The Communist Party of Vietnam: In fight against moral degradation

Party General Secretary Nguyen Phu Trong has admitted that morality is eroding among Party members, chipping away at public trust and threatening the very political system. He said that falling morality and degrading lifestyles among Party members are evident in corruption, cronyism, bureaucracy, opportunism and individualism that have set them miles away from the public and their grievances.
 The fourth plenum of the twelfth Party Central Committee has adopted a resolution on enhancing the building and rectification of the Party and preventing and curbing ideological, ethical and lifestyle degradation, as well as the manifestation of “self-evolution” and “self-transformation” inside the Party. This could lead to collaboration with sinister and hostile forces” to sabotage the Communist Party of Vietnam (CPV).
There are concerns that the Party is evolving, losing its ideological platform and historical stance, first is the lack of internal Party discipline.
The warning raised in the wake of a series of scandals involving Party members that has left the nation both riveted and demoralized. The government concedes that there have been many high-profile cases, promising strong action against corrupt officials. Recent high-profile corruption scandal occurred at a unit of the state-run oil and gas giant PetroVietnam that led to the arrest of four senior executives and an international warrant for another. The Ministry of Public Security issued an international wanted notice for Trinh Xuan Thanh, former chairman of PetroVietnam Construction JSC (PVC), after charging him with allowing the company to incur losses of around VND3.2 trillion ($147 million) under his watch between 2011 and 2013. The hunt came on the heels of the arrests of four other senior executives at the company, who are all being probed for "violating economic management regulations causing serious consequences”.
Also, the Central Steering Committee on Anti-Corruption announced that six high-profile corruption cases are going to be brought to trial for the first time between now and the first quarter of next year.
The country needs to continue to press ahead with the fight against corruption and wastefulness. The Party must continually renew itself by dismissing and disciplining members who fail to reach the Party’s ethical standards. It is only by campaigns of this nature that the Party can win the trust of the people.
Yes, people’s eyes are discerning and they can see it all. The prevention and fight against the decline in ideology, moral quality, and lifestyle is the most crucial and urgent task. The Party is well aware that it will be an uphill battle, but it cannot just give up because it is relevant to the survival of the Party and the system.
In its report, the government said corruption remains a complicated problem and that “an increasing number of serious corruption cases have been uncovered and reported in many government levels and agencies.”
The report also cited the rankings by Transparency International’s Corruption Perceptions Index. Vietnam was ranked 112th out of 168 countries and territories last year.
The report said, despite many anti-corruption efforts, over the past three years the average number of corruption cases brought into light has steadily declined. Courts have handled fewer corruption cases this year, with fines and recovered losses amounting to only VND92 billion ($4 million).
The Communist Party has been re-educating millions of members about anti-corruption and virtues. The Party has also made it clear that the fight against corruption is critical to its leadership.
The task of implementing Resolution No. 4 of the Twelfth Party Central Committee is both urgent and long-term and requires the appropriate coordination between “construction” and “fighting.” “Construction” is the basic duty and long-term strategy while “fighting” is an important, urgent and breakthrough mission on the principle of maintaining political stability for the national development. It is also necessary to enhance the building and rectification of the Party at the same time to successfully implement the resolutions of Party congresses at all levels and the resolution of the twelfth National Party Congress. In addition, more should be done to revise and perfect mechanisms and policies, especially the mechanism to control the exercise of power by persons holding key positions. There should be strict sanctions for violations in order to prevent and handle thoroughly, openly and lawfully cases related to corruption and other negative phenomena. It is essential to enhance the inspection, supervision and discipline of the Party, as well as to promote the supervisory and critical role of sociopolitical organizations and people during the building and implementation process of policies, and to detect and prevent signs of violations in a timely manner. In the short term, serious and complicated corruption cases which have caused discontent among the people and society must be thoroughly handled.
With a high sense of responsibility and sentiment for the Party and the people, the whole Party, each official and Party member should turn ideas into revolutionary will and action through specific and practical work, considering the implementation of the resolution as a driving force in their daily work. Party cells also need to be more innovative in devising plans for work and ways of operating, and seriously implement Resolution No. 4 on enhancing the building and rectification of the Party and the Politburo’s Directive 05 on strengthening the study of and adherence to the thought, morals and style of President Ho Chi Minh and strictly implement criticism and self-criticism in order to specify and prevent the manifestation of “self-evolution” and “self-transformation” in a timely manner. Party committees at all levels, especially heads of committees, agencies and units must strictly carry out their responsibilities to set good examples.
More than ever, the entire Party, from the Central Committee to local Party cells, from the senior leaders of the Party and State to rank-and-file officials and Party members, firmly believe in the Party, striving to uphold their will and take action, determined to fight to prevent and curb ideological, ethical and lifestyle degradation, as well as the manifestation of “self-evolution” and “self-transformation,” in order to keep the Party strong and clean, worthy of the pride and trust of the people./.

It's an optimistic sign. This is the first time the government “has admitted openly” that many officials, including senior ones, have been neglecting their duties and failing to uphold moral standards and political virtues.
