Vietnam voices concerns over terrorism, violence in Africa

Dang Dinh Quy, Vietnam’s Permanent Representative to the UN, has
voiced concerns over terrorism and extremist violence in Africa which is
threatening the stability and development of several countries in the
continent.
Quy represented Vietnam at the UN Security Council (UNSC)’s debate on “Peace and Security of Africa: Countering Terrorism and Extremism” in New York on March 11. The event was held with China as president of the council this month.
The debate saw the presence of high-ranking officials who shared the view that terrorism in Africa, particularly in Sahel, Lake Chad and Horn of Africa, is alarming and seriously obstructing the peace progress and security in the region and affecting the life of local people.
In his remarks, Ambassador Quy emphasised the importance of addressing the root causes of terrorism and extremism in Africa.
It is necessary to effectively enforce the UN’s international conventions and resolutions on counter-terrorism and suppression of terrorism financing, he said.
The official also highlighted the need for cooperation among African countries to tackle the issues and called for support from the international community to help these countries combat terrorism and violent extremism.
Other representatives also proposed measures to counter terrorism and extremist violence in Africa, with focus placed on addressing political challenges and inequality, promoting the rule of law, and strengthening cooperation and exchange regionally and globally.
They agreed that there should be comprehensive solutions which cover other areas such as socio-economic affairs, human rights, empowerment of women and youth, and that international support is significant for enhancing capacity building and mobilising resources to fight terrorism in Africa./.

Terrorism is a transnational organized action against the UN’s principles and purposes which are to maintain international peace and security and settle international disputes by peaceful means.
In recent years, terrorism has increasingly become an urgent global issue.
Beside the great loss of people and property, terrorist activities also cause a permanent alarmed and fearful state for the world community.
preventing and suppressing terrorism is the common task of nations worldwide
Along with many other countries worldwide, the Government of Vietnam has been actively participating in the fight against terrorism.
This is shown in the persistent policies of the State and the Government in fighting crime in general and terrorism in particular.
Vietnam considers terrorism as indefensible and strongly condemns and suppresses it, especially when this crime is used against ordinary people.
Presently, Vietnam has some legislative regulations related to preventing terrorism including the Common law and the Procedural law.
The world community has not had a common and acceptable definition of ‘terrorism’ even though great efforts have been made to define this crime.
The common purposes of every country are preventing international terrorism and preserving peace and security.
Vietnam is fully aware of the potential dangers and consequences of terrorism acts in all areas of life in all states.
Vietnam stresses that states need to maintain consistent positions on terrorism, in particular “not supporting, harbouring and indulging terrorists or terrorist attempts against international peace and ecurity”.
Vietnam is on the way to compiling a law on mutual legal assistance and shall issue a law or ordinance on the extradition of criminals in the near future to have a basis in implementing international obligations related to mutual legal assistance in criminal matters and criminal
extradition.
Vietnam is actively concentrating great efforts to research the content and consider the possibilities of acceding to the last four international conventions related to the prevention and suppression of terrorism that Vietnam has not been a member.
In the context of the worsening situation in the region, countries should join hands to resolve the instability there, including organised crime and the impact of climate change on regional security.
Terrorism, organised crime and intercommunal violence are often intertwined, especially in peripheral areas where the State’s presence is weak.
In those places, extremists provide safety and protection to populations, as well as social services in exchange for loyalty.
Counter-terrorism responses must focus on gaining the trust and support of local populations.
At this moment, Vietnam has signed 14 bilateral treaties of mutual legal assistance of criminal cases, of which 13 treaties contain provisions of mutual legal assistance and criminal extradition.
apart from 8 international conventions related to the prevention of terrorism, Vietnam has signed the UN Convention for fighting against transnational organized criminals and the UN Convention for fighting corruption, which have many provisions on mutual legal assistance and
criminal extradition.
