Human and cultural elements in sustainable development of the country

Human and cultural elements play an
extremely important role in development. National sustainable development can
not be achieved without sustainable development of human and cultural factors.
However, the most decisive factor is human because culture only exists in
human. Therefore, the 12th Congress of the Communist Party of Viet Nam
identified that the task of building comprehensively developed Vietnamese
people should be an objective of the strategy for national development.
Dialectical materialism is both succession, development, and great
progress compared to the whole of the dialectical perspective and theory of
dialectics which existed since the time of ancient philosophers until the time
of Georg Wilhelm Friedrich Hegel-an objective dialectical idealistic
philosopher of classical German philosophy. Dialectical materialism also known
as dialectical Marxism is considered the research theories “about development”
of the entire natural world, the whole of human society and human thinking.
Thus, we can see, the scale of research and application of dialectical
materialism is vast and no field stay outside the scope of its impact.
Mastering the basic principles and the rules of dialectic
materialism is to understand what is the core of the fundamental principles of
the review, studies, assessments and forecasts of all things as well as all
processes taking place in natural objective world, human society and human
thinking. This is extremely important, especially when we apply theoretical
dialectical materialism in practice, namely in making lines and policies to
harness resources, both internal and external, especially human resources for
the construction and development of the country, and avoid lagging behind other
countries in the region and the world. Only grasping some superficial and
dogmatic knowledge, or understanding eclectically dialectics, it is not
possible to determine where the key element is, what the fundamental and
decisive factors are for development of a thing, or even just to carry out specific
task with highest effectiveness within a certain period of time.
The Party and the Socialist Republic of Viet Nam, when developing
socio-economic development tasks, have always been aware that we carry out
these tasks in the context of a country with limited resources in technical
material and science and technology. Therefore, building the technical material
is entirely reasonable and necessary for countries which have not gone through
capitalism. That is why Karl Marx once said that it was sufferings to have
capitalism, but it is also sufferings without capitalism. Without technical
material produced by capitalism especially modern technology with corresponding
qualified persons for development of less-developing and poor countries have
been and will encounter numerous difficulties. In order to avoid lagging
further behind and to catch up, let alone surpassing developed countries, we
must accelerate industrialization towards modernization, at the same time, it's
good to use internal resources, primarily the human factor for development,
especially for sustainable development.
However, different from previous centuries, in the present
conditions, there is a need for a long-term, holistic and comprehensive vision.
Unfortunately, so far, in Viet Nam, as the 12th Party Congress noted: “Many
aspects of sustainable development have not been fully studied... orientations
and holistic and comprehensive tasks have not yet been clearly identified.”(1)
Therefore, more than ever, in the current conditions, “cultural and human
factors must be promoted in all economic, political, and social activities.”
Thus, for the country's sustainable development, in addition to economic,
social and environmental sustainable development, special attention should be
given to sustainable development of culture and people, the fundamental factors
of rapid and sustainable development. Human is the center of development
strategy, and also the subject of development. When aware that human is the
subject of development, human will show all of their capacities from thinking
to action as well as awareness of their citizen responsibilities so as to make
contribution to renovation and national development.

to different people. But, in essence, it is concerned with
meeting the needs of people today without compromising
the ability of future generations to meet their own needs.
developing human resources, particularly high-quality human resources, and closely combining human resources development with the development and application of scientific and technological advances should be a priority.
The new highlight of this breakthrough is that human resources development will be coordinated with the development and application of scientific and technological advances.
These factors will help turn the potential of human intelligence into outcomes of scientific and technological application and innovation—the momentum for rapid and sustainable development.
Sustainable development is inevitable and the most noble goal of the development process.
