New green growth strategy adopted to build a green economy

The nation determines to slash greenhouse gas emission by at least 15 percent by 2030 against the level recorded in 2014; and 30 percent by 2050.
Such is provided under Prime Minister Decision 1658/QD-TTg, approving the national strategy for green growth for the 2021-30 period, with a vision toward 2050.
The ultimate goal of the strategy is to accelerate the process of economic restructuring in association with growth model transformation in order to achieve economic prosperity, environmental sustainability, and social equality.
It also aims to build a green and carbon-neutral economy, contributing to slowing down the global warming.
Specifically, the strategy expects to reduce the primary energy consumption per average GDP by 1-1.5 percent per year, while the proportion of renewable energy in the total primary energy supply will reach 25-30 percent over the next decade.
By 2030, digital economy will account for 50 percent of GDP, the forest coverage rate will be kept at 42 percent, and at least 30 percent of the irrigated dry crop areas will apply advanced and water-saving irrigation methods.
To achieve the above goals, the Ministry of Planning and Investment is assigned to formulate and submit to the Prime Minister for promulgation the national plan of action on green growth for the 2021-30 period within six months after this strategy is approved.
Meanwhile, the Ministry of Finance will be responsible for developing and completing preferential financial policy tools as well as programs and solutions to promote capital markets and green insurance; using tax and charge instruments to regulate consumption behaviors which are harmful to people’s health, culture, and the environment.
Besides, other ministries and sectors will have to work out specific solutions to implement the strategy, focusing on improvement of mechanisms and policies before integrating them into green growth targets and solutions.

Science and technology, digital transformation, innovation, culture, healthcare, education, and equality in access to opportunities and benefits from growth achievements will be promoted to ensure the dual tasks of achieving green and inclusive growth and building a Vietnamese society in which no one is left behind.
Targets, missions, and measures in the new strategy will be based on a wide range of quantitative methods, econometric models, cost-benefit analysis, and the impact on socio-economic development.
Measures to cut greenhouse gas emissions were carried out widely
The national strategy on green growth for 2021-2030, with a vision to 2050 plays a crucial role in promoting economic restructuring alongside growth model renovation
It is an important approach to pursue sustainable development, thus contributing to post-COVID-19 economic recovery, transitioning to green economic development, and at the same time creating a premise to realise the long-term targets of low-carbon emissions and carbon neutrality so as to contribute to limiting global temperature rise
In light of the approved orientation, the strategy was developed on the basis of extensive consultations with stakeholders in ways consistent with recent COVID-19-pandemic prevention regulations
The development process of the strategy received strong support, cooperation and input from ministries, sectors, localities, relevant industry associations, embassies, international organisations, and development partners
The strategy sets four important goals, namely reducing greenhouse gas emissions, greening economic sectors; greening lifestyles and promoting sustainable consumption, and greening the transition
This aims to assess comparative greenhouse gases (GHG) emission mitigation potential per unit of economic output, helping to determine the extent of environmentally-friendliness of the economy as its size is increasing, contributing to realising the dual goal of protecting the environment and developing “rapidly and sustainably,”
Representatives from ministries, sectors, localities, embassies, international organisations, development partners, and businesses spoke highly of the new approach which was employed to determine the feasibility of the goals set forth in the strategy.
Green growth contributes to the restructuring of the economy in conjunction with renewing the growth model, raising the competitive capabilities and the ability to withstand external shocks, as well as the actualization of the Strategy for socio-economic development in the 2021-2030 period, the system of national master plans together with the development strategies of industries and fields.
Green growth is an important method to carry out sustainable development and directly contributes to the reductions in greenhouse gas emissions as a step towards a carbon neutral economy in the long run.
The orientation of green growth is to invest into advanced technologies, digital transformation along with smart and sustainable infrastructure; creating momentum so that private investments play an increasingly important role in the green economy.
Accomplish green growth, thereby contributing to the restructuring of the economy in conjunction with renewing the growth model, in order to achieve economic prosperity, environmental sustainability and social equality; strive towards a green and carbon neutral economy; contribute to the realization of the goal to reduce global warming.
Transform the growth model with an orientation towards greenifying economic sectors; applying the circular economic model through the thrifty and efficient utilization of natural and energy resources, with science and technology as the foundation; applying digital technologies and digital transformation; developing sustainable infrastructure to raise the quality of growth; bringing into play the competitive advantages and reducing the negative impact on the environment.
Build a green way of life combined with a lifestyle that embraces the fine traditions in order to create a high-quality life that is in harmony with nature.
Raise the quality of life and the people’s resilience in the face of climate change; ensure equality in the conditions and opportunities to bring into play and benefit from the achievements of development, leaving no one behind in the process of green transformation.
In accordance with the assigned authorities, organize the implementation, supervision and evaluation of the outcomes from fulfilling the tasks laid out in the Strategy, ensuring that they are consistent and synchronous with the socio-economic development plan of the corresponding level; prioritize the balancing and allocation of the budget for activities that implement the Strategy.
Encourage the participation of the whole society in the implementation of the Strategy, as well as in the supervision and evaluation of the Strategy’s implementation, and of the economy’s level of greening.
