No force could undermine Viet-Lao special relationship

2017 is a special year in the Vietnam-Laos relationship as it marks the 55th anniversary of bilateral diplomatic ties and the 40th anniversary of the Treaty on Amity and Cooperation. Through those years, the Parties, States and people of Vietnam and Laos have made every effort to deepen the relationship across all fields in an effective and pragmatic fashion, both bilaterally and multilaterally, through diverse cooperation methods and the channels of the Party, State and people.
The special relationship was established by late Presidents Hồ Chí Minh, Kaysone Phomvihane and Souphanouvong, and have been nurtured by generations of Vietnamese and Lao people.
Laos and Vietnam are the neighbors in Indochina sharing the Mekong River and leaning on the Truong Son range. They have long-lasting close ties and have supported each other in the past national liberation struggles and current national development.
“In the world’s revolutionary history, there have been several models of proletarian internationalism but there has been no other such special, everlasting solidarity and friendship”, said President of the Lao Revolutionary People’s Party Kayson Phomvihan about the Vietnam-Laos relationship.
Vietnam-Laos relations entered a new period of development after 1975 when Vietnam was unified and the Lao Revolutionary People’s Party was founded.  The two countries signed the Treaty of Amity and Cooperation in 1977 to strengthen bilateral comprehensive cooperation.
President of the Laos-Vietnam Friendship Association Vilayvonge Budakhame said: “The Vietnam-Laos relationship is rare and special. Leaders of both countries treasure bilateral ties and pay attention to educating their younger generations about this close bond.”
Under the Treaty on Amity and Cooperation, the two sides pledged to cooperate comprehensively to boost their development and prosperity. The agreement serves as a basis to expand relations in politics, national defense, security, diplomacy, economics, investment, education and training. In the last 40 years, economic cooperation has been the driving force for bilateral cooperation in other fields.
The two countries have pursued a foreign policy of independence, self-reliance, diversification and multilateralisation of international relations. They have attached importance to consolidating and enhancing bilateral ties in the spirit of “good neighbourliness, traditional friendship, comprehensive cooperation and long-lasting sustainability” and on the basis of respect for each other’s independence, sovereignty, territorial integrity and no interference in each other’s internal affairs.
The two sides also stressed the importance of maintaining peace, stability, security, safety and freedom of navigation and aviation in the East Sea (South China Sea); settling disputes via peaceful means and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); implementing fully and effectively the Declaration on the Conduct of Parties in the East Sea (DOC), and reaching soon a framework for the Code of Conduct in the East Sea (COC).
Lao PM Sisoulith noted that bilateral ties have grown steadily since the establishment of diplomatic ties, especially since the signing of the treaty in 1977. The ties have been fruitful in many areas, bring practical benefits for both peoples. Locality-to-locality connections have also been strengthened, helping boost trade and investment ties.
Lao National Assembly Speaker Pany Yathotou said: “Despite rapid changes in the region and the world, the special friendship and comprehensive cooperation between Vietnam and Laos have been fostered for the prosperity and happiness of the two countries and peoples. We promise to accompany our Vietnamese comrades in bolstering our great ties, and special solidarity and the comprehensive cooperation between the two Parties, States, and peoples.”
This year is the Việt Nam-Laos Solidarity and Friendship Year, which has seen many activities celebrating 55 years of diplomatic relations and the 40th anniversary of the Việt Nam-Laos Treaty of Friendship and Co-operation. Hope for more achievements in cooperations between the two countries./.
