Profound understanding of civil society in Vietnam (Part 2)

In recent years, the hostile forces have also sought to promote formation of “political pluralism, multi-party opposition” in Vietnam in which the premise has been the formation of political civil society organizations.
Organization and method of operation base on taking advantages of the digital space, statements, supporting signatures as a moral commitment to form virtual civil society organizations. For example, claims “Vietnam’s path movement”; “Statement 258” (statement of Vietnam Blogger Network protesting against Vietnam stood for election to the Human Rights Council of the United Nations and claimming for abolition of Article 258, Criminal Code, 1999), “Statement on civil and political rights enforcement”; Declaration for launching network of “Civil Society Forum”... Notably, somebody has called for accelerating non-governmental organizations in Vietnam recently, called the hook between civil society organizations with international NGOs... They even called civil movement should “move further” not only on the internet forums but also forming groups in society according to the peaceful and non-violent motto. The formation of civil groups was the first step. Besides, they also found way to split the Party and State leaders. They openly attacked the leadership of the Party and considered them as the “totalitarian regime”. Corruption is due to the dictatorship of the Party... “Only political pluralism and multi-party can fight corruption”... They also said only pluralistic system can protect the territorial integrity of the Fatherland! Sometimes they blatantly declared their goal is to “transform peaceful totalitarianism to democracy”.
Regarding mode of their operations, firstly these organizations take advantages of the provisions of the Constitution and the international conventions on human rights to attract participants, publish articles, establish the founding team, group and cheer for the “peaceful, non-violent activities”. On online forums, they focus on demanding freedom of speech, press, especially the freedom of the internet in order to develop their organizations and popularize opinions on Western democracy and human rights. They exaggerate the mistakes, shortcomings of the Party and the State; smearing and slandering many leaders of agencies and organizations especially law enforcement agencies in order to erode the confidence of the people to the Vietnam Communist Party and regime of socialist society.
Respecting, protecting and ensuring human rights and civil rights including the right of forming associations, the right to freedom of the press... are the nature of our Party and State. This has been recorded in many documents of the Party and State. Platform for national construction during the transitional period towards socialism adopted in Congress XI inscribed: “Vietnam Communist Party respects the autonomy and supporting voluntary, positive, creative activities and sincerely listen to opinions from the Vietnamese Fatherland Front and contributions from the unions. The Party and State have mechanisms and policies to facilitate the Vietnamese Fatherland Front and people’s organizations operating effectively, performing supervisory role and social debate”. Inheriting the previous Constitution, the 2013 Constitution constitutates rights of forming association in Article 2, Chapter II: “Citizens have freedom of speech, freedom of the press, access to information freely, free to assembly, association, demonstrations. The implementation these rights prescribed by law”.
Although the law on the right of forming associations under the 2013 Constitution is in the process of building but in practice this right was guaranteed in Vietnam. Many civil society organizations with the voluntary, self-reliance in all aspects of life and have a positive contribution on the social sector, particularly in terms of humanity, charity, social security. Many non-governmental organizations act in Vietnam. These organizations are not only recognized but also supported by the State. According to statistics published in the International Conference on Cooperation between Vietnam and non-government organizations (in 2 days of November 28 and 29, 2013 in Hanoi), the number of international non-government organizations have relations with Vietnam are  up to 990 in 2013.
The platform of our Party as well as policies and laws of the State to the civil society organizations are transparent and clear: Respecting and highly appreciating every voluntary social organizations towards the goal of building a civilized society in which human rights and civil rights are better secured. It can not be denied that there are mistakes, shortcomings in our country but in reality our Party, State and people have realized and determine to overcome. Therefore, we do not accept anyone - individuals or social groups at all level to abuse the right to set up and operate the so-called civil society for power or for state power, abolish political regime, deprive the basic achievements of Vietnam's revolution in nearly a century.

This concept is not new but its connotation is variable in each society. If carrying connotations of Ưestern society to Vietnam, it is necessary to reconsider.
