After five urgent and serious workdays, the 13th plenum of the 12th Party Central Committee (PCC) wrapped up in Hanoi on October 9, having completed all items on the agenda. The committee raised the spirit of responsibility, discussed all issues in a democratic and frank manner and contributed many intellectual opinions to various reports and projects related to socio-economic issues, the 12th-tenure PCC’s draft political report to be submitted to the 13th National Party Congress as well as personnel preparations for the 13th-tenure of the PCC, among others. |
Regarding the country’s socio-economic situation in 2020, the PCC spent time on researching, discussing and evaluating objectively and comprehensively the socio-economic situation of the country, pointing out results and achievements as well as clarifying shortcomings, limitations and lessons learned. The meeting agreed that in the first nine months of the year, the COVID-19 pandemic caused the global economy to fall into a heavy recession with negative growth; seriously affecting Vietnam's deeply integrated economy. Thanks to the striving efforts and significant contributions of the entire Party, people and army, Vietnam is still highly appreciated by international friends, considered a bright spot in the world in epidemic prevention and control and socio-economic development. The people's confidence in the Party, the State and the socialist regime has been constantly strengthened and improved. Vietnam’s economy still posted positive growth, reaching more than 2% in the first nine months of the year, with predictions ranging from 2% to 3% for the year (considered one of the 16 most successful emerging economies in the context of the pandemic). The macro economy has been stable, the great balances of the economy have basically been ensured. Improvement has been seen in culture and society, while people's standard of living has been guaranteed. The fight against corruption, waste, and illegalpractices continued to be focused on a drastic and effective direction. Foreign affairs and international integration in the context of the pandemic have achieved many important results, contributing to enhancing the country's reputation and position in the international arena. National defence and security have been strengthened, and national sovereignty has been maintained. In addition to these respectable and proud achievements, the PCC also pointed out that the country’s socio-economic situation is still facing great difficulties and challenges. Economic growth has slowed down to its lowest level in 30 years. Production and business has declined; employment and income of the employee has been negatively affected; ensuring major economic balances faces many difficulties. Therefore, it is necessary to review and evaluate objectively and comprehensively the results and seek appropriate adjustment plans to ensure the highest socio-economic development across the final months of thisand the following years. Regarding the socio-economic development plan for 2021, the Committee agreed that Vietnam will enter the year 2021 with many new difficulties and challenges more severe due to the impact of the COVID-19 pandemic and the global economic recession. However, the Party has proactively identified, promptly set out and drastically led and directed the organisation of as well as the synchronous and effective implementation of guidelines, policies, and response measures. Many valuable experiences have been drawn for the coming time. In the immediate future, it is necessary to strengthen the analysis and forecasting of the situation, carefully review and correctly identify the main indicators and balances of the economy and development orientations for a number of important branches and fields,key breakthrough solutions with a high level of feasibility. On the basis of the results, achievements and lessons learned in 2020, the PCC has decided on key targets and tasks as well as synchronous solutions for socio-economic development in 2021 and the following years. The meeting focused on in-depth discussions with many specific, relevant and unified comments on the contents that need to be supplemented and revised to submitted to the 13th National Party Congress. The PCC acknowledged and praised the Congress’ subcommittees and related agencies for urgently and seriously updating the situation, synthesising, analysing and collecting reasonable comments, thus completing one more step on the documents submitted to the PCC at the plenum. The PCC said that the new drafts were prepared in a very meticulous, methodical, intellectual, democratic manner; thoroughly grasping the principle of a combination between theory and practice, consistency and innovation, as well as inheritance and development. The draft documents have inherited, supplemented, and properly developed the Party’s reform path over the past 35 years with many innovative contents and important highlights regarding awareness, vision, general goals, directions, tasks, solutions, and strategic breakthroughs... The PCC assigned the Politburo to direct the sub-committees and relevant agencies to urgently and seriously take on board the comments of the PCC and complete one more step in the drafting of documents to consult deputies of the 14th National Assembly, the Vietnam Fatherland Front, socio-political organisations and people in accordance with the set schedule. Regarding the preparation of personnel for the 13th-tenure Party Central Committee, the PCC highly lauded the Politburo and the Personnel Sub-Committee for elaborately and thoroughly preparing for reports on personnel work. The PCC discussed democratically an objective, fair and comprehensive review of the proposed list of personnel, and voted on those participating in the 13th Party Central Committee and at the 13th Central Inspection Committee. The 13th session of the 12th-tenure Party Central Committee has successfully concluded. In his closing remarks, Party General Secretary and State President Nguyen Phu Trong affirmed that the proper implementation of the Resolution of this session will contribute positively to the completion of socio-economic development tasks in 2020 associated with epidemic prevention and control, as well as to formulating and implementing socio-economic development plans for 2021; continuing to improve the draft documents submitted to the 13th National Party Congress; preparing well for the personnel work of the 13th PCC and contributing to the success of the 13th National Party Congress. |
