A significant milestone in Vietnam’s history

 This day 70 years ago (January 6th 1946) marked a significant milestone in Vietnam’s history when Vietnamese citizens (aged 18 onwards), from the plains to mountainous regions, from urban to rural areas, regardless of gender, for the first time enjoyed their suffrage, choosing their deputies for the National Assembly’s first tenure. That General Election day has become the traditional day of the National Assembly of Vietnam, an important event bearing great significance in the revolutionary cause of the country. The General Election also marked a glorious milestone of the 20th century, confirming the leadership role and wisdom of the Communist Party of Vietnam and President Ho Chi Minh.
The first general election 70 years ago was conducted under the most advanced principles of democracy: universality, equality, and direct and secret ballot. The General Election received good results a turn-out of 89%, electing 333 deputies to the National Assembly. 57% of the deputies belonged to different political parties; the rest were not members of any political party; 87% of the deputies were workers, peasants, and revolutionaries, with 10 female and 34 deputies from ethnic minorities. The General Election successfully elected deputies for the first National Assembly of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam). The success of the election was the fruit of the persistent struggle of the Vietnamese people and resulted from the urgent need to build one National Assembly of the great national unity bloc. The National Assembly gathered deputies from all walks of life and all three regions of the country, representing the will and power of the people.

The success of the first general election 70 years ago marked the maturity of the Revolutionary State of Vietnam and opened up a new era for the country with a National Assembly, a united Government, an advanced Constitution and a legally complete government system. The general election created grounds to assert that the Democratic Republic of Vietnam was legal and democratic, being the government of the people, by the people and for the people.
Along the history of 70 years of development, the National Assembly of Vietnam has gone through 13 tenures. The National Assembly has increasingly developed during each period of the revolution, better performing its functions as the organ representing the people, implementing constitutional and legislative rights, making decisions on important issues of the country and supervising activities of the State. Legislation activities have recently seen innovations, bringing promising results. New supervisory methods such as the confidence vote, Q&A sessions, the scrutiny of reports on the implementation of specific issues, and more have been increasing developed. The National Assembly has more efficiently conducted its functions in making decisions concerning important issues of the country. Its resolutions on yearly and five-year socio-economic development plans, financial and monetary policies, State budget, ethnic policy, defence and security etc. have contributed to the maintenance of stability and development of the country. Additionally, parliamentary diplomacy activities have been promoted, contributing to promoting the role and position of the National Assembly in particular and Vietnam in the international arena in general.
The milestone created 70 years ago still holds significant and practical values to the operation of the National Assembly of Vietnam today. The National Assembly has been and will be the embodiment of the great national unity bloc, the representative organ of the people, chosen by the people and for the people. That representative organ is increasingly listening, recognizing the legitimate opinions of the people, based on which sound policies can be devised.
The celebration of the 70 anniversary of the first General Election day is taking place right on the occasion of the New Year 2016 and the entire Party, people and army are eagerly making arrangements to celebrate the 12th National Congress of the Communist Party of Vietnam. The officers, soldiers, and defence employees of the Vietnam People's Army are proud of the glorious tradition of the Party and the National Assembly, proud of the great achievements after 70 years of development and growth of Vietnam's National Assembly, ready to sacrifice for the nation, contributing to the construction and development of the socio-economy of the country.
