Lam was one of the top officials to talk about new viewpoints and guidelines of the 13th National Party Congress at the two-day online national conference which drew the attendance of Party members of the 67 Party Committees of centrally-run cities, provinces and central agencies,  and more than 7,300 committees at local levels.

Accordingly, national security not only covers political security and military security but also non-traditional security issues such as cyber security, terrorism, organized crime, trans-national crime, financial-banking security, energy security, food security, environmental security among others.

For the first time, “human security” was added as the latest element of the national security as part of the effort to concretize the provisions of the 2013 Constitution.

The adoption of this new component indicates that the Party places humans at the center of all activities and considers protection of safety and security of people as one of the foremost task./.
