Human Rights Council ended the 27th regular session

In the September 26
afternoon, fternoon 26-9, in Geneva, the Human
Rights Council of the United Nations (UN) closed the 27th regular
session in Geneva.
After 3 hard-working and funky weeks, the Human Rights Council passed 32
resolutions and decisions, 4 chairman's statements. Ambassador Nguyen Trung
Thanh, head of the Permanent Mission of Vietnam to Geneva, as head of Vietnamese delegation
attended this meeting.
During 3 weeks of working
with more than 30 plenary sessions, 9 seminar sessions and informal negotiating
session, the Human Rights Council focused on discussing important issues
related to the enjoyment of human rights that the majority of the countries
concerned. Council also discussed and reviewed the report of the UN agencies on
human rights situation in the Syrian, Sri Lanka,
and technical assistance on human rights for South Sudan, Sri Lanka, Cambodia,
Cambodia, Israel, Yemen,
Central Africa, Sudan,
Democratic Republic of Congo. Council also considered and adopted the statement
of Universal Periodic Review (UPR) of 14 countries. Since this was a regular
session at the end of the year 2014, the Council also reviewed and discussed
the annual report of the UN High Commissioner for Human Rights, Office of the
High Commissioner and the Secretary-General on the implementation of UN
resolutions that Human Rights Council adopted at previous sessions.
This is the third regular
session and closes Vietnam’s
first year participating as a member of the Human Rights Council. Vietnamese
deligation has actively contributed substantial construction of all the key
topics discussed at the meeting, which further confirmed to the international
community about commitments to the promotion and protection of human rights by
the Government of Vietnam as well as enhancing policies, efforts and achievements
in ensuring and protecting human rights in Vietnam, as well as plans to actively
and positively participate in dialogues, cooperation and international
integration in the field of human rights. The speeches of Ambassador Nguyen
Trung Thanh, Head of the Permanent Mission of Vietnam on behalf of ASEAN at the
opening session and at many other discussion sessions was highly appreciated,
especially the speech on the rights of children, women, gender equality,
history education... Vietnam
deligation also contributed unprejudiced and building speeches in the review
session on o reports of universal periodic review of other countries.
The majority of the country,
regardless of the different interest groups were highly appreciated Vietnam’s balancing
and comprehensive approach to promote dialogue and cooperation, respecting for
international law and taking into account the legitimate interests of
concerning parties which were expressed through speeches as well as
participation in the process of negotiating a draft resolution on the many
different issues such as the role of NGOs, sexual orientation and gender
identity, security for journalists, foreign debt, sanctions and human rights,
equitable world order and democracy...

With a view to contributing further to the joint efforts of the UN and the international community in promoting and protecting human rights on the world, Viet Nam has joined almost all important international conventions on human rights and made efforts to make basic human rights be respected and better ensured.
Over the past few years the Government of Viet Nam has increased its engagement with international human rights mechanisms.
There are also other encouraging recent developments, including proactive consultation on draft laws with stakeholders.
Viet Nam has ratified a number of international conventions on human rights and agreed on steps to implement them.
Viet Nam has ratified five out of nine UN core human rights treaties.
Covenant on Civil and Political Rights. This report will provide an important baseline on the status of implementation of civil and political rights in Viet Nam which can be used to revise several important laws on civil and political rights, such as the law on referendum, the law on access to information…
In practical terms, the UN system provides technical assistance and capacity development, promotes evidence based advocacy and sharing of international best practices.
The adoption of the new Law in June 2012 marked an important step forward in the protection of rights and access to justice in Viet Nam.
We are also engaging in cooperation with national authorities on application of the international standards to address needs of women in justice, including those in prison.
The UN is currently supporting the Government to prepare for ratifying the Disability Convention, and we are also working with organizations of disabled people to ensure their right to participation in economic, social and political life is better reflected in public service delivery and national legislation.
