Congress discusses to ratify UN conventions

In the attempt to promote all
the values of the human rights, Vietnam
is joining more and more UN conventions on human rights. Vietnam is
playing an active role to fulfill its obligations as a member of UN’s Human
Rights Council, showing its effort to bring all
international legal rights for Vietnamese people as well as promoting civilized
values to international community.
The United Nations Convention
on the Rights of Persons with Disabilities (CRPD) and the UN Convention against
Torture and Other Cruel, Inhumane or Degrading Treatment or Punishment (CAT)
were submitted to the National Assembly (NA) for ratification on October 23.
Speaking at the plenary session, President Truong Tan Sang said the CRPD was
ratified by the UN General Assembly on December 13, 2006. Eight out of the 10
ASEAN member states have approved the convention, with Vietnam signing
the document on October 22, 2007, but not ratifying it yet.
The ratification of the CRPD, the last step required for the country to
officially become a party to the convention, is crucial at this point in time,
since it would demonstrate Vietnam’s
strong political commitment to protecting and promoting the interests of people
with disabilities, he said. The President added that it would also create a
basis for the country’s dialogues on human rights with other countries and
international organizations.
Minister of Labor, Invalids and Social Affairs Pham Thi Hai Chuyen said the
ratification of the CRPD would help improve the legal framework on people with
disabilities, enabling individuals to access better jobs and enhance their
livelihoods.
She added that Vietnam’s
laws are basically in line with the CRPD, but some legal regulations still need
to be amended in order to fully implement the convention.
During the same session, President Truong Tan Sang submitted the CAT for
ratification.
Chairman of the NA’s Committee for External Relations Tran Van Hang said the ratification
of the CAT is in accordance with Vietnam’s guidelines and policies,
as well as the 2013 Constitution, noting that it is an important legal basis
for the protection and implementation of human rights in the country.
Highly appreciating Vietnam’s
effort, UN Coordinator in Vietnam,
Pratibha Mehta, stated that all institutions of the United Nations (UN) will
continue assisting Vietnam
in hastening the approval of the UN CRPD and CAT.
Becoming an officially
recognised party to the convention would act as a foundation for Vietnam to
increase talks on human rights with other countries and international
organisations, as well as engaging with the UN human rights bodies, he added.
Vietnam’s
participation in the conventions presents the country’s commitment to combating
all acts of torture and cruel treatment, protecting and promoting the interests
of people with disabilities and ensuring the strict implementation of the basic
rights of the human.
The move also shows Vietnam’s
active international integration and its sense of responsibility for issues of
common concern around the world./.

Vietnam is joining with international community to buil a better world, in which everyone is equal.
Vietnam has the same standard on human rights with every countries on the world. There is no reason for someone to criticize us for this issue.
The ratification of the CRPD would demonstrate Vietnam’s strong political commitment to protecting and promoting the interests of people with disabilities
This move is also creating a legal basis for the country to affirm to the world its stance on the matter of persons with disabilities and human rights when Vietnam becomes a member of the UN Human Rights Council for the 2014-2016 tenure.
The ratification of the convention is a final step for Vietnam to become the signatory of the document, including international conventions on human rights
This clearly shows Vietnam effort in international engagement in all aspects such as economics, society, politics, etc.
I wonder to know what the hostile forces are going to distort this democratic move of Vietnam?
They'd better keep silent or support us to implement these UN conventions when they be effective.
I agree with Mr Cuong, they now have nothing to criticize us, in my opinion Vietnam is going to be too democratic with some subjects.
to make those Conventions effective in life there are some legal regulations still need to be amended in order to fully implement the conventions
