The program targets to reduce the nationwide poverty rate by 1-1.5 percent, by over 3 percent among ethnic minority households, and by 4-4.5 percent in poor districts per year.
The number of poor and near-poor households is expected to decrease by half by 2025, according to the program.
The program has six projects, namely:
Project 1: Support for development of socio-economic infrastructure in poor districts
Projects 2: Diversify livelihoods, develop poverty reduction models
Project 3: Support production development, improve nutrition
Project 4: Vocational training and sustainable employment development
Project 5: Housing support for poor households and near-poor households in poor districts

As the country is pursuing inclusive development, it is imperative to raise the minimum living standards and provides the people across the country with an opportunity to access basic public services.
The Vietnamese Government will focus on substantial and sustainable poverty reduction for everyone and at any time.
Investment in infrastructure development in poor districts, remote and coastal areas is a key item of the program.
By 2025, the Government targets to reduce the number of poor and near-poor households under the multi-dimensional poverty standards by half compared to when the program was launched
the Government will support the implementation of 1,000 poverty reduction models to create a better and sustainable livelihood for those that have just escaped poverty, while improving the GDP per capita of households in the project by at least 25% per year.
The Government expected around 500,000 households to benefit from this project every year.
Other key goals of the program include 60% of workers in poor areas receiving job training, and 100% of those seeking vocational training can find it.
While poverty reduction has been a government’s long-term priority, the lack of sustainability remains a key challenge as many in disaster-hit areas have returned to poverty.
Given the limited State budget, close supervision from legislative bodies is required to ensure effective implementation of the program
Priorities should be to improve transport infrastructure and inter-provincial linkage
People living in areas subject to high risk of floods and landslides should be relocated to minimize the impacts of natural disasters on their lives.
A comprehensive forecast on opportunities and challenges in realizing the national program on poverty reduction is necessary, especially as the Covid-19 pandemic is putting more hardship on vulnerable groups.

In the next five years, this approach will work to raise household incomes and access to social services for the poor.
