Absolute trust and much expectation for 14th NA and 2016-2021 people’s councils

All elections of deputies to the 14th National
Assembly (NA) and 2016-2021 people’s councils at all levels were successful in
a democratic, fair, lawful, safe and economical manner.
With 99.35 percent of
the total voters executing their right to vote in the elections, the election
day became a real profound political festival of the whole Party, people and
army. In fact, all Vietnamese people were drawn to the preparation and
participation in the elections. All processes of the elections from the
crafting and announcing of the criteria for candidates to the nomination and
self-nomination, rounds of candidate selection, canvass, voting, ballot
counting and announcement of election results were conducted democratically,
publically and transparently in Vietnam.
The results of the 14th NA
election announced yesterday by the National Election Council reflect the will
and aspiration of the Vietnamese people. In general, the composition of the 14th NA
is reasonable, meeting the set requirements for a representative organization
of people of all walks of life. The quality of the 14th NA
deputies is much higher than the 13th NA. The number of the 14th NA
deputies with university diplomas is higher than ever before. The numbers of
female deputies, young deputies and deputies of ethnic minorities in the 14th NA
are also higher than the 13th NA. Specifically, among 496
elected deputies, 86 are ethnic minorities, (fewer than the expected 90 but
higher than the 13th tenure’s 78), 133 are women (fewer than
the expected 150 but higher than the 13th tenure’s 122), 21 are
non-Party members and 71 aged below 40. Most Vietnamese people happily
welcome the results of the elections to the 14th NA and
2016-2021 people’s councils at all levels, and expect that the success will
serve as a premise to consolidate, build up and perfect the socialist
rule-of-law State of Vietnam and to continue the reform process in the years to
come.
The success of the
elections to the 14th NA and 2016-2021 people’s councils at all
levels also helps bolster confidence of voters and people in the Party’s
leadership, the management of the socialist rule-of-law State, which is defined
to belong to the people, to be made from the people, and to serve the people.
Under the Vietnam’s
Constitution, NA deputies represent the will, aspiration and interests of
voters of the constituencies and the whole people. NA deputies have close
relations with their voters and are supervised by voters. Deputies collect and
faithfully reflect voters’ opinions and aspirations to the NA, involved
agencies and organizations. They also have regular meetings with their voters
to report their voters on their activities and NA’s resolutions and activities
as well as to answer voters’ questions, to urge agencies to deal with voters’
complaints and petitions and direct voters to take legal actions against
individuals and organizations lawfully.
Under the Law on the
Organization of Local Authorities, people’s council deputies represent local
people’s will and aspiration and are responsible to the local voters and
people’s council for the implementation of the missions of the people’s council
deputy. As the results of the elections of deputies to the 14th NA
and 2016-2021 people’s councils at all levels have formally been announced,
nationwide voters are expecting the 14thNA and 2016-2021 people’s
councils at all levels to work effectively and contribute more to national
development in the years ahead.
In the coming time, a
good deal of work is awaiting for the 14th NA and 2016-2021
people’s councils at all levels. First, the 14th NA and
2016-2021 people’s councils at all levels will have to hold the first sessions.
In these sessions, deputies of the 14th NA and 2016-2021
people’s councils at all levels have to vote or ratify key position holders of
the State and local apparatuses. Next, the 14th NA has to
craft, pass and promulgate a number of new and amended laws. Before the first
sessions of the 14th NA and 2016-2021 people’s councils at all
levels, deputies at all levels also have to draw up resolutions, which will be
passed in the first sessions. Finally, deputies of the 14th NA
and 2016-2021 people’s councils at all levels have to meet their voters to
listen to their issues, concerns and proposals to later present them in the
first sessions of the 14thNA and 2016-2021 people’s councils at all
levels.
Officers, soldiers and
defense workers as well as self-defense forces are considered exemplary
citizens of the country. Before and during the elections, they seriously
executed their right to vote and also serve as the force to ensure security and
safety for the voting. They made a large contribution to the success of the
elections. In order to bring the success of the elections of deputies to the 14th NA
and 2016-2021 people’s councils at all levels to life, military officers,
soldiers, defense workers and self-defense force should continue their support
for the 14th NA and 2016-2021 people’s councils at all levels,
serve as good examples in implementing resolutions of the 14th NA
and 2016-2021 people’s councils at all levels. They are also supposed to
mobilize their families and other people to effectively realize the resolutions
and seriously follow laws.
At this point of time,
military units are under training. Apart from performing their main missions,
they should actively participate in mass mobilization, and assist local people
in production so as to contribute more to successfully fulfilling resolutions
of the 14th NA and 2016-2021 people’s councils at all levels.
The deputies of the 14th NA
and 2016-2021 people’s councils at all levels, who are military people, should
heighten their responsibilities, grasping all military and civilian voters’
opinions, proposals and aspirations and then reflect them fully at sessions of
the 14th NA and 2016-2021 people’s councils at all levels. They
are also expected to be active in sessions of the 14th NA and
2016-2021 people’s councils at all levels to contribute to improving the
efficiency and quality of activities of the 14th NA and
2016-2021 people’s councils at all levels.

Voters trusted and voted them NA members, which would consolidate the Party’s leadership to the NA.
the rate was normal and equivalent to previous terms and ensured the quality, reform and legacy in the parliament’s operation.
Election results met defined targets and plans and deputy structures were basically suitable with expectations.
It is expected to be a basis to contribute in developing the highest organ of state power, representative for the willing and aspiration of the entire Vietnamese nation and having full operational capability with better quality and efficiency
The nominees in the list are all qualified however their success in the election depends on voters.
To the rate of reelected deputies which reached 30 percent, the rate was normal and equivalent to previous terms and ensured the quality, reform and legacy in the parliament’s operation.
Only to Kien Giang province, the council found the violation serious so it canceled voting results and required the province to reorganize the election on June 5.
I totally believe in NA members. I hope that they will contribute to country's construction in future.
NA members play an important role in our construction, they must help people raise life's quality.
I expect that the success will serve as a premise to consolidate, build up and perfect the socialist rule-of-law State of Vietnam and to continue the reform process in the years to come.
