Democracy and security in the digital era

In the framework of the Conference of Inter-Parliamentary Union (IPU) 132 in Hanoi which entitled “Democracy in the digital era and threats to privacy and personal freedom” and topic “War of Network - serious threat to peace and world security” has raised many new issues which attracted public opinion in the country and the world.
Internet and modern computer system  are great intellectual achievements - one of measures for democracy and openness of each country in international integration. The digital era facilitates the expansion of democratic rights of the inner, rich tools and new forms of expression. It is more direct especially the right to freedom of thought, expression, access, sharing and transmitting information and participation in social life. Social networks contribute to widespread and spread official information faster than political message; supporting communication, exchange and listening to the opinions of the people and community...
But at the same time, digital era contributes to the political economic or military conflicts with new scale, manifestations and consequences. The impersonation, abusing democracy and individual freedom to distribute distorted information, fabrications or stealing personal information; comments full of biases, distortions or abuse in the name of security communities to increase control over cyberspace and control of personal information ... can distort perception, limit democracy, violate freedom, privacy and not easy to warn risk and measure the consequences.
Moreover, in digital era, all nations, businesses and individuals are increasing reliance on network systems. Information processing infrastructure becomes a new target to attack. The prevention of cyber warfare, security and keeping data security information become increasingly new non-traditional challenges at both national and global level as many messages in the conference IPU-132. Network war is “one of the great modern threats”; a war with no limits on geography, space and time, the impact, the dangerous and complex with “no guns”, “no borders”, “non-conventional”, “war completely bloodless, but it can cause fatal consequences”. Many countries are facing and heavily influenced from the assaults on the network to the extent possible “rocked the economy”. “Cyber crimes can be classified as the risk of the biggest security threat to the country, on par with the terrorist attack, chemical weapons and nuclear disaster”.
New non-traditional challenges outlined above requires awareness, new approaches based on the law. To ensure network security must go hand in ensuring respect for human rights, privacy and individual liberties. In particular, the need to identify to go to a general definition of the concept of global cyber warfare, cyber crime; strengthening of legislative activities and monitoring at national and international level; commiting not to attack each other in cyberspace; developing mechanisms and rules of conduct, promoting mutually beneficial cooperation in human resources, technology exchange, information sharing, monitoring, warning and responding to information security incidents safety and security. Collaboration scenarios and rescue team of network security incidents; continue to improve the institutional guarantee democracy, access and security of personal information; educate people know distill information solely responsible for the information you give, self-protecting privacy and respect for privacy, freedom of others ...
As an official and responsible member in IPU since 1979, the National Assembly and the State of Vietnam has been doing our best for the community and world parliaments to continue improving the legal framework, “turning words into action” to ensure democracy and security, preventing threats to privacy and freedom of citizens in digital era for a world of peace, democracy, cooperation and sustainable development.
