Don’t be abused by hostile oppotunists
11/6/18
Listening to the
people and critics, the government and the National Assembly Standing Committee
have agreed to ask the legislature to delay the adoption of the draft Law on
Special Administrative-Economic Units to have more time for research and
completion. Despite that, some hostile elements at home
and abroad have incited people to protest causing chaos and instabiities to the
national security.
The draft Law on Special
Administrative-Economic Units of Van Don, Bac Van Phong and Phu Quoc has been
compiled to include Party resolutions and the Constitution 2013 and create a
legal foundation for the construction of the three zones. The Law aims to
create breakthroughs in mechanisms and preferential incentives to boost
economic development.
Prime Minister Nguyen Xuan Phuc affirmed his
willingness to listen with high responsibility to opinions of intellectuals,
experts, people and particularly National Assembly deputies on the proposal of
land lease of 99 years in the draft law on special administrative-economic
units.
“The last decision will be made by the
National Assembly. Whatever the decision is, the Government will respect it,”
stated the PM.
Regarding land lease duration, the government
will consider and submit regulations to the National Assembly, as prescribed in
the Land Law. There will be no regulations on a special land lease of up to 99
years at special economic zones. The PM also emphasised the need for attractive
policies to facilitate investment but top priority must be given to national
interests as well as to ensuring national independence, sovereignty and
freedom.
The delay aims to successfully build the three
special administrative-economic units while ensuring national defense and
sovereignty and meeting the aspirations of legislators, voters and people
nationwide, according to the Office of the Government.
However, taking
advantages of the situation several anti-government individuals have spred toxic and distorted arguments and incited
people to protest nationwide. They are similar faces, some in religions like
Phan Văn Lợi, Đinh Hữu Thoại, Lê Ngọc Thanh, Nguyễn Mạnh Hùng…, other
oppotunists such as Lê Hiếu Đằng Club, Civil society forum, the so-called league
of independent Vietnamese writers, Phạm Thành, Nguyễn Tường Thuỵ, Nguyễn Văn Đề,
facebookers Hiện Đặng, HienDuongquang, Huy Nguyễn, etc.
Abusing people’s patriotism
of fearing that the lease land regulation would be dominated by neighbouring
China, these objects have carried out anti-State posts on Internet and social
networks like Facebook, Youtube. More dangerously, some foreign anti-Vietnam
groups like Viet Tan, the Provisional national government of Vietnam (led by
Đào Minh Quân) have called for terror acts in Vietnam. Through facebooker Lisa
Phạm, they appealed for a campaign “Three Cleaning” (Totally Burning, Destroying
and Killing).
Unfortunely, many people were deceived by
these false propaganda, they gathered and protested in several cities
since June 10th, including Hanoi, Ho Chi Minh City, Nha Trang, Da Nang,
and even smaller areas such as My Tho — Tien Giang, Ho Nai —
Dong Nai and a few Catholic areas in Nghe An Province.
Although the rallies have been described by
observers as peaceful, some were incited to assault the police and authority
officials. People should be aware and alert on those hostile forces’ plots, and
do not take part into wrong activities against the Vietnamese Party and State
and do not cause instabilities to the nationa security. Who still conducts
anti-State activities and distorted propaganda will be strictly punished in
accordance with the law. /.

People should be aware of what those hostile forces aim to destroy the country's peace and security. They just make things worser!
Don't be blind to believe and follow what they incited. They are all wrong and cause more troubles to the country than construct.
Be true patriots, be constructive and responsible!
I agree with the law, but the special administrative-economic units should have special government organisation with outstanding authority and operation mechanisms to ensure smooth development of the areas.
Institutions and legal regulations for special administrative-economic zones in Quảng Ninh, Khánh Hòa and Kiên Giang provinces must be different from other cities and provinces to attract investment.
The law must be built in line with regulations of the Constitution but it should have features to increase competitiveness and attract investments.
The law is still needed but lease land regulation and time of land leasing need to be reviewed.
It is necessary to push ahead with reforms in building institutions and policies for development to create better conditions for enterprises and citizens.
The bill is being adjusted and completed, he said, adding that the National Assembly will carefully analyse all ideas related to the draft law before approving it.
