public service providers.
He proposed improving the operation of the national public service portal and
intensifying non-cash payments./.

Compared with businesses in the US and Europe, the digital transformation process in Vietnamese enterprises is less risky and simpler.
The proportion of Vietnamese mobile phone users is higher than the average level in the world and the demand for the services related to mobiles and the internet is increasing rapidly.

Meanwhile, the systems in Vietnam bear little systematic risks. Vietnam can carry out digital transformation faster and safer. It is the right time for Vietnam to grab opportunities to boost its growth.
In the field of healthcare, the COVID-19 pandemic had proved that digital transformation is vital in the management and operation of medical establishments.
The health sector aims to apply digital technology in most of its activities and services by 2030, towards the formation of a smart health care system.
Digital transformation was successful only when the progress attracted the participation of the entire population, meaning that digital technology services as well as network security must be universal with reasonable prices, easy to use and convenient for everyone.
Digital economy was very important to productivity and efficiency of the economy in the coming years and motivation for rapid improvement in labour productivity.
It was necessary to develop an appropriate legal framework, create favourable conditions for investment in digital infrastructure and services, providing support to start-ups, and encouraging innovation and technology improvements to increase the preparedness towards digital technology era.
During the toughest and most challenging times, technology is the key to opening up opportunities for growth, operation optimising, improving customer experiences and creating new business models.
In the new normal, the digital transformation would bring bigger effects, which would enable enterprises to play the critical role in shaping new realities.
With its great potential in IT, Vietnam is sharing experiences and also learning lessons from other regional nations to develop itself into a veritable digital economy and the ASEAN into a big digital economy.
Vietnam’s efforts to develop a pro-business e-government and a digital economy have received applause from the international community, especially amid a surge in the pandemic hurting economic growth.
From 2021, a digital transformation ranking will be given to ministries and provinces each year, measuring the extent to which national and local authorities have developed online activities in all areas of society and economy.
