America and Japan set goals to expand security cooperation

Recently, the American and Japanese authorities has set out guidelines for the significantly expanded coordination of security between the two countries in order to better meet prior that a senior official of the U.S. Ministry of Foreign Affairs described as a “modern threat environment”.
Speaking in Washington, the official described the interim guidance as “an important milestonetowards the revision of the Japan-US defense cooperation in order to prevent regional and international hazards. However, the report did not mention any specific threats.
But a senior official of the Pentagon said the changes in the Asia-Pacific region in the past two decades - including cyberspace arena - the rise of North Korea and China as a military and economic power were factors contributing to the revised guidelines.
According to the guidelines, the goal is to have the ability to solve any circumstances affecting the peace and security of Japan, threatening the stability of the region or globe, or other circumstances may require a coalition response.
The report listed intelligence, monitoring, reconnaissance, using the facilities, air defense by missiles, and maritime security in the area in which the United States and Japan intends to expand cooperation.
On July 1st, 2014, The Japanese government eased restrictions on the Japanese military in a historic decision to get the country out of the peace policies in the post-World War II period. This decision was considered necessary to help Japan play a “more active” role in the region, where China's influence is growing as well as it could make Japan can help other countries which are in danger of attack.
Japanese Prime Minister Shinzo Abe has risen 2.2% of Japan's spending for defense, amounted to 48 billion dollars for fiscal year 2014.
Pentagon officials said the countries in the region, including Australia, South Korea and China, have been reported on the negotiations and be given the opportunity to ask questions and get answers about the process.
Without anonymity, the official said: We undertake to carry out an  open and transparent process”.
The guidelines set out further areas of cooperation between the United States and Japan, including space and cyberspace. Among them, it specifically includes enhancement of intelligence sharing, the peacekeeping operations, international humanitarian aid, logistical support and operations to evacuate people.
 The further discussion and consultation between the two allies scheduled to take place at the end of this year to discuss details of the instructions, proceed to a final report.

Therefore, in my opinion, while Vietnam has to maintain an attitude of reasonable restraint against China’s aggressive actions, Hanoi should cooperate with Japan, the US and ASEAN countries to take joint actions, issue statements and make diplomatic moves to force Beijing to withdraw its aggressive action in the East Sea.
