Important time for TPP

One of the important issues to be discussed at the 22nd
APEC Summit in Beijing, China is that APEC members agreed to promote the
liberalization of trade, strengthen the connection for a dynamic and more
competitive APEC, to deal effectively with the challenges ahead.
On the occasion of the 22nd APEC Summit in Beijing, China,
the leaders of the 12 members of the Trans-Pacific Partnership (TPP) hold the
fifth meeting. In comparison with the 4th in Bali, Indonesia
at the APEC in framework of the 21st APEC Summit last year, so far
the negotiations between TPP members also have achieved many positive results.
All leaders of TPP members have said that this moment is a very important time
for negotiations and and political decisions to end negotiations in short
coming time.
About TPP, a lot of content are unanimous, only some
TPP members continue to negotiate. There are also a number of bilateral
negotiations between Japan
and the US, among several
other members, including Vietnam,
the United States.
However, the amount is not much, the leaders expressed hope these countries
will end the negotiations in the near future. They all wish to achieve a high
standard agreement with balance of interests which takes into account
differences in levels of development of member countries. As for Vietnam,
President Truong Tan Sang stressed the need to take into account the reality of
country; other leaders all concurred towards handling such problems.
For Vietnam,
the issue of the goods’ origin, especially in the field of textiles is content
that the US
and other countries interested. In the past year, we try our best to persuade
and mobilize the business community, including the Association of American Businesses,
the US
manufacturers, exporters, and particularly made consultation to Vietnam Business
Council. Until now, the problem of the goods’s origin, including textile goods,
has found the basically standard to meet.
In recent years, our business has been consulted by
Government agencies during the negotiation of free trade agreements, especially
the TPP. Many businesses also directly proposed to Vietnam’s agencies attention to the problems we will encounter
besides advantages when we negotiate or conclude agreements signed to free
trade. Although Vietnam
enterprises are given full information about the contents of the free trade
agreement, they are still not proactive.
On the other hand, measures to minimize impacts on Vietnam
are limited. This is content that the Prime Minister, the ministries, the
National Assembly require business community to adapt, seize the contents in
the treaty of free trade zones, take the benefits from those agreements.
There are many opportunities for Vietnam but also many difficulties which require
bravery of Vietnam
now. Our business through a time of integration have more or less experiences.
In 7 years as a member of the WTO, many Vietnamese businesses were successful,
not only to stand in the domestic market but also reaching out to foreign
markets. These ones dare to confront challenges, explore learning, technology
innovation, equipment investment, improve their self-management skills and
always set higher goals, not content with reality. The succcesful stories of
these enterprises should be followed by our ones.

According to some analysts, Vietnam would be the largest beneficiary on the TPP track and of an Asia-Pacific-wide Agreement.
The TPP will benefit the economy of Vietnam thanks to import tax incentives pledged by TPP members for the major exports of Vietnam, including garments and textiles.
The garment and textile sector has become Vietnam’s spearhead industry with a large amount of export revenue among other export items.
However, in order to benefit from such incentives, Vietnamese garment and textile products have to satisfy the “Yarn Forward” ROO (Rule of Origin), which requires TPP nations to use TPP member-produced yarn in their textiles to have duty-free access.
ietnam ought to boost support industries to ensure local supply of materials and reduce dependence on imports while improving the quality of the design sector, in a bid to ensure the stable and sustainable development of the garment and textile industry.
Also, the Government should build exclusive policies for the industry and zone off industrial zones specializing in garments and textiles, with a focus on the dyeing sector
Vietnam would also face significant challenges in implementing an agreement that requires stringent disciplines in areas such as labor and government procurement.
It also faces tough challenges in maintaining a macroeconomic environment that permits adjustment and encourages long-term investments.
Vietnam’s political system differs from that of the United States but domestic issues will also have a large impact there.
State-owned enterprises play an important role in the economy and could face significant adjustments under the competition policy chapter.
